Hindistan&#8217;\u0131n \u0130ngiliz s\u00f6m\u00fcrgesi olmas\u0131yla birlikte \u0130slam e\u011fitim sisteminin yerini, giderek Bat\u0131 e\u011fitim sistemi ve m\u00fcfredat programlar\u0131n\u0131n almaya ba\u015flamas\u0131 sonucunda M\u00fcsl\u00fcmanlar \u0130slami kimliklerini ve k\u00fclt\u00fcrlerini korumak amac\u0131yla baz\u0131 alternatifler d\u00fc\u015f\u00fcnmek zorunda kald\u0131lar. Hindistan ulemas\u0131 bu maksatla sadece \u0130slami ilimlerin okutulaca\u011f\u0131 medrese veya <strong><em>&ldquo;d\u00e2r\u00fc&rsquo;l-ul\u00fbm&rdquo;<\/em><\/strong> ad\u0131 verilen e\u011fitim m\u00fcesseseleri kurmay\u0131 kararla\u015ft\u0131rd\u0131 ve 1866&#8217;da Diyobend&#8217;de bir d\u00e2r\u00fc&rsquo;l-ul\u00fbm \u00f6\u011fretime a\u00e7\u0131ld\u0131. \u00d6\u011fretim kurumlar\u0131n\u0131n \u0130slami veya laik e\u011fitim sistemi uygulayan iki ayr\u0131 m\u00fcessese \u015feklinde faaliyet g\u00f6stermesinin, farkl\u0131 inan\u00e7 ve d\u00fc\u015f\u00fcncelere sahip nesillerin yeti\u015fmesi ve ayr\u0131 kamplar olu\u015fmas\u0131 gibi baz\u0131 menfi neticelerinin g\u00f6r\u00fclmesi \u00fczerine, hem dini hem modern ilimlerin okutulaca\u011f\u0131 bir d\u00e2r\u00fc&rsquo;l-ul\u00fbm Nedvet\u00fc&#8217;l-ulema taraf\u0131ndan 1898&#8217;de Leknev&#8217;de kuruldu. Daha sonra Bopal&#8217;de de bir d\u00e2r\u00fc&rsquo;l-ul\u00fbm a\u00e7\u0131ld\u0131 (1948). Hindistan&#8217;da ve \u00f6\u011fretmen yeti\u015ftirmek amac\u0131yla M\u0131s\u0131r&#8217;da kurulan d\u00e2r\u00fc&rsquo;l-ul\u00fbmlardan ba\u015fka, G\u00fcney Afrika Cumhuriyeti&#8217;nde de \u00f6zellikle <strong><em>Diyobend D\u00e2r\u00fc&rsquo;l-ul\u00fbm&rsquo;u<\/em><\/strong> \u00f6rnek al\u0131narak 1971-1987 y\u0131llar\u0131 aras\u0131nda Newcastle, Azaadville, Johannesburg, Chatsworth, Pietersburg ve Cape Town \u015fehirlerinde birer d\u00e2r\u00fc&rsquo;l-ul\u00fbm a\u00e7\u0131lm\u0131\u015ft\u0131r.<\/span><\/p>\n<p style=\"margin-bottom: 0cm; text-align: justify; text-indent: 17pt; line-height: 16pt;\"><strong><span style=\"font-size: 14pt; font-family: 'Arial', sans-serif;\">Diyobend <\/span><\/strong><strong><span style=\"font-size: 14pt; font-family: 'Arial', sans-serif;\">D\u00e2r\u00fc&rsquo;l-ul\u00fbm&rsquo;unun kurulmas\u0131:<\/span><\/strong><\/p>\n<p style=\"margin-bottom: 0cm; text-align: justify; text-indent: 17pt; line-height: 16pt;\"><span style=\"font-size: 12pt; font-family: 'Arial', sans-serif;\">Hindistan&#8217;da 1857 y\u0131l\u0131nda meydana gelen Sipahi Ayaklanmas\u0131&#8217;ndan sonra M\u00fcsl\u00fcmanlar \u0130ngiliz-Hindistan y\u00f6netiminin bask\u0131 ve sindirme politikas\u0131na maruz kalm\u0131\u015flard\u0131. Varl\u0131klar\u0131n\u0131 s\u00fcrd\u00fcrme \u00e7abas\u0131 i\u00e7inde bulunan M\u00fcsl\u00fcmanlar\u0131n sistemli bir \u015fekilde i\u00e7e d\u00f6n\u00fck faaliyetlere ve e\u011fitim \u00e7al\u0131\u015fmalar\u0131na a\u011f\u0131rl\u0131k vermeleri gerekti\u011fine inanan bir grup ulema, \u00f6nceleri k\u00fc\u00e7\u00fck bir camide (\u00c7atta Camii) \u00e7al\u0131\u015fmalara ba\u015flam\u0131\u015flard\u0131. Daha sonra Muhammed Kas\u0131m Nanevtevi ve Re\u015fid Ahmed Geng\u00fchi taraf\u0131ndan D\u00e2r\u00fc&rsquo;l-ul\u00fbm-i Diyobend kuruldu (30 May\u0131s 1866). Bu medresenin Diyobend&#8217;de (Deoband) a\u00e7\u0131lmas\u0131n\u0131n uleman\u0131n g\u00f6rd\u00fc\u011f\u00fc bir r\u00fcyaya dayand\u0131\u011f\u0131 konu\u015fulmaktayd\u0131. Zira Diyobend o tarihte k\u00fc\u00e7\u00fck bir kasaba idi; d\u00e2r\u00fc&rsquo;l-ul\u00fbm&rsquo;un faaliyete ba\u015flamas\u0131yla kasaban\u0131n \u00f6nemi birdenbire artmaya ba\u015flad\u0131. Esasta geleneksel e\u011fitim sistemini benimseyen Diyobend, D\u00e2r\u00fc&rsquo;l-ul\u00fbm&rsquo;u, Hindistan&#8217;da o zamana kadar ge\u00e7erli olan \u00fc\u00e7 de\u011fi\u015fik dini e\u011fitim gelene\u011fini (Delhi, Leknev, Haydarabad) birle\u015ftirmeye ve bir denge kurmaya \u00e7al\u0131\u015fm\u0131\u015ft\u0131r. Bu \u00fc\u00e7 merkezden Delhi tefsir-hadis, Leknev f\u0131k\u0131h, Haydarabad ise kelam-felsefe ilimlerine a\u011f\u0131rl\u0131k verirken, Diyobend D\u00e2r\u00fc&rsquo;l-ul\u00fbm&rsquo;u bu ilimleri bir sistem i\u00e7erisinde bir arada \u00f6\u011fretmeye \u00e7al\u0131\u015fm\u0131\u015ft\u0131r. Bununla birlikte Diyobendiler Delhi gelene\u011finden, \u00f6zellikle de <strong>\u015eah Veliyyullah ed-Dihlevi<\/strong> ve Seyyid Ahmed \u015eehid&#8217;den daha \u00e7ok etkilendi\u011fi anla\u015f\u0131lmaktad\u0131r.<\/span><\/p>\n<p style=\"margin-bottom: 0cm; text-align: justify; text-indent: 17pt; line-height: 16pt;\"><strong><span style=\"font-size: 14pt; font-family: 'Arial', sans-serif;\">Diyobendiler kendilerini Ehl-i S\u00fcnnet esaslar\u0131 \u00fczerine e\u011fitim ve \u00f6\u011fretim yapan bir kurum olarak tan\u0131mlam\u0131\u015ft\u0131r. Ger\u00e7ekten de Diyobendi medreselerde bu \u00e7er\u00e7evede ciddi bir Hanefi f\u0131kh\u0131 \u00f6\u011fretimi yap\u0131lm\u0131\u015ft\u0131r. De\u011fi\u015fik din ve inan\u0131\u015flar\u0131n bir arada bulundu\u011fu Hindistan \u015fartlar\u0131nda Diyobend ulemas\u0131n\u0131n \u00fczerinde \u00f6zellikle durdu\u011fu husus, \u0130slam&#8217;\u0131n, b\u00fct\u00fcn yabanc\u0131 unsurlardan ar\u0131nd\u0131r\u0131lmas\u0131 \u00e7abas\u0131d\u0131r. Bundan dolay\u0131 \u00e2limler, itikadi sapmalar ve muamelattaki birtak\u0131m gayri-\u0130slami ayr\u0131nt\u0131 ve uygulamalarla; Hinduizm&#8217;den kaynaklanan hurafe, gelenek ve b\u00e2t\u0131l inan\u00e7lara \u015fiddetle kar\u015f\u0131 \u00e7\u0131km\u0131\u015flar, ideal olarak en saf \u015fekliyle, \u0130slam&#8217;\u0131n ilk 9 as\u0131rl\u0131k uygulamalar\u0131n\u0131 savunmu\u015flard\u0131r. Diyobendi anlay\u0131\u015f\u0131nda de\u011fi\u015fen ve geli\u015fen zamana, \u015fartlara, ihtiya\u00e7lara ve bunlara ba\u011fl\u0131 i\u00e7tihatlara pek \u00f6nem verilmemi\u015f ve \u0130slamiyet, asli kaynaklar\u0131nda verilen Sahabe ve Tabiin d\u00f6nemlerinde tatbik edilen esaslar ve uygulamalar \u00fczerine kurulu bir hayat tarz\u0131 olarak ortaya konulmaya u\u011fra\u015f\u0131lm\u0131\u015ft\u0131r.<\/span><\/strong><\/p>\n<p style=\"margin-bottom: 0cm; text-align: justify; text-indent: 17pt; line-height: 16pt;\"><strong><span style=\"font-size: 12pt; font-family: 'Arial', sans-serif;\">Bu kat\u0131 disiplin anlay\u0131\u015f\u0131, Dinimizi yozla\u015ft\u0131r\u0131p asl\u0131ndan uzakla\u015ft\u0131rmaya ve birtak\u0131m Bat\u0131l\u0131 ve b\u00e2t\u0131l d\u00fc\u015f\u00fcnceleri \u0130slam&rsquo;a sokmaya y\u00f6nelik \u015feytani giri\u015fimleri \u00f6nleme \u00e7abas\u0131 olarak baz\u0131 d\u00f6nemler ve kesimler i\u00e7in uygun olsa da, her \u00e7a\u011f\u0131n sorunlar\u0131na \u00e7\u00f6z\u00fcm esaslar\u0131 i\u00e7eren \u0130slam&rsquo;\u0131n, b\u00f6yle dar kal\u0131plara s\u0131k\u0131\u015ft\u0131r\u0131lmas\u0131, tamamen \u015fekilci, taklit\u00e7i, t\u00fcm yeniliklere ve orijinal proje ve d\u00fc\u015f\u00fcnceleri pe\u015finen reddedici&#8230; Hatta daha ileri gidip bunlar\u0131 tekfir edici yanl\u0131\u015f bir yakla\u015f\u0131ma yol a\u00e7t\u0131\u011f\u0131 i\u00e7in tehlikeli sorunlar\u0131 ve s\u0131k\u0131nt\u0131lar\u0131 da \u00f6z\u00fcnde bar\u0131nd\u0131rmaktad\u0131r.<\/span><\/strong><\/p>\n<p style=\"margin-bottom: 0cm; text-align: justify; text-indent: 17pt; line-height: 16pt;\"><strong><span style=\"font-size: 14pt; font-family: 'Arial', sans-serif;\">D\u00e2r\u00fc&rsquo;l-ul\u00fbm&rsquo;da tedrisat genellikle Urdu dilinde yap\u0131lmaktad\u0131r ve m\u00fcfredat genellikle 18. y\u00fczy\u0131lda Molla Nizameddin taraf\u0131ndan tertip edilen <\/span><\/strong><strong><em><span style=\"font-size: 14pt; font-family: 'Arial', sans-serif;\">&ldquo;Ders-i Nizami&rdquo;<\/span><\/em><\/strong><span style=\"font-size: 14pt; font-family: 'Arial', sans-serif;\"> <\/span><strong><span style=\"font-size: 14pt; font-family: 'Arial', sans-serif;\">usul\u00fcne ba\u011fl\u0131 olarak uygulanmaktad\u0131r. Bu usulde a\u011f\u0131rl\u0131kl\u0131 olarak \u015fer&#8217;i ilimler aras\u0131nda hadis, tefsir ve f\u0131k\u0131h \u00fczerinde yo\u011funla\u015f\u0131lmaktad\u0131r. D\u00e2r\u00fc&rsquo;l-ul\u00fbm&rsquo;da ilk zamanlarda felsefe ve mant\u0131k gibi ilimler de okutulurken 1880&#8217;den sonra bunlar m\u00fcfredattan \u00e7\u0131kar\u0131lm\u0131\u015ft\u0131r. E\u011fitim ve \u00f6\u011fretim ba\u015flang\u0131\u00e7ta on y\u0131l olarak planlanm\u0131\u015fken daha sonra bu s\u00fcre alt\u0131 y\u0131la indirilmi\u015f durumdad\u0131r. D\u00e2r\u00fc&rsquo;l-ul\u00fbm&rsquo;da dikkati \u00e7eken bir ba\u015fka husus da, burada ders veren hocalar\u0131n bir\u00e7o\u011funun ayn\u0131 zamanda tasavvuf erbab\u0131 ve tarikat mensubu olmalar\u0131d\u0131r. \u00d6zellikle Nak\u015fibendili\u011fin etkin oldu\u011fu m\u00fcessesede hocalarla talebeler aras\u0131nda \u00e7ok defa \u015feyh-m\u00fcrid ili\u015fkisi g\u00f6ze \u00e7arpmaktad\u0131r.<\/span><\/strong><\/p>\n<p style=\"margin-bottom: 0cm; text-align: justify; text-indent: 17pt; line-height: 16pt;\"><strong><span style=\"font-size: 14pt; font-family: 'Arial', sans-serif;\">\u015eah Veliyyullah Dehlevi<\/span><\/strong><span style=\"font-size: 14pt; font-family: 'Arial', sans-serif;\"> <\/span><span style=\"font-size: 12pt; font-family: 'Arial', sans-serif;\">(1703-1762) G\u00fcney Asya&#8217;da bir imparatorluk kuran Mo\u011follar d\u00f6neminde Phulat (veya Muzaffarnagar) \u015fehrinde do\u011fmu\u015f olup, Rahimiye Medresesi kurucusu ve Delhi&#8217;deki me\u015fhur din \u00e2limi \u015eah Abdurrahim&#8217;in o\u011fludur ve ilk e\u011fitimini babas\u0131ndan alm\u0131\u015ft\u0131r. Kendisi Diyobendi hareketinin ruhani ve fikri \u00f6nc\u00fclerinden say\u0131l\u0131r. 19&#8217;uncu y\u00fczy\u0131ldaki \u0130ngiliz s\u00f6m\u00fcrge y\u00f6netiminin bask\u0131 ve y\u00f6nlendirmesi sonucunda putperest Hindular, mevcut ortama hemen uyum sa\u011flam\u0131\u015flard\u0131r. Bu durumda tek ba\u015f\u0131na kalan M\u00fcsl\u00fcmanlar ise, yol ayr\u0131m\u0131nda tercih yapmak zorundayd\u0131lar: Ya \u0130ngilizlerin dayatt\u0131\u011f\u0131 kendi dil, k\u00fclt\u00fcr ve ya\u015fam tarz\u0131na ayak uyduracak ya da itiraz ve isyana kalk\u0131\u015facaklard\u0131. \u0130tiraz yolu tercih edildi. Ancak \u0130ngiliz y\u00f6netimine kar\u015f\u0131 birbirlerine z\u0131t tutumlar ortaya \u00e7\u0131kt\u0131. Aligarh Medresesi kurucusu <\/span><\/strong><strong><span style=\"font-size: 14pt; font-family: 'Arial', sans-serif;\">Seyyid Ahmed Han<\/span><\/strong><strong><span style=\"font-size: 12pt; font-family: 'Arial', sans-serif;\">, \u0130ngiliz y\u00f6netimiyle uzla\u015f\u0131p anla\u015farak i\u015f birli\u011fi yapm\u0131\u015ft\u0131. Medreseyi bir kolej gibi kulland\u0131; dini m\u00fcfredat\u0131n yan\u0131nda pozitif bilimlere ili\u015fkin derslerin de okutulmas\u0131n\u0131 sa\u011flad\u0131. Okulda \u0130ngilizce okuyanlar, y\u00fcksek \u00f6\u011frenimlerini Londra&#8217;daki Cambridge ve Oxford \u00fcniversitelerinde tamaml\u0131yorlard\u0131. Seyyid Ahmed Han, kendince \u0130ngilizlerin taktiklerini benimsemek suretiyle g\u00fcya <em>&#8220;M\u00fcsl\u00fcmanlar\u0131n varl\u0131\u011f\u0131n\u0131 teminat alt\u0131na&#8221;<\/em> almaya \u00e7al\u0131\u015fm\u0131\u015ft\u0131. Bu hizmetleri nedeniyle Seyyid Ahmed, \u0130ngiliz h\u00fck\u00fcmetinden &#8220;Sir&#8221; unvan\u0131n\u0131 alm\u0131\u015ft\u0131. Varl\u0131k m\u00fccadelesi veren kimi din adamlar\u0131, k\u00fc\u00e7\u00fck bir camide (\u00c7atta Camii) i\u00e7e d\u00f6n\u00fck dini seminer, e\u011fitim ve tedrisat t\u00fcr\u00fcnden pasif faaliyette bulunma karar\u0131 alm\u0131\u015flard\u0131. Diyobendi hareketinin siyasi kanad\u0131 Cemiyet-i Ulema-i Hind (Hindistan Alimleri Cemiyeti) 1919&#8217;da kurulmu\u015ftu. Bu medrese, Arap-\u0130slam d\u00fcnyas\u0131nda kendince bir ekol yaratm\u0131\u015f olan Kahire&#8217;deki El Ezher \u00dcniversitesi&#8217;nden sonra ikinci s\u0131rada yer almaktad\u0131r. Ar\u0131nm\u0131\u015f ve gelenek\u00e7i (Selefi) bir \u0130slam&#8217;dan yana olup Kur&rsquo;an-S\u00fcnnet-Hadis \u00fczere amel (davranmak) etmekte; Bat\u0131 etkisi ve n\u00fcfuzuna kar\u015f\u0131 gelenek\u00e7i ve sofu eksenli tepkiler koyulmaktad\u0131r. Diyobendiler, ilahiyat alan\u0131nda taklit (Selef-i Salih&rsquo;in yani \u0130slam&#8217;\u0131n ilk d\u00f6nemlerindeki \u00f6nc\u00fcllerin) \u00f6\u011freti, yorum ve faaliyetlerini aynen al\u0131p uygulamaktan yanad\u0131rlar. Bu d\u00fczlemde Hanefi f\u0131kh\u0131na (mezhepsel hukuk) g\u00f6re amelde bulunurlar. Kimi insafl\u0131 Bat\u0131l\u0131lar ve M\u00fcsl\u00fcman ara\u015ft\u0131rmac\u0131lar Diyobendi gelene\u011finin, Ehl-i S\u00fcnnet ve&rsquo;l Cemaat anlay\u0131\u015f\u0131na ba\u011fl\u0131 oldu\u011funun fark\u0131ndalar. Ancak Diyobendilerin, S\u00fcnni ekolden ayr\u0131 \u015fekilde hareket edip faaliyet g\u00f6sterdiklerine, dolay\u0131s\u0131yla bilinen geleneksel S\u00fcnnilikten ayr\u0131\u015ft\u0131klar\u0131na da dikkat \u00e7ekiyorlar.<\/span><\/strong><\/p>\n<p style=\"margin-bottom: 0cm; text-align: justify; text-indent: 17pt; line-height: 16pt;\"><span style=\"font-size: 12pt; font-family: 'Arial', sans-serif;\">Diyobend ekol\u00fcn\u00fcn dini fikriyat\u0131, esas olarak Pakistan&#8217;da yayg\u0131n ve etkili konumdad\u0131r; ikinci derecede ise Afganistan&#8217;daki fikirsel egemenli\u011fi g\u00f6ze \u00e7arpmaktad\u0131r. Kad\u0131nlara bak\u0131\u015f\u0131 ise \u0130slam&#8217;\u0131n bu konudaki haram\/yasak kurallar\u0131n\u0131 \u00e7ok a\u015f\u0131p Afgan-Pakistan kabilelerinin, bilhassa Pe\u015ftunlar\u0131n ataerkil t\u00f6re ve \u00e2detlerinden de g\u00fc\u00e7 al\u0131p bu konuda olduk\u00e7a kat\u0131 ve kapal\u0131 bir tav\u0131r alm\u0131\u015flard\u0131r. Hindistan, Pakistan ve Afganistan&#8217;daki \u0130slamc\u0131 ak\u0131m ve olu\u015fumlar\u0131n esas kayna\u011f\u0131na bakmak laz\u0131md\u0131r. \u00dc\u00e7 \u00fclke aras\u0131nda bilhassa Pakistan&#8217;da u\u00e7 verip zaman zaman Hindistan ile Afganistan&#8217;daki benzerlerini de etkileyip harekete ge\u00e7iren Pakistan Taliban Hareketi (Tehrik-i Taliban Pakistan-TTP), Cangvi Ordusu (Le\u015fker-e Cangvi-LEC), Pakistan Sahabe Sipahileri (Sipah-e Sahabe Pakistan) t\u00fcr\u00fcnden hareketler, esas olarak Hindistan alt k\u0131tas\u0131nda ortaya \u00e7\u0131kan Ehl-i S\u00fcnnet ve&#8217;l Cemaat ba\u011fl\u0131s\u0131 ilim adamlar\u0131n\u0131n, \u0130slam&rsquo;\u0131 d\u0131\u015f tehditlerden ve tehlikeli d\u00fc\u015f\u00fcncelerden koruma gayretiyle giri\u015ftikleri, savunma refleksi olarak kat\u0131 ve kapal\u0131 bir anlay\u0131\u015f\u0131 yans\u0131t\u0131r. Diyobendi Hareketi, ayr\u0131ca \u015eiileri y\u00f6netimin d\u0131\u015f\u0131nda tutmay\u0131 ve kad\u0131n\u0131n sosyal rol\u00fcn\u00fc k\u0131s\u0131tlamay\u0131 \u00f6ng\u00f6rmektedir. Hindistan ve Pakistan Diyobendilerinde g\u00f6zlemlenen bu \u00f6zellikler, Taliban&#8217;da a\u015f\u0131r\u0131 \u015fekilde kendisini g\u00f6stermektedir. Diyobendi Hareketi, Afganistan&#8217;da uzun y\u0131llardan beri etkilidir. Yeni Delhi&#8217;deki Diyobendi Medreselerinde e\u011fitim g\u00f6ren Afgan ulemalar\u0131, Pakistan s\u0131n\u0131r\u0131ndaki medreselerde \u00f6\u011frencilerini bu anlay\u0131\u015fa uygun olarak yeti\u015ftirmi\u015flerdir. Afganistan&#8217;daki ulemalar 1960&#8217;l\u0131 y\u0131llara kadar y\u00f6netimde \u00f6nemli \u00f6l\u00e7\u00fcde etkindi. Afganlar aras\u0131ndaki ili\u015fkiler, b\u00fcy\u00fck \u00f6l\u00e7\u00fcde mill\u00ee bir miras olan ve t\u00fcm etnik yap\u0131lar taraf\u0131ndan \u00e7o\u011funlukla benimsenen &#8220;Pe\u015ftunvali&#8221; kurallar\u0131 vas\u0131tas\u0131yla kurulmu\u015flard\u0131r. Bu kurallar Pe\u015ftunlara \u00f6zg\u00fc olmas\u0131na ra\u011fmen di\u011fer etnik gruplar da bir\u00e7ok kural\u0131 a\u015fa\u011f\u0131 yukar\u0131 benimsemi\u015f durumdad\u0131r. Pe\u015ftunvali kurallar\u0131 yaz\u0131l\u0131 de\u011fildir, ancak toplumun tamam\u0131 taraf\u0131ndan bilinmi\u015f ve y\u00fczy\u0131llard\u0131r uygulanm\u0131\u015f olan kurallar\u0131n t\u00fcm\u00fcne verilen isim olmu\u015ftur. Devam eden stratejik \u00f6neminden dolay\u0131 1979 y\u0131l\u0131nda Rusya taraf\u0131ndan i\u015fgal edilmi\u015f, fakat SSCB&#8217;nin da\u011f\u0131lmas\u0131nda en \u00f6nemli fakt\u00f6rlerden birisi olmu\u015flard\u0131r. Sovyet i\u015fgaline kar\u015f\u0131 sava\u015fan radikal dini unsurlar, daha sonra birbirleriyle i\u00e7 sava\u015fa tutu\u015fmu\u015f ve \u00fclkedeki karga\u015fa yine radikal bir grup olan Taliban&#8217;\u0131n \u00fclkeyi ele ge\u00e7irmesi ile sonu\u00e7lanm\u0131\u015ft\u0131r. Taliban y\u00f6netimi El-Kaide unsurlar\u0131n\u0131n \u00fclkede bar\u0131nmas\u0131na izin vermi\u015f ve i\u015f birli\u011fi yapm\u0131\u015ft\u0131r. Bat\u0131l\u0131lar taraf\u0131ndan beslenip b\u00fcy\u00fct\u00fclen bu iki \u00f6rg\u00fct y\u00f6n\u00fcn\u00fc Bat\u0131&rsquo;ya d\u00f6nerek onlar\u0131 d\u00fc\u015fman olarak g\u00f6rmeye ve eylem yapmaya ba\u015flam\u0131\u015ft\u0131r.<\/span><\/strong><\/p>\n<p style=\"margin-bottom: 0cm; text-align: justify; text-indent: 17pt; line-height: 16pt;\"><strong><span style=\"font-size: 12pt; font-family: 'Arial', sans-serif;\">\u0130stila ve istikrars\u0131zl\u0131klarla dolu bir tarihe sahip olan Afganistan&#8217;da 1979 y\u0131l\u0131nda meydana gelen Sovyet i\u015fgali, bug\u00fcn ya\u015fanan olaylar\u0131n anla\u015f\u0131lmas\u0131 a\u00e7\u0131s\u0131ndan belki de en temel geli\u015fmedir. Zira bu tarihten sonra Afganistan&#8217;da ba\u015flayan kar\u0131\u015f\u0131kl\u0131klar h\u0131z kesmeden g\u00fcn\u00fcm\u00fcze kadar gelmi\u015ftir. Bu nedenle Sovyet n\u00fcfuzu ve i\u015fgalinin ara\u015ft\u0131rmac\u0131lar ile akademisyenler taraf\u0131ndan \u00e7ok iyi incelenmesi, analiz edilmesi gerekmektedir.<\/span><\/strong><\/p>\n<p style=\"margin-bottom: 0cm; text-align: justify; text-indent: 17pt; line-height: 16pt;\"><span style=\"font-size: 12pt; font-family: 'Arial', sans-serif;\">2001&#8217;de Washington&#8217;da Pentagon ve New York&#8217;ta \u0130kiz Kulelere yap\u0131lan sald\u0131r\u0131lardan hemen sonra ABD, radikal \u0130slamc\u0131 gruplara kar\u015f\u0131 tutumunu de\u011fi\u015ftirmi\u015f ve &#8220;ter\u00f6re kar\u015f\u0131 sava\u015f&#8221; politikas\u0131 temelinde bu gruplar\u0131 &#8220;k\u00fcresel tehdit&#8221; olarak ilan etmi\u015ftir. Organize su\u00e7 \u00f6rg\u00fct\u00fc gibi muamele g\u00f6ren bu gruplar\u0131n g\u00fcc\u00fcn\u00fcn s\u0131n\u0131rlanmas\u0131 i\u00e7in ABD \u015fiddet kullanmaktan \u00e7ekinmemi\u015ftir. 11 Eyl\u00fcl sald\u0131r\u0131lar\u0131ndan hemen sonra Afganistan&#8217;daki Taliban y\u00f6netimi Usame bin Ladin&#8217;i korudu\u011fu ve &#8220;ter\u00f6rist&#8221; gruplar\u0131 bar\u0131nd\u0131rd\u0131\u011f\u0131 i\u00e7in hedef olarak se\u00e7ilmi\u015f ve ABD bombard\u0131manlar\u0131 sonunda pek \u00e7ok Ortado\u011fu \u00fclkesinin de deste\u011fi ile devrilmi\u015ftir. Ayr\u0131ca bu gruplar\u0131n finansal kaynaklar\u0131n\u0131 kurutmak ve kitle imha silahlar\u0131na sahip olmalar\u0131n\u0131 \u00f6nlemek amac\u0131 ile pek \u00e7ok uygulama ger\u00e7ekle\u015ftirilmi\u015ftir. Asl\u0131nda pek \u00e7ok \u00fclke; \u00f6rne\u011fin Pakistan, \u0130ran, Suudi Arabistan, M\u0131s\u0131r, Yemen, Suriye, Birle\u015fik Arap Emirlikleri vb. Afganistan&#8217;da Taliban rejiminin y\u0131k\u0131lmas\u0131nda ve El-Kaide&#8217;ye kar\u015f\u0131 m\u00fccadelede ABD&#8217;ye destek vermi\u015ftir. T\u00fcm bu devletler kendi i\u00e7lerinde El-Kaide veya benzeri \u00f6rg\u00fctlenmeler taraf\u0131ndan tehdit edildiklerini d\u00fc\u015f\u00fcnd\u00fckleri i\u00e7in bu m\u00fccadeleye ABD yan\u0131nda girmi\u015flerdir. Ayr\u0131ca bu m\u00fccadelede ABD&#8217;ye destek olmak b\u00f6lgede baz\u0131 otoriter y\u00f6netimlerin kendilerini g\u00fc\u00e7lendirmelerine yol a\u00e7m\u0131\u015f, bir ba\u015fka deyi\u015fle \u00f6rne\u011fin; M\u0131s\u0131r&#8217;da H\u00fcsn\u00fc M\u00fcbarek, Pakistan&#8217;da Pervez M\u00fc\u015ferref y\u00f6netimini, Bat\u0131l\u0131 ele\u015ftirilerden koruyuvermi\u015ftir. Afganistan deneyiminin bilinmesi sadece bug\u00fcn ne oldu\u011funu anlamak a\u00e7\u0131s\u0131ndan de\u011fil, yar\u0131n ne olabilece\u011fini \u00f6ng\u00f6rmek a\u00e7\u0131s\u0131ndan da \u00f6nemlidir. 2003&#8217;te ABD ve Britanya&#8217;n\u0131n Irak i\u015fgalinden sonra Irak Afganistan&#8217;\u0131n yerini alm\u0131\u015f ve radikal gruplar i\u00e7in teknik uzmanl\u0131klar\u0131n\u0131 geli\u015ftirecekleri, cihad\u0131 yenileyecekleri bir alan olmu\u015ftur. Afganistan gibi Irak da, farkl\u0131 \u00fclkelerin farkl\u0131 gruplar\u0131 destekleyerek kendi \u00e7\u0131karlar\u0131n\u0131 ya da \u00e7at\u0131\u015fmalar\u0131n\u0131 Irakl\u0131lar \u00fczerinden \u00e7\u00f6zmeye \u00e7al\u0131\u015ft\u0131klar\u0131 bir sava\u015f alan\u0131na d\u00f6n\u00fc\u015fm\u00fc\u015f vaziyettedir. Bug\u00fcn Irak&#8217;ta i\u015fgalci g\u00fc\u00e7 olarak ABD, Britanya ve \u0130srail \u00f6ndedir. Afganistan deneyiminden \u00f6\u011frenmeye niyetli olan \u00fclkeler bu sava\u015f\u0131n b\u00f6lge \u00fclkeleri i\u00e7in yeni sorunlara gebe oldu\u011funu ve buna g\u00f6re tutum al\u0131nmas\u0131 gerekti\u011fini bileceklerdir. &#8220;Tehdit&#8221; tan\u0131mlamalar\u0131 belirli bir tarihsel-toplumsal ba\u011flamda, mevcut iktidar yap\u0131lar\u0131 temelinde farkl\u0131 toplumsal\/siyasal gruplar taraf\u0131ndan \u015fekillendirilir. Ku\u015fkusuz &#8220;tehdit&#8221;in kimler taraf\u0131ndan, nas\u0131l alg\u0131land\u0131\u011f\u0131 \u00f6nemlidir.
