S\u00fcnni ve \u015eii kesimleri birbirine kar\u015f\u0131 k\u0131\u015fk\u0131rt\u00admak ve k\u0131rd\u0131rmak.<\/em><\/strong>  <\/p>\n<p>  \u00a0  <\/p>\n<p> \u015eii ve M\u00fcsl\u00fcmanlar\u0131 birbirine d\u00fc\u015f\u00fcrmek isteyen \u00e7evreler, 12 imamdan 2&#39;sinin bulundu\u011fu t\u00fcrbeye sald\u0131r\u0131 d\u00fczenledi. T\u00fcrbeye a\u011f\u0131r hasar verildi. S\u00fcnni Vakf\u0131 sald\u0131r\u0131y\u0131 k\u0131nad\u0131. Ama ard\u0131ndan 2 camiye sald\u0131r\u0131ya ge\u00e7ildi. Bu provokatif olay, ge\u00e7en y\u0131l Basra&#39;da iki \u0130ngiliz casus askerinin Arap k\u0131yafetiyle polis karakoluna sald\u0131r\u0131s\u0131na benzemekteydi.  <\/p>\n<p> Irak&#39;\u0131n ba\u015fkenti Ba\u011fdat&#39;\u0131n kuzeyindekiSamarra kentinde \u015fiddetli bir patlama oldu\u011fu, patlamada \u00fclkenin en \u00fcnl\u00fc t\u00fcrbelerinden Askariye t\u00fcrbesinin b\u00fcy\u00fck hasar g\u00f6rd\u00fc\u011f\u00fc bildirildi.  <\/p>\n<p> Polis yetkilisi, patlaman\u0131n 12 imamdan 2&#39;sinin mezar\u0131n\u0131n bulundu\u011fu, alt\u0131n kubbesiyle \u00fcnl\u00fc Askariye t\u00fcrbesinde meydana geldi\u011fini s\u00f6yledi. Kent sakinleri de patlamada \u00f6len ve yaralanan olmad\u0131\u011f\u0131n\u0131, ancak t\u00fcrbenin geni\u015f \u00e7apl\u0131 hasar g\u00f6rd\u00fc\u011f\u00fcn\u00fc kaydetti.\u00a0  <\/p>\n<p> <strong>Sistani&#39;den, protesto \u00e7a\u011fr\u0131s\u0131<\/strong>  <\/p>\n<p> Irak&#39;ta \u015eii t\u00fcrbelerinde meydana gelen patlamalar \u00fczerine \u015eii lider B\u00fcy\u00fck Ayetullah Ali Sistani protesto \u00e7a\u011fr\u0131s\u0131nda bulundu. Ba\u015fkent Ba\u011fdat&#39;\u0131n kuzeyindeki Samarra kentinde \u015eiilerin kutsal Askeriye t\u00fcrbesinde b\u00fcy\u00fck bir patlama olmu\u015ftu.  <\/p>\n<p> Sistani&#39;nin Necef&#39;teki b\u00fcrosundan yap\u0131lan a\u00e7\u0131klamada, \u015eiilerden kendi vilayetlerinde bar\u0131\u015f\u00e7\u0131 protesto g\u00f6sterileri yapmalar\u0131 ve protesto i\u00e7in Samarra&#39;ya gitmemeleri istendi.  <\/p>\n<p> A\u00e7\u0131klamada ayr\u0131ca 7 g\u00fcn yas ilan edildi\u011fi belirtildi. Irak Ba\u015fbakan\u0131 \u0130brahim el Caferi ise sald\u0131r\u0131y\u0131 k\u0131nad\u0131 ve 3 g\u00fcn yas ilan etti.  <\/p>\n<p> Caferi Irak televizyonundan canl\u0131 yay\u0131nlanan konu\u015fmas\u0131nda sald\u0131r\u0131y\u0131, &quot;b\u00fct\u00fcn M\u00fcsl\u00fcmanlara yap\u0131lm\u0131\u015f bir sald\u0131r\u0131 olarak&quot; niteledi ve halk\u0131 &quot;\u0130slami birli\u011fi g\u00fc\u00e7lendirmek ve Irak&#39;\u0131n ulusal karde\u015fli\u011fini korumak i\u00e7in daha fazla dikkat g\u00f6stermeye&quot; \u00e7a\u011f\u0131rd\u0131.  <\/p>\n<p> <strong>Camilere \u00e7irkin sald\u0131r\u0131<\/strong>  <\/p>\n<p> \u00d6te yandan, Ba\u011fdat&#39;ta ve Basra&#39;da da S\u00fcnnilerin camileri sald\u0131r\u0131lar\u0131n hedefi oldu. Protesto g\u00f6sterilerine yol a\u00e7an \u015eii t\u00fcrbesine d\u00fczenlenen sald\u0131r\u0131dan sonra baz\u0131 \u015eii liderler itidal \u00e7a\u011fr\u0131s\u0131nda bulunurken, ba\u015fkentte ve Ba\u011fdat&#39;ta en az 6 S\u00fcnni camiine sald\u0131r\u0131 d\u00fczenlendi\u011fi haber verildi.  <\/p>\n<p> Basra&#39;da ayr\u0131ca bir S\u00fcnni partisinin muhaf\u0131zlar\u0131yla \u015eii milisler aras\u0131nda silahl\u0131 \u00e7at\u0131\u015fma \u00e7\u0131kt\u0131\u011f\u0131 kaydedildi. \u00dclkede \u015eii ve S\u00fcnniler aras\u0131nda ba\u015fka \u00e7at\u0131\u015fmalar\u0131n \u00e7\u0131kmas\u0131n\u0131n engellenmesi i\u00e7in baz\u0131 b\u00f6lgelere g\u00fcvenlik g\u00fcc\u00fc takviyesi yap\u0131ld\u0131\u011f\u0131 belirtiliyor.  <\/p>\n<p> <strong>S\u00fcnni vakf\u0131 sald\u0131r\u0131y\u0131 k\u0131nad\u0131<\/strong>  <\/p>\n<p> Bu arada h\u00fck\u00fcmete ba\u011fl\u0131 S\u00fcnni Vakf\u0131 sald\u0131r\u0131y\u0131 k\u0131nad\u0131 ve olay\u0131 ara\u015ft\u0131rmak i\u00e7in Samarra&#39;ya bir heyet g\u00f6ndereceklerini a\u00e7\u0131klad\u0131.  <\/p>\n<p> Patlamadan sonra t\u00fcrbe etraf\u0131nda toplanan ve ellerinde Irak bayraklar\u0131, \u015eii dini simgeleri ve Kur&#39;an-\u0131 Kerim ta\u015f\u0131yan binlerce ki\u015fi g\u00f6steri yaparken, Samarra&#39;daki cami ve t\u00fcrbelerdeki din g\u00f6revlileri, sald\u0131r\u0131y\u0131 k\u0131nad\u0131 ve halk\u0131 protesto g\u00f6sterisine \u00e7a\u011f\u0131rd\u0131. Ba\u011fdat&#39;\u0131n el Sadr mahallesindeki \u015eii liderler de protesto \u00e7a\u011fr\u0131s\u0131nda bulundu.\u00a0  <\/p>\n<p> <strong>Necef&#39;te protesto g\u00f6sterisi yap\u0131ld\u0131<\/strong>  <\/p>\n<p> Irak&#39;\u0131n Necef kentinde binlerce ki\u015fi, Samarra&#39;daki \u015eii t\u00fcrbesine sald\u0131r\u0131y\u0131 protesto etti. B\u00f6lgedeki Reuters muhabiri, 2000 dolay\u0131nda ki\u015finin, &quot;\u015eiiler ayaklan\u0131n&quot; ve &quot;\u015eiiler \u00f6\u00e7 al\u0131n&quot; gibi sloganlar att\u0131\u011f\u0131n\u0131 bildirdi.  <\/p>\n<p> <strong>Irak&#39;ta dini ve etnik \u00e7eli\u015fkiler ve mozai\u011fin par\u00e7alanmas\u0131:<\/strong>  <\/p>\n<p> Irak co\u011frafyas\u0131nda ABD i\u015fgaliyle g\u00fcn\u00addeme gelen politikalar\u0131n temel dina\u00admikleri par\u00e7alay\u0131c\u0131, k\u0131\u015fk\u0131rt\u0131c\u0131, eriticidir. \u0130ngilte\u00adre&#39;nin 1. D\u00fcnya Sava\u015f\u0131 ertesinde uygulad\u0131\u011f\u0131 si\u00adyasetlerin olu\u015fturdu\u011fu birikim, k\u00fcresel ideoloji\u00adnin tek yanl\u0131 iktidar s\u00fcre\u00e7lerine akmaktad\u0131r. \u0130n\u00adgiltere&#39;nin s\u00f6m\u00fcrgelerinde uygulad\u0131\u011f\u0131 ve kal\u0131c\u0131 bir i\u015fgalin kurumlar\u0131n\u0131 dayand\u0131rd\u0131\u011f\u0131 stratejik diz\u00adge Amerikan \u00e7\u0131karlar\u0131 do\u011frultusunda yenilenerek y\u00fcr\u00fcrl\u00fc\u011fe konuluyor. Bu dizgeye g\u00f6re: \u0130\u015fgal e-dilen b\u00f6lgenin dini, etnik, k\u00fclt\u00fcrel az\u0131nl\u0131klar\u0131n\u0131 kendi hedefleri do\u011frultusunda \u00d6rg\u00fctleyerek, \u00e7o\u00ad\u011funlukta olan unsurlara kar\u015f\u0131 k\u0131\u015fk\u0131rtmak ve idari erkin bir k\u0131sm\u0131n\u0131 bu az\u0131nl\u0131klara aktarmak esast\u0131r. Ayr\u0131ca \u00e7o\u011funlukta bulunan unsurun dini, sosyal, siyasal a\u00e7\u0131dan potansiyel \u00e7at\u0131\u015fma dinamiklerini a\u00e7\u0131\u011fa \u00e7\u0131karmak yine s\u00f6z konusu dizgenin esasl\u0131 d\u00fczenleme ve uygulamalar\u0131 aras\u0131nda yer al\u0131r.  <\/p>\n<p> Irak&#39;ta ya\u015fanan s\u00fcrecin tarihsel ge\u00e7mi\u00ad\u015finde ayr\u0131mc\u0131l\u0131\u011f\u0131, b\u00f6l\u00fcnmeyi siste m l e\u015ftiren Man\u00adda d\u00f6neminde ya\u015fananlar, g\u00fcn\u00fcm\u00fcz\u00fcn karma\u00ad\u015f\u0131k tablosunda \u00f6n plana \u00e7\u0131kan dini, sosyal, siya\u00adsal, etnik \u00e7eli\u015fkilere ve \u00e7at\u0131\u015fmalara \u0131\u015f\u0131k d\u00fc\u015f\u00fcr\u00fc\u00adyor.  <\/p>\n<p> \u0130ngiliz i\u015fgali d\u00f6neminden beri manda politika\u00adlar\u0131n\u0131n koordinatlar\u0131 \u015f\u00f6yledir:  <\/p>\n<p> &#8211;\u00a0\u00a0 Irak&#39;\u0131n kuzeyinde ya\u015fayan ve \u00e7o\u011fun\u00adlu\u011fu meydana getiren T\u00fcrkleri, T\u00fcrki\u00adye ile birle\u015fmekten al\u0131koyacak bir et\u00adnik ve dini ku\u015fatmaya tabi tutmak.  <\/p>\n<p> &#8211;\u00a0 K\u00fcrtler&#39;i Araplara kar\u015f\u0131 \u00f6rg\u00fctlemek ve kullanmak.  <\/p>\n<p> &#8211;\u00a0 Araplar aras\u0131nda mezhep \u00e7eli\u015fkilerini k\u00f6r\u00fckleyen bir siyaset izleyip. Demokrasi\/ insan haklan ve serbest piyasa ide\u00adolojisinin kamufle etti\u011fi s\u00fcre\u00e7 toplumsal birlik hedefi ile y\u00fcceltil irken, her etnik unsur, dini topluluk \u00f6zerk \u00f6rg\u00fctlenme ve gelecek stratejileri ekseninde ayr\u0131\u015fmakta, y\u00f6netsel kurumlar\u0131, ge\u00e7i\u00adci bir denge durumunun diplomatik zorunlulu\u011fu \u00e7er\u00e7evesinde de\u011ferlendirilecek g\u00fc\u00e7 ad\u0131na kulla\u00adn\u0131lacak merkezler olarak g\u00f6r\u00fclmektedir.  <\/p>\n<p> Toplumsal me\u015fruiyet kaynaklar\u0131 \u00e7\u00fcr\u00fcmekte, dini temellere dayal\u0131 yap\u0131lar, a\u015firetler, tarikatlar, cemaatler d\u0131\u015f\u0131ndaki devlet kurumlar\u0131\u00adn\u0131n ve sosyal ili\u015fkilerin tahribi b\u00f6l\u00fcnme dina\u00admiklerini b\u00fcy\u00fctmektedir. Geli\u015fmeler, komprador bir ekonominin \u0131l\u0131ml\u0131 \u0130slam ad\u0131 alt\u0131nda savunul\u00admas\u0131na y\u00f6nelik bir program\u0131n y\u00fcr\u00fcrl\u00fc\u011fe konul\u00addu\u011funa i\u015faret etmektedir. Di\u011fer yandan Irak toplumunun laik bir e\u011fitim, k\u00fclt\u00fcrel birikim, sosyal kurumla\u015fmada kat etti\u011fi mesafe, geriye d\u00f6n\u00fck g\u00fc\u00e7lerin tehdidi alt\u0131ndad\u0131r.  <\/p>\n<p> Irak&#39;ta geli\u015fen patlay\u0131c\u0131 s\u00fcrecin yarataca\u011f\u0131 sonu\u00e7lar t\u00fcm Bat\u0131 Asya&#39;da etkisini g\u00f6sterecektir. Bu nedenle, \u00fclkenin dini, etnik, siyasal yap\u0131s\u0131n\u0131n ve \u00e7eli\u015fkilerinin incelenmesi, i\u00e7 ba\u011flant\u0131lar\u0131n\u0131n, \u00f6rg\u00fctlenme bi\u00e7imlerinin, ortaya \u00e7\u0131kard\u0131\u011f\u0131 sorun\u00adlar ile b\u00f6lgenin di\u011fer \u00fclkelerine etkilerinin s\u00fc\u00adrekli ilgi konusu yap\u0131lmas\u0131 zorunludur. \u00c7\u0131\u011f\u0131r\u0131n\u00addan \u00e7\u0131km\u0131\u015f bir d\u00fcnyan\u0131n \u00e7elik \u00e7ekirde\u011fi Bat\u0131 As\u00adya&#39;da Irak&#39;tad\u0131r.  <\/p>\n<p> <strong>\u015e\u0130\u0130LER:<\/strong>  <\/p>\n<p> Irak&#39;ta \u015eiilik, \u015eiiler ve \u015eii \u0130slamc\u0131l\u0131k, sos\u00adyolojik birer kategorinin ayr\u0131ms\u0131z yekpare, b\u00fc\u00adt\u00fcnl\u00fckl\u00fc \u00e7er\u00e7evesi i\u00e7inde de\u011ferlendirilir. Bu sosyo-k\u00fclt\u00fcrel varl\u0131k temelinde dini \u00f6z, kendi ba\u015f\u0131na toplumsal ve siyasal bir d\u00fcnyaya ili\u015fkin birle\u015ftirici bir alan yarat\u0131yormu\u015f gibi tek bi\u00e7imci bir niteli\u011fe b\u00fcr\u00fcn\u00fcr. \u015eiiler i\u00e7indeki toplumsal ve k\u00fclt\u00fcrel \u00e7e\u015fitli\u011fi \u0130hmal eder. \u015eii \u0130slamc\u0131l\u0131\u011f\u0131 ve \u015eii cemaat\u00e7ili\u011fi farkl\u0131 cemaat gruplar\u0131na, siyasi \u00f6r\u00adg\u00fctlenmelere mensup, de\u011fi\u015fik ideolojik yap\u0131\u00adlanmalar\u0131n s\u00f6ylemlerini kapsayan \u00e7ok say\u0131da ke\u00adsimi i\u00e7erir. Bu nedenle, \u015eia, belli bir grubu bir di\u011ferinden dini terimlerde farkl\u0131 k\u0131labilen, ama bu grubun i\u00e7erisindeki toplumsal, k\u00fclt\u00fcrel bak\u0131mdan, ayr\u0131\u015fan y\u00f6nleri hi\u00e7bir zaman \u00f6zg\u00fcn yanlar\u0131yla ele almayan bir adland\u0131rmad\u0131r. Oysa Irak \u015eiileri; toplumsal \u00f6rg\u00fctlenme bi\u00e7imleri, e-konomik faaliyet tarz ve \u00e7\u0131karlar\u0131, zengin-yoksul ulema kesimleri, k\u00f6yde, kentte ya\u015fayanlar, a\u015fi\u00adret ba\u011flant\u0131s\u0131 bulunanlar, Mellaklar (yani devlet taraf\u0131ndan toprak sahibi yap\u0131lanlar), Arap olan\u00adlar ve olmayanlar gibi bir\u00e7ok \u00f6zellikleri ile ay\u00adr\u0131\u015fmaktad\u0131rlar. Necef, Kerbela, \u015eamara ve Kazimeyn gibi \u00f6nemli \u015eii merkezlerinde oturan ulema aras\u0131ndaki ayr\u0131m \u00e7izgileri yan\u0131nda bu \u015fe\u00adhirlerin kendilerine has haklara sahip konumlar\u0131 dikkate de\u011fer \u00e7eli\u015fkili noktaland\u0131r. Irak \u015eiileri, Farisiler, T\u00fcrkmenler, Araplar \u00fczerinden etnik \u00e7izgilerle de farkl\u0131la\u015f\u0131yorlar. Irak \u015eiili\u011fi, \u0130ran&#39;da oldu\u011fu gibi a\u015firet hayat\u0131 ile \u015fehirli kesimleri ha\u00adrekete ge\u00e7irecek \u00f6l\u00e7\u00fcde g\u00fc\u00e7l\u00fc ibadethane a\u011fla\u00adr\u0131, camiler, mali \u015febekelere sahip olmad\u0131. \u015eii u-lema, aile ve \u015fehir gibi kadim dayan\u0131\u015fma odak\u00adlar\u0131nca da b\u00f6l\u00fcnm\u00fc\u015ft\u00fcr. M\u00fc\u00e7tehitler aras\u0131nda ge\u00e7ici d\u00f6nemler d\u0131\u015f\u0131nda birlik yoktur. Irak&#39;ta devletin y\u00fcr\u00fctt\u00fc\u011f\u00fc modernizasyon program\u0131 \u00f6n\u00adceleri \u00f6zerk din adamlar\u0131 s\u0131n\u0131f\u0131n\u0131n tekelinde olan yasan\u0131n, e\u011fitimin ve vergilerin toplanmas\u0131 i\u015flev\u00adlerini, t\u00fcm\u00fcn\u00fc \u00fcstlendi. Irak&#39;ta art arda gelen rejimler, dini k\u00fclt\u00fcrel alanlar\u0131 denetim alt\u0131nda tutmak ve devletin dinden kontroll\u00fc bir bi\u00e7imde ayr\u0131lmas\u0131n\u0131 s\u00fcrd\u00fcrmek i\u00e7in b\u00fcy\u00fck \u00e7aba g\u00f6ster\u00addiler. S\u00fcnni dini m\u00fcessese devlet denetimine al\u0131n\u0131rken, laikle\u015ftirme ilkesi temelinde t\u00fcm \u00f6zerk \u015eii yap\u0131lanmalar\u0131 sert uygulamalarla devlet kar\u00ad\u015f\u0131s\u0131nda etkinliklerini yitirdiler. T\u00fcm Kutsal \u015eii kentlerinin mali \u00f6zerkli\u011fi ve zenginli\u011fi denetim alt\u0131na al\u0131nd\u0131. Ayn\u0131 zamanda din adamlar\u0131 s\u0131n\u0131f\u0131 politika alan\u0131n\u0131n d\u0131\u015f\u0131na \u00e7\u0131kar\u0131ld\u0131, toplumsal sta\u00adt\u00fcleri ve itibarlar\u0131 zay\u0131flat\u0131ld\u0131.  <\/p>\n<p> 1958&#39;de Monar\u015fi&#39;ye son verilmesinden sonraki d\u00f6nemde \u015eiiler Davet-i \u0130slamiyye&#39;yi veya yayg\u0131n ad\u0131yla Davet Partisi&#39;ni kurdular. El-Sadr&#39;\u0131n kurdu\u011fu bu partiye B\u00fcy\u00fck Ayetullah ka\u00adbul edilen Ayetullah Muhsin El-Hekim destek vermedi. G\u00fcn\u00fcm\u00fcze akan \u00e7izgide bu en \u00d6nemli \u015eii siyasi \u00f6rg\u00fct\u00fc gen\u00e7 bir reformcu rn\u00fc\u00e7tehitler ku\u015fa\u011f\u0131 ve din adam\u0131 olmayan \u00e7e\u015fitli \u015eii gruplar\u0131\u00adna dayan\u0131r.  <\/p>\n<p> \u015eiiler Irak&#39;ta 1963&#39;ten itibaren Baas&#39;tan d\u0131\u015fland\u0131lar. Baas&#39;\u0131n t\u00fcm \u00f6rg\u00fct cihaz\u0131 ve \u00d6nemli devlet kurumlar\u0131 yo\u011fun bi\u00e7imde S\u00fcnni Araplar\u0131n denetimine girdi. Bu temelde b\u00fcy\u00fcyen tepki ve \u00e7eli\u015fkiler 1968-1970&#39;de, 1974-1975&#39;te ve 1977&#39;de \u00e7at\u0131\u015fmalara neden oldu. \u0130ran \u0130slam Devrimi sonras\u0131nda Irakta meydana gelen olay\u00adlar ise Irak-\u0130ran sava\u015f\u0131n\u0131n gerek\u00e7eleri aras\u0131n\u00addayd\u0131. 1991&#39;de ki \u015eii ayaklanmas\u0131 da rejim tara\u00adf\u0131ndan sert b\u00eer bi\u00e7imde bast\u0131r\u0131ld\u0131.  <\/p>\n<p> \u015eiiler a\u00e7\u0131s\u0131ndan \u00f6nemli bir d\u00f6neme\u00e7te 17 Kas\u0131m 1982&#39;de Muhammed Bak\u0131r EI-Hekim tara\u00adf\u0131ndan, Tahran&#39;da &quot;Irak \u0130slam&#39;\u0131 Devrim Y\u00fcksek Meclisi&quot;nin ilan\u0131 oldu. Bu \u00f6rg\u00fct ile Irak&#39;ta ki \u0130s\u00adlamc\u0131 eylemcilik ad\u0131na, ku\u015fat\u0131c\u0131 bir yap\u0131 olu\u015ftur\u00admak planlan\u0131yordu. Bu \u00f6rg\u00fct\u00fcn olu\u015fumunda \u0130-ran&#39;\u0131n etkisi ve belirleyici rol\u00fc b\u00fcy\u00fckt\u00fc. Ancak, Irak&#39;l\u0131 \u015eii gruplar\u0131 birle\u015ftirmeye y\u00f6nelik hi\u00e7bir \u0130-ran giri\u015fimi ba\u015far\u0131l\u0131 olamad\u0131,  <\/p>\n<p> Ulema grubu i\u00e7indeki g\u00fc\u00e7 dengesi, siyasi \u00f6rg\u00fctler aras\u0131ndaki fiili g\u00fc\u00e7 ili\u015fkileriyle \u00f6rt\u00fc\u015fm\u00fcyordu. Bu nedenle &quot;Irak \u0130slam Devrimi Y\u00fcksek Meclisi&quot; par\u00e7alanm\u0131\u015f Irakl\u0131 \u0130slamc\u0131 gruplar\u0131n idari birli\u011fini ger\u00e7ekle\u015ftiremeyen \u0130ran destekli b\u00fcrokratik bir yap\u0131ya d\u00f6n\u00fc\u015ft\u00fc. Irakl\u0131 \u015eii \u0130slam gruplar\u0131, \u0130ran&#39;dan gelen bask\u0131lara ra\u011fmen, eylem bi\u00e7imlerini ve stratejilerini kendi ulusal ger\u00e7ekliklerine g\u00f6re tan\u0131mlama ve y\u00fcr\u00fctmedeki \u00f6zerkliklerini \u00f6ne s\u00fcrerek tepki g\u00f6sterdiler. An\u00adcak, Irakl\u0131 \u015eii gruplar\u0131n \u0130ran&#39;da \u00fcslenmi\u015f olmalar\u0131 onlar\u0131 zay\u0131flatan bir unsur oldu. Diren\u00e7leri k\u0131r\u0131ld\u0131 ve \u0130ran sava\u015f ayg\u0131t\u0131yla i\u015fbirli\u011fi, \u0130ran&#39;\u0131n Irak topraklar\u0131n\u0131 i\u015fgaliyle birlikte ulus kar\u015f\u0131t\u0131 bir nite\u00adli\u011fe b\u00fcr\u00fcnd\u00fc. Davet Partisi ve Irak \u0130slam&#39;\u0131 Dev\u00adrim Y\u00fcksek Meclisi, \u0130ran- Irak Sava\u015f\u0131 boyunca \u015eii kimli\u011fine ideolojik bir i\u00e7erik kazand\u0131rd\u0131. Bu ideolojik- politik \u00d6z, \u015eiili\u011fi ulusal temellerden ko\u00adpard\u0131 ve yapt\u0131r\u0131mlar d\u00f6neminde bu kimlik kurumsalla\u015ft\u0131.  <\/p>\n<p> \u015eii din adamlar\u0131 s\u0131n\u0131f\u0131 gelenek\u00e7iler ile re\u00adformcular aras\u0131nda, yani modern \u00f6rg\u00fct \u00e7a\u011fr\u0131s\u0131n\u00adda bulunanlar ile merci- m\u00fcrid ili\u015fkilerinin yeni\u00adden g\u00fc\u00e7lendirilmesini savunanlar aras\u0131nda b\u00f6\u00adl\u00fcnm\u00fc\u015ft\u00fcr. \u015eii ulema, soy \u00e7izgisi, \u015fehir, etnik hatlarla dilim dilim par\u00e7alanm\u0131\u015ft\u0131r. \u015eiili\u011fin \u00f6z\u00fcn\u00fc te\u015fkil eden Merciiyye Kurumu darmada\u011f\u0131nd\u0131r. Bu da\u011f\u0131n\u0131kl\u0131k Kerbela, Necef, Kaz\u0131miye kentleri ulemas\u0131 veya m\u00fc\u00e7tehitlerin Arap, Farsi k\u00f6kenle\u00adrine ili\u015fkin vurgular ile ideolojik, siyasal b\u00f6l\u00fcn\u00admelerde tezah\u00fcr etmektedir. \u015eii kimli\u011finin k\u00fcl\u00adt\u00fcrel alanlar\u0131 ve kitle hareketlili\u011fini besleyen a-ra\u00e7lar\u0131 da\u011f\u0131n\u0131kt\u0131r. \u015eii mercii kurumu ile Davet Partisinde simgelenen siyasal alan\u0131 denetim al\u00adt\u0131na alamam\u0131\u015ft\u0131r. \u0130ran Devriminin, harekete ge\u00ad\u00e7irme, \u00f6rg\u00fctleme ara\u00e7lar\u0131, din adam\u0131 \u015febekeleri Irak \u015eii hareketi a\u00e7\u0131s\u0131ndan s\u00f6z konusu de\u011fildir. Irak&#39;ta g\u00fc\u00e7l\u00fc temellere dayal\u0131 bir \u015eii kimli\u011fi olu\u015fmam\u0131\u015ft\u0131r. Farkl\u0131 \u015eii s\u0131n\u0131flar, katmanlar ve gruplar yani din adamlar\u0131, t\u00fcccarlar, modern orta s\u0131n\u0131f, k\u00f6yl\u00fcler, toprak a\u011falar\u0131 hepside farkl\u0131 hayat tarzlar\u0131na, de\u011fer sistemlerine, ekonomik \u00e7\u0131karlara, siyasal y\u00f6nelimlere sahiptirler.  <\/p>\n<p> \u015eii olma duygusu varl\u0131\u011f\u0131n\u0131 korumakla bir\u00adlikte as\u0131l modern toplumsal bi\u00e7imlenmeler, i\u015fga\u00adlin da\u011f\u0131t\u0131c\u0131 etkilerinin belirdi\u011fi d\u00f6neme kadar varl\u0131\u011f\u0131n\u0131 korumu\u015ftur. Dini k\u00fclt\u00fcrlerinde bile farkl\u0131 \u015eii kesimleri de\u011fi\u015fik dindarl\u0131k bi\u00e7imlerine sahip bulunmaktad\u0131rlar. \u015eiilerin imtiyazs\u0131z alt orta s\u0131\u00adn\u0131flar\u0131n\u0131n k\u0131rdan kente g\u00f6\u00e7 sonucunda yaratt\u0131\u011f\u0131 toplumsal de\u011fi\u015fim dikkate de\u011fer. Bu unsurlar \u015eii hareketleri i\u00e7inde halen \u00f6nderlik \u00f6zlemi \u00e7eki\u00adyorlar. Toplumsal, ideolojik, ekonomik imtiyaz\u00adlar\u0131n\u0131 koruyan ulema ile bu kesim aras\u0131ndaki it\u00adtifak kapsaml\u0131 \u00e7eli\u015fkileri bar\u0131nd\u0131rmaktad\u0131r. Yap\u00adt\u0131r\u0131mlar\u0131n tahripk\u00e2r etkileri neticesinde, \u015eii g\u00fc\u00adc\u00fcn\u00fcn b\u00f6l\u00fcnmesi yo\u011funla\u015ft\u0131. Cemaat \u015febekele\u00adrine sahip yeni dini g\u00fc\u00e7 merkezleri ve Mukteda el- Sadr gibi a\u011f\u0131rl\u0131kl\u0131 olarak yoksul kesime dayal\u0131 liderler ortaya \u00e7\u0131kt\u0131. Yapt\u0131r\u0131mlar ve i\u015fgal s\u00fcreci \u015eii kimli\u011fini alabildi\u011fine siyasalla\u015ft\u0131rd\u0131. \u0130ran tar\u00adz\u0131nda toplumsal ve siyasi dinamiklere dayal\u0131 bir \u015eiili\u011fin Irak&#39;ta bulunmamas\u0131 Mukteda Sadr d\u0131\u00ad\u015f\u0131ndaki \u015eii gruplar\u0131n ABD ile uzla\u015fmas\u0131n\u0131 getirdi. Irak \u015eiileri&#39;nin \u0130ran&#39;la ili\u015fkileri bu \u00fclkenin uzant\u0131s\u0131 olduklar\u0131 anlam\u0131na gelmiyor. Irak \u015eiileri aras\u0131nda modern toplumsal, siyasal, sosyal kurumlar ve laik e\u011fitim kurumlar\u0131n\u0131n y\u0131k\u0131lmas\u0131 sonucunda g\u00fc\u00e7 kazanan ulema, Amerikan kar\u015f\u0131tl\u0131\u011f\u0131na ideo\u00adlojik bir muhteva kazand\u0131rmad\u0131. Irak \u015eiileri ara\u00ads\u0131nda ABD i\u015fgaline y\u00f6nelik tepkiler mezhepsel ve ideolojik temellerde geli\u015fmiyor. Geleneksel g\u00fcc\u00fcn\u00fc toplumsal denetim, e\u011fitim, sosyal ya\u00ad\u015fam \u00fczerindeki etkinli\u011fini yeniden elde ederek sa\u011flamaya \u00e7al\u0131\u015fan \u015eii ulema ba\u015fta Ali Sistani olmak \u00fczere siyasal \u00e7at\u0131\u015fmalar\u0131n d\u0131\u015f\u0131nda kalmay\u0131 ye\u011flemektedirler. Necef ve Kerbela&#39;n\u0131n \u015eii ule\u00admas\u0131n\u0131n politik s\u00fcrece aktif kat\u0131l\u0131m\u0131n d\u0131\u015f\u0131nda kalmalar\u0131 ABD&#39;nin Irak&#39;taki i\u015fini kolayla\u015ft\u0131rm\u0131\u015ft\u0131r. Bu kesimler uzun s\u00fcre aktif siyasetin d\u0131\u015f\u0131nda kalmayacaklard\u0131r. Uleman\u0131n \u00f6nemli isimleri I-rak&#39;ta olu\u015fturulan y\u00f6netsel yap\u0131da g\u00f6rev alma\u00admakla birlikte anayasal s\u00fcreci etkilemeye \u00e7al\u0131\u015f\u00admaktad\u0131rlar. Geleneksele \u015eii kesimlerin \u0130ran et\u00adkisi alt\u0131nda oldu\u011funa inanan ABD, sava\u015f s\u00fcre\u00adcinde \u0130ran&#39;\u0131n n\u00fcfuzunu k\u0131rma ad\u0131na bu gruplar\u0131 d\u0131\u015flad\u0131. Ancak zaman i\u00e7inde bu gruplar ABD i\u015f\u00adgal y\u00f6netimi ile i\u015fbirli\u011fi yapt\u0131lar ve Irak Ge\u00e7ici Y\u00f6netim Konseyi&#39;nin temel unsurlar\u0131 oldular. S\u00fcre\u00e7 i\u00e7inde dini temellere dayal\u0131 bir devlet ve toplum program\u0131 bulunan bu gruplar ile ABD aras\u0131nda s\u0131k\u0131 ba\u011flar olu\u015ftu. A\u015fa\u011f\u0131dan yukar\u0131ya \u00f6r\u00fclecek bir &quot;\u0131l\u0131ml\u0131&quot; planla Irak \u015eiili\u011fini ABD&#39;nin lideri oldu\u011fu k\u00fcreselle\u015fmeye ba\u011flayacak bu gruplar, radikal \u015eiilerle de \u00e7at\u0131\u015fma halindedir. Bu radikal hareketlerin en \u00f6nemli temsilcisi Mukteda Sadr, Irakl\u0131 \u015eii din adamlar\u0131 ve partileri taraf\u0131ndan desteklenmezken, yoksul \u015eiiler ara\u00ads\u0131nda b\u00fcy\u00fck bir taraftar kitlesine sahiptir. Sadr ile ABD aras\u0131ndaki gergin ili\u015fki Irak&#39;l\u0131 \u015eiiler&#39;in genel strateji ve politikalar\u0131na terstir. Ba\u015flan\u00adg\u0131\u00e7ta, Sadr&#39;a destek veren \u0130ran&#39;da, ABD ile ciddi gerginliklere neden olaca\u011f\u0131 ve Irakl\u0131 \u015eiilerin y\u00f6\u00adnetimden d\u0131\u015flanmas\u0131n\u0131 getirece\u011fi i\u00e7in Sadr&#39;a deste\u011fini iyice s\u0131n\u0131rland\u0131rm\u0131\u015ft\u0131r. Mukteda Sadr&#39;\u0131n taklit mercii olarak kabul etti\u011fi ve Halen \u0130ran&#39;da ya\u015fayan Ayetullah Kazem Haryiri&#39;de ondan deste\u011fini \u00e7ekmi\u015ftir.  <\/p>\n<p> Irakl\u0131 \u015eiiler dini anlay\u0131\u015flar yan\u0131nda libera\u00adlizm, sosyalizm, kom\u00fcnizm, Siyasal \u0130slam ak\u0131m\u00adlar\u0131 aras\u0131nda par\u00e7alanm\u0131\u015ft\u0131r. Y\u0131llar s\u00fcren sava\u015f, yapt\u0131r\u0131mlar, i\u015fgal sonucunda da\u011f\u0131lan toplumsal yap\u0131lar geleneksel \u015eii din adamlar\u0131n\u0131n g\u00fcc\u00fcn\u00fc yo\u011funla\u015ft\u0131rmaktad\u0131r. Sorun \u00e7\u00f6zme kapasitesi geli\u015fmi\u015f, ortak karar alma yetene\u011fine, laik top\u00adlum g\u00f6r\u00fc\u015f\u00fcne sahip, ordu-b\u00fcrokrasi ve politika\u00adc\u0131lar kesiminin da\u011f\u0131t\u0131lmas\u0131n\u0131n a\u00e7t\u0131\u011f\u0131 bo\u015flu\u011fu ge-leneksel-mezhepsel g\u00fc\u00e7 odaklan doldurmakta\u00add\u0131r. Din adamlar\u0131n\u0131n artan toplumsal ve siyasal n\u00fcfuzu, Irak&#39;\u0131n sosyal yap\u0131s\u0131n\u0131n \u00e7eli\u015fkilerini kes\u00adkinle\u015ftirmektedir.  <\/p>\n<p> Davet, Irak \u0130slami Devrim Y\u00fcksek Meclisi, Mithak el-\u015eia, Muvafak el-Rubai gibi \u015eii \u0130slami partiler aras\u0131ndaki ortak noktalar s\u0131n\u0131rl\u0131d\u0131r ve halen Sadr kamp\u0131na kar\u015f\u0131 Ayetullah Sistani&#39;nin deste\u011fine ihtiya\u00e7 duymaktad\u0131rlar.  <\/p>\n<p> Irak&#39;ta 1921&#39;den beridir \u00fclkede varolan t\u00fcm siyasal-ideolojik y\u00f6nelimler yeniden ortaya \u00e7\u0131km\u0131\u015ft\u0131r. Eski ve yeni t\u00fcm unsurlar\u0131n kar\u015f\u0131 kar\u00ad\u015f\u0131ya geldi\u011fi bu dinamik yap\u0131 belirsizli\u011fi artt\u0131r\u0131r\u00adken \u015fimdilik yo\u011fun bir anti-laik y\u00f6nelim i\u00e7inde olmayan \u015eii ulema toplumsal iktidar\u0131n\u0131 art\u0131r\u00admaktad\u0131r.  <\/p>\n<p> <strong>S\u00dcNN\u0130LER:<\/strong>  <\/p>\n<p> Irak&#39;ta n\u00fcfusun %97&#39;si M\u00fcsl\u00fcman, %3&#39;\u00fc H\u0131ristiyan ve di\u011fer dinlere mensuptur. M\u00fcsl\u00fc\u00admanlar\u0131n %60-65&#39;i \u015eii, %32-37&#39;si S\u00fcnni&#39;dir. S\u00fcnniler Araplar aras\u0131nda az\u0131nl\u0131kta, K\u00fcrtlerde ise \u00e7o\u011funluktad\u0131rlar. Baas (Dirili\u015f) Partisinin \u00f6nde gelen kadrolar\u0131 S\u00fcnni idi. S\u00fcnni Arap az\u0131nl\u0131\u011f\u0131n iktidar\u0131, Baas ideolojisinin t\u00fcm Arap d\u00fcnyas\u0131nda kabul g\u00f6rmesini engellemi\u015ftir. Baas Partisi, S\u00fcnni az\u0131nl\u0131\u011fa dayanmakla birlikte dini temelleri \u00f6n plana \u00e7\u0131karan bir ideolojik yakla\u015f\u0131m\u0131 benimsememi\u015ftir. Parti ideolojisi \u00f6zde laiktir. Dini oto\u00adriteler devletin modernle\u015fme s\u00fcre\u00e7lerine m\u00fcda\u00adhale ara\u00e7lar\u0131ndan yoksun k\u0131l\u0131n\u0131rken, ak\u0131lc\u0131 de\u00ad\u011ferlerin sistematik savunusu temel ilke say\u0131l\u00adm\u0131\u015ft\u0131r. Ki\u015fisel d\u00fczeyde kabul edilen dini haklar\u0131n kamu alan\u0131na m\u00fcdahalesi \u00f6nlenirken, devlet stratejisinin zorunlu k\u0131ld\u0131\u011f\u0131 durumlarda bir me\u015fruiyet rezervi olarak dinden yararlan\u0131lm\u0131\u015ft\u0131r. \u0130slami de\u011ferler temelinde S\u00fcnnilik, Arap milli\u00adyet\u00e7ili\u011finin \u00f6tesinde Irak milliyet\u00e7ili\u011fi ile kayna\u015ft\u0131r\u0131lm\u0131\u015ft\u0131r. Baas, Irak milliyet\u00e7ili\u011fini antik ta\u00adrih&#39;ve \u0130slami mecazlarla b\u00fct\u00fcnle\u015ftirmi\u015ftir. A\u015firet ili\u015fkileri ile i\u00e7 i\u00e7e geli\u015fen S\u00fcnni dayan\u0131\u015fmas\u0131, devletin \u00fcst d\u00fczey askeri-sivil b\u00fcrokrasisini bir\u00adle\u015ftiren \u0130deolojik hacc\u0131n temel unsurlar\u0131 aras\u0131nda idi. Saddam H\u00fcseyin rejimi, \u0130ran \u0130slam devrimi\u00adnin yaratt\u0131\u011f\u0131 bas\u0131n\u00e7, \u0130ran&#39;la ve ABD ile sava\u015f yapt\u0131r\u0131mlar, temelinde ortaya \u00e7\u0131kan krizlere dini vurgular\u0131 \u00f6n plana \u00e7\u0131karan s\u00f6ylemlerle cevap vermi\u015ftir. Saddam H\u00fcseyin&#39;i Peygamberlerle ay\u00adn\u0131 soya\u011fac\u0131nda g\u00f6steren biyografiler haz\u0131rlan\u00adm\u0131\u015f, kendisi 1980&#39;de Hac\u0131 olmu\u015ftur. \u0130ran&#39;la sa\u00adva\u015f s\u00fcrecinde, rejim propagandas\u0131 i\u00e7indeki \u0130slami vurgu giderek geni\u015fleyip g\u00fc\u00e7lenmi\u015ftir. Ancak sava\u015f\u0131n do\u011furdu\u011fu insan g\u00fcc\u00fc ihtiyac\u0131 ve erkeklerin cepheye gitmesi kad\u0131nlar\u0131n aktif ya\u00ad\u015fama girmesini h\u0131zland\u0131rm\u0131\u015ft\u0131r. 1980&#39;de \u00f6\u011fretim g\u00f6revlilerinin %46&#39;s\u0131n\u0131, di\u015f doktorlar\u0131n\u0131n yine %46&#39;s\u0131n\u0131, eczac\u0131lar\u0131n %70&#39;ini kad\u0131nlar olu\u015fturu\u00adyordu. 1979 y\u0131l\u0131nda y\u00fcr\u00fcrl\u00fc\u011fe konulan zorunlu e\u011fitim yasas\u0131 laik i\u00e7erik ta\u015f\u0131yordu.  <\/p>\n<p> \u0130\u015fgal sonras\u0131nda k\u00fclt\u00fcrel, siyasal, ekono\u00admik dokusu par\u00e7alanan Irak&#39;ta Baas rejimi ile \u00f6zde\u015f g\u00f6r\u00fclen S\u00fcnni Araplar h\u0131zla idari ayg\u0131tlar\u00addan d\u0131\u015flanm\u0131\u015ft\u0131r. ABD&#39;nin stratejik inisiyatifleri temelinde ulus-devlet hayatiyetine son verilen ve &quot;sen k\u00fc\u00e7\u00fcl ben b\u00fcy\u00fcyeyim&quot; mant\u0131\u011f\u0131 \u00e7er\u00e7eve\u00adsinde t\u00fcm silahl\u0131 kuvvetleri tasfiye edilen Irak&#39;ta S\u00fcnnilik direni\u015fin ideolojik etiketine d\u00f6n\u00fc\u015ft\u00fc\u00adr\u00fclm\u00fc\u015f ve t\u00fcm ileti\u015fim ara\u00e7lar\u0131 bu mezhepsel ayr\u0131m\u0131 \u00f6n plana \u00e7\u0131kararak s\u00fcrecin ger\u00e7ek dina\u00admiklerini \u00f6rtm\u00fc\u015flerdir. 385 bin ki\u015filik d\u00fczenli or\u00addu, 285 bin ki\u015filik polis ve yerel g\u00fcvenlik birim\u00adleri, i\u00e7i\u015fleri, istihbarat b\u00fcrokrasisi ile 50 bin Cumhuriyet Muhaf\u0131z\u0131 tek seferde ihra\u00e7 edilirken, g\u00fcvenlik kuvvetlerinin n\u00fcfusa oran\u0131, bir gecede 1000 ki\u015fi ba\u015f\u0131na d\u00fc\u015fen 43 g\u00f6revliden, 1000 ki\u015fi ba\u015f\u0131na d\u00fc\u015fen 3 g\u00f6revliye d\u00fc\u015fm\u00fc\u015ft\u00fcr. A\u015firet ba\u011flan ile peki\u015fen mezhepsel dayan\u0131\u015fma, S\u00fcnni k\u00f6kenli g\u00fcvenlik kuvvetleri ve b\u00fcrokrasiyi dire\u00adni\u015fin temel g\u00fcc\u00fcne d\u00f6n\u00fc\u015ft\u00fcr\u00fcrken, laik devlet program, strateji ve gelecek kurgular\u0131n\u0131n yerini ku\u015fat\u0131lm\u0131\u015f bir mezhep kimli\u011finin ma\u011fduriyeti almaktad\u0131r.  <\/p>\n<p> K\u00fcrt S\u00fcnni kesimler aras\u0131nda tarikatlar yayg\u0131n olmakla birlikte eskisi kadar g\u00fc\u00e7l\u00fc ko\u00adnumda de\u011fildirler. Nak\u015fibendi ve Kadiri tarikat\u00adlar\u0131, K\u00fcrtler aras\u0131nda S\u00fcnni k\u00f6kenli ba\u015fl\u0131ca dini \u00f6rg\u00fctlenmelerdir. Irakl\u0131 K\u00fcrt liderler Mesud Barzani ve Celal Talaban\u0130 a\u015firetsel k\u00f6kenlerinin yan\u0131nda g\u00fc\u00e7l\u00fc tarikat yap\u0131lar\u0131na dayanmakta\u00add\u0131rlar. Kerk\u00fck&#39;\u00fcn stat\u00fcs\u00fc de d\u00e2hil olmak \u00fczere T\u00fcrkmenlerle ili\u015fkili t\u00fcm sorunlarda karar verecek konumda bulunan g\u00fc\u00e7ler ABD, \u0130ngiltere ve \u0130srail&#39;dir. T\u00fcrkmenlerin birle\u015fik, b\u00fct\u00fcnl\u00fckl\u00fc ve ba\u011f\u0131ms\u0131z bir Irak&#39;\u0131 savunmas\u0131, yeni mandac\u0131\u00adl\u0131k program\u0131yla \u00e7eli\u015fkili oldu\u011fu i\u00e7in ku\u015fat\u0131lmalar\u0131, etkisiz k\u0131l\u0131nmalar\u0131 s\u00f6z konusudur. Ordu, b\u00fcrok\u00adrasi, g\u00fcvenlik kurumlar\u0131n\u0131n yeni mandac\u0131l\u0131k te\u00admelinde \u00f6rg\u00fctlenme s\u00fcrecinde K\u00fcrtler \u00f6n pl\u00e2na \u00e7\u0131kar\u0131l\u0131rken T\u00fcrkmenlerin d\u0131\u015flanm\u0131\u015fl\u0131\u011f\u0131 kal\u0131c\u0131 hale gelmektedir. B\u00fcy\u00fck Ortado\u011fu \u0130nisiyatifi \u00e7er\u00e7e\u00advesinde t\u00fcm birlik temelli yakla\u015f\u0131mlar \u015fimdilik kayd\u0131yla benimsenmekte ancak T\u00fcrkmenler, ABD ile K\u00fcrtler aras\u0131ndaki &quot;imtiyazl\u0131 ili\u015fki&quot;ye \u00f6r\u00adt\u00fcl\u00fc tehdit olarak alg\u0131lanmaktad\u0131rlar.  <\/p>\n<p> Irak&#39;\u0131n etnik bile\u015fimi, B\u00fcy\u00fck Ortado\u011fu \u0130nisiyatifi a\u00e7\u0131s\u0131ndan b\u00f6lgesel anlam\u0131 da olan stratejik bir de\u011fer ta\u015f\u0131maktad\u0131r. &quot;Bat\u0131&quot;y\u0131 Ameri\u00adkan liderli\u011fi alt\u0131nda Ortado\u011fu&#39;da yeni bir misyon \u00e7er\u00e7evesinde b\u00fct\u00fcnle\u015ftirmek, b\u00f6lgenin petrol, do\u011fal gaz, su, tar\u0131m kaynaklar\u0131 ile pazarlar\u0131n\u0131 denetlemek amac\u0131yla siyasi, ekonomik, k\u00fclt\u00fcrel, dini alanlarda yeni yap\u0131lanmalar olu\u015fturmak g\u00fcndemdedir. T\u00fcrkmenlerin Irak&#39;\u0131n birli\u011fini ve b\u00fct\u00fcnl\u00fc\u011f\u00fcn\u00fc kendi varl\u0131k temelleri sayan yakla\u00ad\u015f\u0131mlar\u0131, \u015fimdilik T\u00fcrkiye&#39;nin direnciyle birlikte bu \u00fclkede ge\u00e7ici bir stat\u00fc tesis etmi\u015ftir. Irak&#39;ta ABD&#39;nin istedi\u011fi geli\u015fmelerin sa\u011flanmas\u0131, B\u00fcy\u00fck Ortado\u011fu \u0130nisiyatifi \u00e7er\u00e7evesinde; T\u00fcrkiye&#39;nin, etnik \u00f6ncelikli ad\u0131mlar ile &quot;Il\u0131ml\u0131 \u0130slam&quot; projesi kar\u015f\u0131s\u0131ndaki tutumuna ba\u011fl\u0131d\u0131r. T\u00fcrkiye, sahip oldu\u011fu etno- sosyal yap\u0131 kozu ile hem stratejik bir fay hatt\u0131 \u00fczerinde bulunmakta hem de b\u00fcy\u00fck bir ulusal politik a\u00e7\u0131l\u0131m\u0131n imk\u00e2n\u0131na dayanmakta\u00add\u0131r. Dolay\u0131s\u0131yla Irak&#39;\u0131n etnik- dini \u00e7eli\u015fkileri olumsuz geli\u015fmeleri tetikleyebilece\u011fi gibi uzun soluklu bir b\u00f6lge stratejisinin temellerini de sa\u011flamla\u015ft\u0131rabilir. ABD&#39;nin Irak&#39;taki \u00e7at\u0131\u015fma ze\u00admininden yararlanarak, ideolojik, siyasi ve k\u00fcl\u00adt\u00fcrel yay\u0131lmac\u0131l\u0131\u011f\u0131n\u0131 bir hayat alan\u0131 yakla\u015f\u0131m\u0131yla g\u00fcndeme getirmesi, T\u00fcrk k\u00fclt\u00fcr havzas\u0131na olan ilgiyi art\u0131rm\u0131\u015ft\u0131r. \u0130sl\u00e2m co\u011frafyas\u0131nda alternatif yap\u0131lar kurma bilin\u00e7 ve deneyimine sahip T\u00fcrk\u00adlerin bu b\u00fcy\u00fck kriz d\u00f6neminde b\u00f6yle bir hedef\u00adten uzak tutulamayaca\u011f\u0131 tespiti T\u00fcrkmenlerin durumunu daha \u00f6nemli hale getirmektedir. T\u00fcr\u00adkiye Irak&#39;ta ve b\u00f6lgedeki konumu itibar\u0131yla, ABD, AB, \u00c7in ve Rusya aras\u0131ndaki g\u00fc\u00e7 m\u00fccade\u00adlelerinde s\u00f6z hakk\u0131n\u0131 art\u0131raca\u011f\u0131 \u00f6l\u00e7\u00fcde, Irak kay\u00adnakl\u0131 etno- sosyal sorunlarla ku\u015fatabilecektir.  <\/p>\n<p> ABD&#39;nin Irak&#39;\u0131 i\u015fgalini b\u00fcy\u00fck resimdeki yeri ile de\u011ferlendirmek gerekiyor. B\u00fcy\u00fck Orta\u00addo\u011fu \u0130nisiyatifi \u00e7er\u00e7evesinde, ekonomik ege\u00admenlik, jeo- stratejik \u00fcst\u00fcnl\u00fck, etnik- sosyal bi\u00adle\u015fimlerin yeniden yap\u0131land\u0131r\u0131lmas\u0131, ulus- dev\u00adletlerin Irak \u00f6rne\u011findeki gibi tasfiyesi veya etki\u00adsiz k\u0131l\u0131nmas\u0131 g\u00fcndemdedir. Ancak as\u0131l \u00f6nemlisi ABD&#39;nin Irak&#39;la ba\u015flayan organik h\u00e2kimiyet kurma giri\u015fimidir. Amerika d\u0131\u015fsal de\u011fil de Irak&#39;a ait bir y\u00f6netime dayanma anlam\u0131nda \u00f6rt\u00fcl\u00fc- or\u00adganik h\u00e2kimiyet pe\u015findedir. ABD Irak&#39;ta, ege\u00admenli\u011fini; varl\u0131\u011f\u0131n\u0131 s\u00fcrekli k\u0131lacak tarzda sosyal, siyasal, finansal, k\u00fclt\u00fcrel yap\u0131lanma ile yerle\u015fti\u00adrecek bir haz\u0131rl\u0131k i\u00e7indedir. Askeri i\u015fgal bir s\u00fcre sonra petrol kaynaklar\u0131, finansal alt yap\u0131, e\u011fitim sistemi, ileti\u015fim a\u011flar\u0131, k\u00fclt\u00fcrel kurumlar \u00fczerin\u00addeki organik h\u00e2kimiyete d\u00f6n\u00fc\u015fecektir. Bu h\u00e2ki\u00admiyetin ekonomik ko\u015fullar\u0131 daha i\u015fgalin ilk. g\u00fcn\u00adlerinde haz\u0131rlanm\u0131\u015ft\u0131r. ABD i\u015fgal y\u00f6netiminin 12 say\u0131l\u0131 emri, t\u00fcm g\u00fcmr\u00fck tarifelerinin ve i\u00e7 pazar\u0131 koruyan her t\u00fcrl\u00fc k\u0131s\u0131tlaman\u0131n kald\u0131r\u0131lmas\u0131n\u0131 sa\u011flam\u0131\u015ft\u0131r. 39 say\u0131l\u0131 emir, t\u00fcm kamu kurulu\u015fla\u00adr\u0131n\u0131n %100 yabanc\u0131 m\u00fclkiyetine yol a\u00e7acak bi\u00ad\u00e7imde \u00f6zelle\u015ftirilmesini, karlar\u0131n vergiden muaf tutularak \u00fclke d\u0131\u015f\u0131na transferini, ilgili s\u00f6zle\u015fme\u00adlerin en az k\u0131rk y\u0131ll\u0131k olmas\u0131n\u0131 g\u00fcvence alt\u0131na al\u00adm\u0131\u015ft\u0131r. 40 say\u0131l\u0131 emir ile Irak&#39;ta ki t\u00fcm devlet bankalar\u0131 J.P. Morgan&#39;\u0131n denetimine ge\u00e7mi\u015ftir. \u0130thalattan, gelir ve karlardan al\u0131nan vergiler ya s\u0131f\u0131rlanm\u0131\u015f veya iyice a\u015fa\u011f\u0131ya \u00e7ekilerek devletin vergi toplama g\u00fcc\u00fc b\u00fcy\u00fck \u00f6l\u00e7\u00fcde tasfiye edil\u00admi\u015ftir. Bu t\u00fcr d\u00fczenlemeler me\u015fru bir y\u00f6netim olu\u015fmadan h\u0131zla uygulamaya konulurken, mer\u00adkezi devleti ayakta tutan unsurlar, m\u00fcdahale kapasitesi ve finansal kaynaklar bertaraf edil\u00admi\u015ftir. Patlamal\u0131 etnik, dini, sosyal yap\u0131s\u0131 ile birlikte devletin temellerinin \u00e7\u00f6z\u00fclmesi, devlet ba\u015f\u00adkanl\u0131\u011f\u0131 makam\u0131n\u0131n K\u00fcrt az\u0131nl\u0131\u011f\u0131n temsilcilerine verilmesi ile yeni bir boyut kazanm\u0131\u015ft\u0131r. Bu tablo rejim de\u011fi\u015fikli\u011fini a\u015fan topyek\u00fbn bir d\u00f6n\u00fc\u015f\u00fcme \u0130\u015faret etmektedir.  <\/p>\n<p> Tarihin ya\u015fad\u0131\u011f\u0131m\u0131z d\u00f6nemecinde Irak&#39;\u0131n kendi i\u00e7inde bir son olmad\u0131\u011f\u0131 g\u00f6r\u00fcl\u00fcyor. ABD a\u00e7\u0131s\u0131nda Irak, kendi emperyal g\u00fcc\u00fcn\u00fcn jeo\u00adpoliti\u011finin ve jeoekonomisinin geli\u015fmesinde bir durakt\u0131r. Irak sava\u015f\u0131n\u0131n alt\u0131nda yatan stratejik mant\u0131k ka\u00e7\u0131n\u0131lmaz olarak Orta Do\u011fu&#39;da yeni sa\u00adva\u015f ve i\u00e7 sava\u015flar tehdidini g\u00fcndemde tutmak\u00adtad\u0131r, ABD, AB, Rusya, \u00c7in, Hindistan ve Japon\u00adya aras\u0131nda derinden geli\u015fen \u00e7eli\u015fkiler zembe\u00adre\u011finin bo\u015fal\u0131m alan\u0131 Orta Do\u011fu olabilir.  <\/p>\n<p> Washington&#39;un Irak&#39;ta kal\u0131c\u0131 askeri \u00fcsler olu\u015fturdu\u011fu ve bunlardan vazge\u00e7meyece\u011fi a\u00e7\u0131kt\u0131r. \u0130\u015fgalin sona ermesi ise organik h\u00e2kimiye\u00adtin \u0130yice yerle\u015fmesi ile m\u00fcmk\u00fcnd\u00fcr. Bunun yolu ise Irak&#39;\u0131n dini, etnik, sosyal, siyasal bile\u015fimine m\u00fcdahaleden ge\u00e7iyor. Bu t\u00fcr m\u00fcdahalelerin so\u00adnu\u00e7lar\u0131 ise binlerce y\u0131lda olu\u015fan toplumsal den\u00adgelerin sars\u0131lmas\u0131n\u0131 getirecektir. Irak&#39;\u0131n etnik, dini, sosyal yap\u0131s\u0131 Orta Do\u011fu&#39;nun minyat\u00fcr\u00fc gi\u00adbidir. Bu \u00fclkedeki dinamikler ba\u015fta T\u00fcrkiye ol\u00admak \u00fczere b\u00f6lge \u00fclkelerini sarsacak niteliktedir. ABD&#39;nin Irak&#39;tan k\u0131sa s\u00fcrede ayr\u0131lmas\u0131n\u0131n ko\u00ad\u015fullan hen\u00fcz olgunla\u015fmam\u0131\u015ft\u0131r. Zira bu \u00fclkenin sosyal, dini, etnik, ekonomik \u00e7eli\u015fkilerinin yeni kompozisyonu ABD&#39;nin askeri varl\u0131\u011f\u0131n\u0131 me\u015fru\u00adla\u015ft\u0131ran s\u00fcrekli bir kriz temelini beslemektedir. Kaynaklar\u0131na, gelece\u011fine, siyasi ve ekonomik ba\u011f\u0131ms\u0131zl\u0131\u011f\u0131na sahip, ulus-devlet eksenli bir Irak&#39;\u0131n yap\u0131lanmas\u0131na, demokrasiyi \u00fclkenin finansal, k\u00fclt\u00fcrel, \u0130ktisadi kaynaklan \u00fczerinde yurtta\u015f\u0131n s\u00f6z hakk\u0131 olarak d\u00fczenleyen bir ana\u00adyasal mimariye izin verilmeyece\u011fi ortadad\u0131r, Herkesin dini, mezhepsel, a\u015firetsel aidiyetleri \u00eele tan\u0131mland\u0131\u011f\u0131 bir toplumun ise ak\u0131l d\u0131\u015f\u0131 i\u00e7 \u00e7at\u0131\u015f\u00admalarla par\u00e7alanmas\u0131 ihtimal dahilindedir. T\u00fcm bu geli\u015fmelerin ABD&#39;yi b\u00f6lgede kal\u0131c\u0131 bir unsur haline getirece\u011fi ise g\u00fcn\u00fcm\u00fcz \u015fartlan de\u011fi\u015fme\u00addi\u011fi takdirde ka\u00e7\u0131n\u0131lmazd\u0131r.
