DURUM TESP\u0130T\u0130:<\/strong>  <\/p>\n<p> <strong>Politika ve Ulusal G\u00fcvenlik<\/strong>  <\/p>\n<p> <strong>T\u00fcrkiye&#39;de i\u00e7 politika, Atat\u00fcrk&#39;\u00fcn \u00f6l\u00fcm\u00fcyle ba\u015flayan s\u00fcre\u00e7te, h\u0131zla d\u0131\u015f y\u00f6nlendirmelerin etkilerine a\u00e7\u0131lm\u0131\u015ft\u0131r. <\/strong>So\u011fuk Sava\u015f sonras\u0131n\u0131n yeni ko\u015fullar\u0131na ra\u011fmen d\u0131\u015f ko\u015fulland\u0131rman\u0131n y\u00f6r\u00fcngesinden kurtulamam\u0131\u015ft\u0131r. Son d\u00f6nemde \u00f6zellikle k\u00fcreselle\u015fme \u00e7er\u00e7evesinde T\u00fcrkiye&#39;ye dayat\u0131lan ekonomi politikalar\u0131 sonucunda, i\u00e7 siyasal yap\u0131 gittik\u00e7e halktan kopar\u0131lm\u0131\u015ft\u0131r. Bu tablo, Mustafa Kemal Atat\u00fcrk&#39;\u00fcn T\u00fcrkiye&#39;nin i\u00e7 politikaya miras\u0131 olan halk\u00e7\u0131l\u0131k unsurunu ve ba\u011f\u0131ms\u0131zl\u0131\u011f\u0131 ortadan kald\u0131rm\u0131\u015ft\u0131r.Gelinen bu noktada (maalesef iktidarlar ve devlet kurumlar\u0131 bile)d\u0131\u015f dayatmalar\u0131 ve Bat\u0131 emperyalizminin taleplerini kar\u015f\u0131layan i\u00e7 unsurlar halini alm\u0131\u015ft\u0131r.  <\/p>\n<p> \u0130\u00e7 politikada bu g\u00f6r\u00fcn\u00fcm\u00fc derinle\u015ftiren ve s\u00fcreklile\u015ftiren temel etken, d\u0131\u015f politika ve yeni ekonomi-politik etkile\u015fimdir. Nitekim so\u011fuk Sava\u015f sonras\u0131nda T\u00fcrkiye&#39;nin i\u00e7 politikas\u0131 ge\u00e7mi\u015fin ba\u011f\u0131ml\u0131l\u0131k \u00e7izgisini s\u00fcrd\u00fcr\u00fcrcesine bir yandan Avrupa Birli\u011fi s\u00fcrecine kilitlenmi\u015f, \u00f6te yandan ABD&#39;nin Avrasya stratejisinin etkilerine ve y\u00f6nlendirmelerine a\u00e7\u0131lm\u0131\u015ft\u0131r.  <\/p>\n<p> T\u00fcrkiye&#39;nin Bat\u0131&#39;yla So\u011fuk Sava\u015f y\u0131llar\u0131nda s\u00fcren ittifak\u0131yla \u00e7eli\u015fen bir dizi yeni geli\u015fmeler ortaya \u00e7\u0131km\u0131\u015ft\u0131r. <strong>Gerek Avrupa Birli\u011fi, gerekse ABD, So\u011fuk Sava\u015f d\u00f6neminde g\u00f6r\u00fclmeyen bir \u0131srarla; ayr\u0131l\u0131k\u00e7\u0131 hareket, s\u00f6zde Ermeni soyk\u0131r\u0131m\u0131, K\u0131br\u0131s, Ege, Ruhban Okulu, Patrikhane, Irak&#39;\u0131n kuzeyinde kukla devlet, Pontus gibi konular\u0131 T\u00fcrkiye&#39;nin g\u00fcndemine ta\u015f\u0131m\u0131\u015flard\u0131r.<\/strong> B\u00fct\u00fcn bunlara ra\u011fmen T\u00fcrkiye, so\u011fuk Sava\u015f bitmemi\u015f gibi davranarak, AB ve ABD ile ili\u015fkilerini tek tarafl\u0131 dayatmalar ve ba\u011f\u0131ml\u0131l\u0131ktan uzak, yeni bir eksene oturtabilme becerisini g\u00f6sterememi\u015ftir.  <\/p>\n<p> Dar ve az\u0131nl\u0131ktaki bir \u00e7evre, T\u00fcrkiye&#39;yi AB(ve Bat\u0131) g\u00fcd\u00fcm\u00fcne sokmak i\u00e7in g\u00fcmr\u00fck birli\u011fini imzalam\u0131\u015f b\u00f6ylece tam \u00fcye olmadan AB&#39;ye tek tarafl\u0131 ba\u011flan\u0131n ortam\u0131 yarat\u0131lm\u0131\u015ft\u0131r.  <\/p>\n<p> T\u00fcrkiye, tam \u00fcye olmadan \u00e7ok olumsuz ko\u015fullarla G\u00fcmr\u00fck Birli\u011fi&#39;ne girmeyi kabullenmi\u015f, daha sonra da di\u011fer aday \u00fclkelere dayat\u0131lmayan ko\u015fullar\u0131 i\u00e7ine sindirmi\u015ftir.  <\/p>\n<p> Bu durum AB&#39;nin T\u00fcrkiye&#39;yi i\u00e7ine almadan, kendine ba\u011f\u0131ml\u0131 k\u0131lmas\u0131n\u0131n zeminini haz\u0131rlam\u0131\u015ft\u0131r. B\u00f6ylece <strong>T\u00fcrkiye, G\u00fcmr\u00fck Birli\u011fi nedeniyle sadece ekonomik olarak de\u011fil, siyasi ve hukuki y\u00f6nden de tek yanl\u0131 olarak AB&#39;ye ba\u011flanm\u0131\u015ft\u0131r.<\/strong> Nitekim bug\u00fcn AB s\u00fcreci, T\u00fcrkiye&#39;yi K\u0131br\u0131s&#39;ta T\u00fcrk varl\u0131\u011f\u0131n\u0131n yok edilmesine, 2004&#39;te Ege&#39;nin kaybedilmesine do\u011fru s\u00fcr\u00fcklemektedir. Bu durum, T\u00fcrkiye&#39;nin milli reflekslerinin k\u00f6reltilmesinin, dengeleyici yeni ili\u015fkiler kuramamas\u0131n\u0131n, \u00f6ncelikle b\u00f6lgesinde ki\u015filikli bir aktif b\u00f6lge g\u00fcc\u00fc gibi davranamamas\u0131n\u0131n hem nedeni, hem de sonucudur.  <\/p>\n<p> <strong>\u00dcstelik b\u00fct\u00fcn bu ya\u015fananlar T\u00fcrk halk\u0131ndan gizlenmi\u015ftir<\/strong>. Ger\u00e7eklerle halk\u0131n aras\u0131na perde \u00e7ekilmi\u015ftir. B\u00fcy\u00fck sermaye ve g\u00fcd\u00fcm\u00fcndeki medya yanl\u0131\u015f bilgilendirme ve y\u00f6nlendirmelerle bu zeminin yarat\u0131lmas\u0131na neden olmu\u015ftur. AB T\u00fcrk halk\u0131na, bir zenginle\u015fme projesi olarak sunulmu\u015f; tek kurtulu\u015f yolu olarak g\u00f6sterilmi\u015ftir. \u00dcstelik bu s\u00fcre\u00e7 halka, AB&#39;nin T\u00fcrkiye&#39;yi bug\u00fcn olmasa da yar\u0131n i\u00e7ine alaca\u011f\u0131 \u015feklinde yans\u0131t\u0131lm\u0131\u015ft\u0131r. AB fikri s\u00fcrekli olarak canl\u0131 tutulmaya \u00e7al\u0131\u015f\u0131lm\u0131\u015ft\u0131r. Tek tarafl\u0131 ba\u011flanman\u0131n (D\u0131\u015f g\u00fc\u00e7lere dan\u0131\u015fma ve dayan\u0131\u015fma i\u00e7inde bulunma) kal\u0131c\u0131la\u015ft\u0131r\u0131lmas\u0131 i\u00e7in yo\u011fun \u00e7aba harcanm\u0131\u015ft\u0131r ve harcanmaya da devam edilmektedir. Dar bir \u00e7evrenin; siyasal ve ekonomik g\u00fcc\u00fc tekelinde tutmas\u0131, ger\u00e7eklerin halktan gizlenmesine olanak tan\u0131m\u0131\u015ft\u0131r. <strong>Bu noktaya gelinmesinin ana nedeni, sivil siyasetin; b\u00fct\u00fcn T\u00fcrkiye yerine bu dar \u00e7evreyi temsil etmesidir. Oysa ger\u00e7ek T\u00fcrkiye, geni\u015f halk kitleleridir.<\/strong> Ne yaz\u0131k ki, bug\u00fcn ger\u00e7ek T\u00fcrkiye da\u011f\u0131n\u0131kt\u0131r ve toplumsal demokrasiden yoksun b\u0131rak\u0131lm\u0131\u015ft\u0131r. Bu da\u011f\u0131n\u0131kl\u0131k sayesinde bu &quot;dar \u00e7evre&quot; ulusall\u0131\u011f\u0131 k\u00f6reltmeye y\u00f6nelebilmi\u015ftir. Ayr\u0131ca So\u011fuk Sava\u015f ko\u015fullar\u0131n\u0131n etkisi ile T\u00fcrkiye ba\u011f\u0131ms\u0131z politikalar \u00fcretme al\u0131\u015fkanl\u0131\u011f\u0131n\u0131 yitirmi\u015ftir. T\u00fcrk toplumunun ve devletinin ba\u011f\u0131ms\u0131zl\u0131k bilincini g\u00fc\u00e7lendirecek politikalar hayata ge\u00e7memi\u015ftir. B\u00f6ylece hedefleri ve \u00f6zg\u00fcveni olmayan bir toplum yarat\u0131lmaya \u00e7al\u0131\u015f\u0131lm\u0131\u015ft\u0131r.  <\/p>\n<p> D\u00fcnyadaki geli\u015fmeler ulus devletin \u00f6nemini art\u0131r\u0131rken, &quot;ulus devletin t\u00fcm d\u00fcnyada me\u015fruiyet krizi ya\u015fad\u0131\u011f\u0131&quot; iddias\u0131 bir ger\u00e7ekmi\u015f gibi zihinlere yerle\u015ftirilmeye \u00e7al\u0131\u015f\u0131lm\u0131\u015ft\u0131r. Halk\u0131n ortak \u00e7\u0131karlar\u0131n\u0131n b\u00fct\u00fcnle\u015ftirilmesi, devletin etkin ve sistemli bir organ olarak \u00e7al\u0131\u015fmas\u0131 engellenmi\u015ftir.  <\/p>\n<p> Ekonomiden k\u00fclt\u00fcre, hukuktan siyasete; kapsaml\u0131 ve etkin (bi\u00e7imde) T\u00fcrkiye&#39;nin kendi tehdit alg\u0131lamas\u0131yla \u015fekillenmi\u015f bir ulusal g\u00fcvenlik stratejisi geli\u015ftirilememi\u015ftir.  <\/p>\n<p> <strong>Ekonomi<\/strong>  <\/p>\n<p> T\u00fcrkiye sanayile\u015fmede ilk ad\u0131mlar\u0131 att\u0131\u011f\u0131ndan bu yana, Bat\u0131 \u00fclkeleri bu alandaki geli\u015fmeleri engellemeye \u00e7al\u0131\u015fm\u0131\u015flard\u0131r. Bat\u0131 sermayesinin denetimindeki D\u00fcnya Bankas\u0131,1950&#39;den itibaren her zaman T\u00fcrkiye&#39;ye a\u011f\u0131r sanayi sevdas\u0131ndan vazge\u00e7mesini, Avrupa&#39;n\u0131n kasab\u0131 ve manav\u0131 olmas\u0131n\u0131 \u00f6nermi\u015ftir. T\u00fcrkiye uzun s\u00fcre bu \u00f6nerileri dinlememi\u015f ve \u00f6zellikle 1960&#39;larda ba\u015flayan planl\u0131 kalk\u0131nma d\u00f6neminde sanayile\u015fmede anlaml\u0131 mesafeler alm\u0131\u015ft\u0131r. (Ne var ki ger\u00e7ek ve \u00f6rnek bir a\u011f\u0131r sanayi hamlesi ba\u015flatan milli siyaset ve \u015fahsiyetler s\u00fcrekli karalanm\u0131\u015f ve k\u0131skaca al\u0131nm\u0131\u015ft\u0131r.)  <\/p>\n<p> Ancak <strong>1980&#39;lerden itibaren ekonomi y\u00f6netimi b\u00fcy\u00fck \u00e7apta D\u00fcnya Bankas\u0131 ve IMF&#39;nin g\u00fcd\u00fcm\u00fcne b\u0131rak\u0131lm\u0131\u015ft\u0131r.<\/strong> Buna ba\u011fl\u0131 olarak ekonomide \u00fclkemizin ve halk\u0131m\u0131z\u0131n \u00e7\u0131karlar\u0131 do\u011frultusunda kalk\u0131nma, sanayile\u015fme, ekonomik ba\u011f\u0131ms\u0131zl\u0131k hedefleri terk edilmi\u015f; bu hedeflerin yerini, ekonomide g\u00fc\u00e7l\u00fcn\u00fcn zay\u0131f\u0131, b\u00fcy\u00fck sermayenin k\u00fc\u00e7\u00fck sermayeyi, geli\u015fmi\u015f \u00fclkenin azgeli\u015fmi\u015f \u00fclkeyi ezmesi anlam\u0131na gelen liberalizm, serbest piyasac\u0131l\u0131k ve finansal operasyonlar yolu ile rant sa\u011flama d\u00fczenlemeleri alm\u0131\u015ft\u0131r.  <\/p>\n<p> Planl\u0131 kalk\u0131nman\u0131n terk edilmesi, ithalat\u0131n kolayla\u015ft\u0131r\u0131lmas\u0131yla ekonomik kalk\u0131nman\u0131n temeli olan sanayile\u015fme t\u00f6kezlemeye ba\u015flam\u0131\u015ft\u0131r. <strong>1996&#39;da G\u00fcmr\u00fck Birli\u011fi&#39;ne girilmesi ise T\u00fcrkiye sanayini gerileme s\u00fcrecine sokmu\u015ftur.<\/strong> Bu s\u00fcre\u00e7 \u00fc\u00e7 y\u00f6nl\u00fcd\u00fcr: Birincisi, mevcut sanayi tesisleri, \u00f6zellikle KOB\u0130&#39;ler kapanmaktad\u0131r; ikincisi, \u00fcretimine devam eden sanayi kurulu\u015flar\u0131nda ithal girdi kullan\u0131m\u0131 \u00e7ok y\u00fckselmekte, b\u00f6ylece T\u00fcrkiye ucuz emek s\u00f6m\u00fcr\u00fcs\u00fcne dayal\u0131, d\u00fc\u015f\u00fck katma de\u011ferle \u00e7al\u0131\u015fan bir fason imalat \u00fclkesine d\u00f6n\u00fc\u015fmektedir; \u00fc\u00e7\u00fcnc\u00fcs\u00fc, Geli\u015fmi\u015f \u00fclkelerin dev \u00c7ok Uluslu \u015eirketlerinin rekabeti kar\u015f\u0131s\u0131nda T\u00fcrk sanayi \u015firketleri ortakl\u0131klar ve sat\u0131n almalar yoluyla yabanc\u0131 sermayenin eline ge\u00e7mektedir. B\u00fct\u00fcn bunlar, hem sanayile\u015fme hamlesinin durmas\u0131, hem de mevcut sanayi varl\u0131\u011f\u0131n\u0131n Bat\u0131 sermayesinin eline ge\u00e7mesi anlam\u0131nda <strong>T\u00fcrkiye&#39;nin sanayisizle\u015fmesi<\/strong> demektir.  <\/p>\n<p> T\u00fcrk sanayinin a\u011f\u0131rl\u0131kl\u0131 b\u00f6l\u00fcm\u00fcn\u00fc h\u00e2l\u00e2 sanayile\u015fmede ancak ilk basama\u011f\u0131 ifade eden tekstil sekt\u00f6r\u00fc olu\u015fturmaktad\u0131r. Sanayile\u015fmenin ikinci a\u015famas\u0131nda iki \u00f6nemli sekt\u00f6rden biri olan beyaz e\u015fyada k\u0131smi bir ba\u015far\u0131 sa\u011flanm\u0131\u015f, di\u011fer sekt\u00f6r olan otomotivde 25 y\u0131ll\u0131k \u00e7aba ba\u015far\u0131s\u0131zl\u0131kla sonu\u00e7lanm\u0131\u015ft\u0131r. Sanayile\u015fmenin \u00fc\u00e7\u00fcnc\u00fc a\u015famas\u0131 olan elektronik teknolojisi ise s\u0131f\u0131r noktas\u0131ndad\u0131r. T\u00fcrkiye sanayile\u015fme d\u00fczeyi olarak son 20 y\u0131lda yerinde saym\u0131\u015ft\u0131r. Sanayideki bu manzara son 20 y\u0131l\u0131n liberal, k\u00fcreselle\u015fmeci ekonomi politikalar\u0131n\u0131n iflas\u0131n\u0131 tescil etmektedir.  <\/p>\n<p> Sanayi ve hatta perakendecilik d\u00e2hil b\u00fcy\u00fck \u00f6l\u00e7ekli ticaretin Bat\u0131 sermayesinin eline ge\u00e7mesinin toplumsal ve siyasal sonu\u00e7lar\u0131 da son d\u00f6nemde \u00e7ok belirginle\u015fmi\u015ftir. 1980 sonras\u0131nda, T\u00fcrk b\u00fcy\u00fck sermayesi,, yaln\u0131z ekonomik faaliyetlerinde Bat\u0131 b\u00fcy\u00fck sermayesinin d\u00fcmen suyuna girmekle kalmay\u0131p, ayn\u0131 zamanda k\u00fclt\u00fcrel, ideolojik ve siyas\u00ee olarak da h\u0131zla Bat\u0131&#39;n\u0131n bir acentesine d\u00f6n\u00fc\u015fm\u00fc\u015ft\u00fcr. \u00d6zellikle 1990&#39;lardan itibaren b\u00fcy\u00fck i\u015fadamlar\u0131n\u0131n, b\u00fcy\u00fck sermaye \u00f6rg\u00fctlerinin, K\u0131br\u0131s konusu, T\u00fcrk-Yunan ili\u015fkileri ba\u015fta olmak \u00fczere hemen hemen her &quot;mill\u00ee davada&quot; T\u00fcrk Devleti ve T\u00fcrk Milleti&#39;nin g\u00f6r\u00fc\u015flerinden farkl\u0131 g\u00f6r\u00fc\u015fler savunmas\u0131, hatta Br\u00fcksel veya Washington a\u011fz\u0131yla T\u00fcrkiye&#39;yi itham etmesi rutin bir olay haline gelmi\u015ftir. T\u00fcrkiye&#39;nin ve Bat\u0131&#39;n\u0131n taraf olduklar\u0131 herhangi bir uluslararas\u0131 sorunda T\u00fcrk b\u00fcy\u00fck sermayesinin T\u00fcrk tezini savunmas\u0131na ise adeta rastlanmaz olmu\u015ftur. B\u00fct\u00fcn bu geli\u015fmeler, Atat\u00fcrk&#39;\u00fcn &quot;ekonomik ba\u011f\u0131ms\u0131zl\u0131k olmadan siyasi ba\u011f\u0131ms\u0131zl\u0131\u011f\u0131n olamayaca\u011f\u0131&quot; \u015feklindeki tespitinin ya\u015fayan birer \u00f6rne\u011fidir.  <\/p>\n<p> Cumhuriyet&#39;in il\u00e2n\u0131ndan sonra on be\u015f y\u0131l i\u00e7inde T\u00fcrkiye&#39;nin d\u00fcnyada g\u0131dada kendine yeterli yedi \u00fclke aras\u0131na girmesi, Cumhuriyet&#39;in en b\u00fcy\u00fck ba\u015far\u0131lar\u0131ndan biri olmu\u015ftur. 1980 sonras\u0131n\u0131n liberalizmi ise on y\u0131ldan da k\u0131sa s\u00fcrede T\u00fcrk tar\u0131m\u0131n\u0131 \u00e7\u00f6kme noktas\u0131na getirmi\u015ftir. <strong>IMF ve D\u00fcnya Bankas\u0131&#39;n\u0131n y\u00f6nlendirmesiyle T\u00fcrk tar\u0131m\u0131 yava\u015f yava\u015f her t\u00fcrl\u00fc devlet deste\u011finden yoksun b\u0131rak\u0131lm\u0131\u015ft\u0131r. <\/strong>Oysa hem AB, hem de ABD kendi tar\u0131m sekt\u00f6rlerini y\u00fcksek d\u00fczeyde korumaktad\u0131rlar. Tar\u0131m s\u00fcbvansiyonlar\u0131 AB&#39;de y\u0131lda 50 milyar dolara, ABD&#39;de ise y\u0131lda 30 milyar dolara ula\u015fm\u0131\u015ft\u0131r. AB ve ABD T\u00fcrk tar\u0131m\u0131n\u0131 \u00e7\u00f6kertme politikalar\u0131, kendi \u00fclkelerinde uygulad\u0131klar\u0131 b\u00fcy\u00fck tar\u0131msal destekleme sonucunda ortaya \u00e7\u0131km\u0131\u015f olan dev g\u0131da stoklar\u0131n\u0131n eritilmesine y\u00f6nelik genel bir stratejinin T\u00fcrkiye&#39;ye yans\u0131mas\u0131d\u0131r. T\u00fct\u00fcnde &quot;ka\u00e7ak\u00e7\u0131l\u0131\u011fa son verme&quot; yaftas\u0131 alt\u0131nda i\u00e7 piyasan\u0131n d\u0131\u015f tr\u00f6stlere a\u00e7\u0131lmas\u0131 sonucunda t\u00fct\u00fcn \u00fcr\u00fcnlerinde 1990&#39;da % 20 olan yabanc\u0131 men\u015feli \u00fcr\u00fcn pay\u0131, 2001&#39;de % 60&#39;a y\u00fckselmi\u015ftir. Tar\u0131m \u0131slah istasyonlar\u0131 gerek\u00e7esiz olarak kapat\u0131lm\u0131\u015f, devlet \u00fcretme \u00e7iftlikleri b\u00fcy\u00fck \u00f6l\u00e7\u00fcde i\u015flevsizle\u015ftirilmi\u015f, Et Bal\u0131k Kurumu ve S\u00fct End\u00fcstrisi Kurumu tasfiye edilmi\u015ftir. Sonu\u00e7ta T\u00fcrkiye kendini besleyemeyen, tah\u0131l, et ve s\u00fct \u00fcr\u00fcnlerinde ithalat\u00e7\u0131 bir \u00fclke haline gelmi\u015ftir. Son d\u00f6nemdeki IMF programlar\u0131 i\u00e7erisinde yer alan \u015feker fabrikalar\u0131n\u0131n ve Tekel&#39;in \u00f6zelle\u015ftirilmesine, tar\u0131m birliklerinden kamu deste\u011finin \u00e7ekilmesine y\u00f6nelik d\u00fczenlemeler de T\u00fcrk tar\u0131m\u0131n\u0131n tasfiyesine y\u00f6nelik son ad\u0131mlard\u0131r.  <\/p>\n<p> <strong>1980&#39;lerde T\u00fcrk ekonomisinin liberalizme ge\u00e7i\u015f ad\u0131 alt\u0131nda IMF ve D\u00fcnya Bankas\u0131&#39;na teslim edilmesi, T\u00fcrk bankac\u0131l\u0131k sistemini de \u00e7\u00f6kertirken, kamu maliyesini de bor\u00e7 bata\u011f\u0131na s\u00fcr\u00fcklemi\u015ftir. <\/strong>\u00dcstelik T\u00fcrk ekonomisini m\u00fczmin bor\u00e7 bata\u011f\u0131na s\u00fcr\u00fckleyen politikalardan hesap sorulmam\u0131\u015ft\u0131r.1980&#39;lerde ABD ve AB, ekonomilerindeki yap\u0131sal t\u0131kanmay\u0131 a\u015fmak i\u00e7in, d\u00fcnyan\u0131n geri kalan ekonomilerinin mal ve finans piyasalar\u0131nda egemenlik kurma karar\u0131n\u0131 vermi\u015ftir. K\u00fcreselle\u015fme ad\u0131yla sunulan bu strateji, geli\u015fmekte olan \u00fclkelere IMF ve D\u00fcnya Bankas\u0131 taraf\u0131ndan dayat\u0131lm\u0131\u015ft\u0131r. T\u00fcrkiye de, 1980&#39;lerin sonuna do\u011fru bu y\u00f6nlendirme do\u011frultusunda b\u00fct\u00e7e a\u00e7\u0131\u011f\u0131n\u0131 i\u00e7 bor\u00e7lanmayla kar\u015f\u0131lamaya ba\u015flam\u0131\u015f, sermaye hareketlerine serbestlik tan\u0131m\u0131\u015f, d\u00f6viz cinsi mevduata izin vermi\u015f, faizler ve bankac\u0131l\u0131k \u00fczerindeki denetimi gev\u015fetmi\u015ftir.  <\/p>\n<p> Bu uygulamalarla 12 y\u0131l i\u00e7inde,  <\/p>\n<p> &#8211;\u00a0\u00a0 B\u00fct\u00e7e vergi gelirleri, b\u00fct\u00e7enin faiz \u00f6demelerini bile zorlukla kar\u015f\u0131lar durumdad\u0131r.  <\/p>\n<p> &#8211;\u00a0\u00a0 T\u00fcrkiye&#39;nin d\u0131\u015f finansman bulmas\u0131n\u0131 g\u00fc\u00e7le\u015ftirecek boyutta bir kamu bor\u00e7 stoku y\u0131\u011f\u0131lm\u0131\u015ft\u0131r.  <\/p>\n<p> &#8211;\u00a0\u00a0 Ekonomi b\u00fcy\u00fck \u00f6l\u00e7\u00fcde dolarize olmu\u015f; banka mevduatlar\u0131n\u0131n yar\u0131dan fazlas\u0131 d\u00f6viz hesab\u0131 olarak kemikle\u015fmi\u015ftir. Dolarizasyonla sermaye serbest\u00eesinin bir araya gelmesi ekonomik bir saatli bomba yaratm\u0131\u015ft\u0131r.  <\/p>\n<p> &#8211;\u00a0\u00a0 Sermaye serbestisi ve kamunun a\u015f\u0131r\u0131 bor\u00e7lanmas\u0131 sonucu bankac\u0131l\u0131k ger\u00e7ek bankac\u0131l\u0131\u011f\u0131 terk ederek, b\u00fcy\u00fck \u00f6l\u00e7\u00fcde spek\u00fclatif faaliyetlere kaym\u0131\u015ft\u0131r. Bu y\u00f6nelim \u00e7er\u00e7evesinde bankac\u0131l\u0131k; gittik\u00e7e artan boyutta kur ve faiz riski alm\u0131\u015f ve bunun sonucunda her krizde dalga dalga gelen ifl\u00e2slarla bat\u0131k bir sekt\u00f6r halini alm\u0131\u015ft\u0131r.  <\/p>\n<p> Son d\u00f6nemde T\u00fcrk ekonomisine vurulan b\u00fcy\u00fck bir darbe de, 1996&#39;da ba\u015flayan T\u00fcrkiye-AB aras\u0131ndaki G\u00fcmr\u00fck Birli\u011fi&#39;dir. Alt\u0131 y\u0131l i\u00e7inde T\u00fcrkiye&#39;nin G\u00fcmr\u00fck Birli\u011fi sebebiyle u\u011frad\u0131\u011f\u0131 d\u0131\u015f ticaret kayb\u0131 70 milyar dolar\u0131 a\u015fm\u0131\u015f, \u00fc\u00e7\u00fcnc\u00fc \u00fclkelerle yapaca\u011f\u0131 d\u0131\u015f ticarette manevra imk\u00e2nlar\u0131n\u0131 tamamen kaybetmi\u015ftir. T\u00fcrkiye Makedonya ve Azerbaycan ile AB izin vermedi\u011fi i\u00e7in serbest ticaret anla\u015fmas\u0131 yapamam\u0131\u015ft\u0131r. B\u00f6ylece G\u00fcmr\u00fck Birli\u011fi nedeniyle T\u00fcrkiye, \u00fc\u00e7\u00fcnc\u00fc \u00fclkelerle ticaretini ve mevzuat\u0131n\u0131 Avrupa&#39;n\u0131n denetimine b\u0131rakm\u0131\u015ft\u0131r. T\u00fcrkiye&#39;nin sanayi ve ticaret sekt\u00f6rlerinin perakendecilik d\u00e2hil \u00f6nemli bir b\u00f6l\u00fcm\u00fc AB sermayesinin eline ge\u00e7mi\u015ftir. G\u00fcmr\u00fck Birli\u011fi \u00f6ncesinde 5 ila 10 milyar dolar aras\u0131nda seyreden T\u00fcrkiye&#39;nin d\u0131\u015f ticaret a\u00e7\u0131\u011f\u0131, G\u00fcmr\u00fck Birli\u011fi sonras\u0131nda y\u0131ll\u0131k 15 ila 20 milyar dolar seviyesine \u00e7\u0131km\u0131\u015ft\u0131r. 2000 y\u0131l\u0131nda G\u00fcmr\u00fck Birli\u011fi y\u00fcz\u00fcnden ortaya \u00e7\u0131kan rekor d\u0131\u015f ticaret a\u00e7\u0131\u011f\u0131 IMF&#39;nin yanl\u0131\u015f re\u00e7etesiyle birle\u015fince, T\u00fcrkiye 2001&#39;de deval\u00fcasyona ve ekonomik krize s\u00fcr\u00fcklenmi\u015ftir. T\u00fcrkiye&#39;nin G\u00fcmr\u00fck Birli\u011fi i\u00e7inde ge\u00e7irdi\u011fi yedi y\u0131la sanayile\u015fme, teknolojik geli\u015fim, sermaye birikimi, gelir da\u011f\u0131l\u0131m\u0131, d\u0131\u015f ticaret ve d\u00f6viz kurlar\u0131 gibi \u00e7e\u015fitli a\u00e7\u0131lardan bak\u0131ld\u0131\u011f\u0131nda, G\u00fcmr\u00fck Birli\u011fi&#39;nin T\u00fcrkiye i\u00e7in herhangi bir faydas\u0131n\u0131 saptamak olanaks\u0131zd\u0131r.  <\/p>\n<p> Bu g\u00fcn T\u00fcrkiye ekonomisinin \u00e7\u00f6k\u00fc\u015f\u00fcn\u00fc h\u0131zland\u0131racak bir ba\u015fka olumsuz geli\u015fme \u00f6zelle\u015ftirme ad\u0131 alt\u0131nda yap\u0131lamaktad\u0131r. \u00a0T\u00fcrkiye&#39;nin y\u00fcz ak\u0131 kar eden, istihdam yaratan, yabanc\u0131 tekellerle rekabet edebilen, ciddi oranlarla uluslar aras\u0131 Pazar ve Piyasa pay\u0131 olan, \u00fcretim ve verimlilik sorunu olamayan tesisler ve i\u015fletmeler birer birer sat\u0131lmaktad\u0131r. Erdemir, Seydi\u015fehir Al\u00fcminyum, THY, T\u00fcpra\u015f, Pektim,\u00a0 T\u00fcrk Telekom ve di\u011ferleri, \u00e7ok uluslu \u015firketlere sat\u0131larak, ekonomik i\u015fgalin alt yap\u0131s\u0131 haz\u0131rlanmaktad\u0131r.  <\/p>\n<p> Yani T\u00fcrkiye&#39;nin elde avu\u00e7taki en \u00f6nemli &quot;stratejik de\u011ferleri&quot; sat\u0131l\u0131yor. \u00dclkenin \u00fcretim dokusu da\u011f\u0131t\u0131l\u0131yor. T\u00fcrkiye&#39;nin son kaleleri d\u00fc\u015f\u00fcr\u00fcl\u00fcyor. D\u0131\u015fa avu\u00e7 a\u00e7man\u0131n temelleri g\u00fc\u00e7lendiriliyor. Yabanc\u0131lara kar transferi olana\u011f\u0131n\u0131n alan\u0131 geni\u015fletiliyor. T\u00fcrkiye&#39;nin gelece\u011fe ili\u015fkin kalk\u0131nma umutlar\u0131 ve heyecan\u0131 k\u00f6reltiliyor. Sanayile\u015fme s\u00fcrecini b\u00fct\u00fcn\u00fcyle tamamlayamam\u0131\u015f \u00fclkenin ba\u015far\u0131 \u00f6yk\u00fcleri yok ediliyor. D\u0131\u015fa a\u00e7\u0131lan y\u00fcz\u00fc, birikimi k\u00f6r ediliyor.  <\/p>\n<p> <strong>K\u00fclt\u00fcr-E\u011fitim<\/strong>  <\/p>\n<p> \u00d6zellikle 1980&#39;lerden sonra gerek ekonomide gerekse politikada derinle\u015fen d\u0131\u015fa ba\u011f\u0131ml\u0131 yap\u0131n\u0131n bir yans\u0131mas\u0131 da k\u00fclt\u00fcr alan\u0131ndad\u0131r. NE YAPMALI?<\/strong>  <\/p>\n<p> <strong>Politika ve Ulusal G\u00fcvenlik<\/strong>  <\/p>\n<p> \u0130\u00e7 siyasal sistemde yarat\u0131lm\u0131\u015f olan bozulmay\u0131, toplumsal demokrasiyi egemen k\u0131larak a\u015fmak, demokrasi ad\u0131 alt\u0131nda &quot;dar bir \u00e7evrenin&quot; (s\u00f6m\u00fcr\u00fc sermaye tekelinin, m\u00fcnaf\u0131k ve Masonik \u015febekenin ) g\u00fcce ve ekonomik kaynaklara hakim olmas\u0131n\u0131 engellemek, siyasi sistemi insana, halka, topluma odaklamak, \u00f6ncelikli hedef olmal\u0131d\u0131r. Esasen demokrasi; insanl\u0131\u011fa, insana, halka hizmet etti\u011fi, &quot;toplumsal mutlulu\u011fu&quot; y\u00fckseltti\u011fi oranda i\u015flevini g\u00f6rm\u00fc\u015f olur. Bu y\u00f6n\u00fcyle toplumsal demokrasi, halk\u0131n ve milletin ortak \u00e7\u0131karlar\u0131na dayal\u0131 sistemin ad\u0131d\u0131r, i\u00e7 dengeleri bozan &quot;d\u0131\u015far\u0131daki g\u00fc\u00e7 odaklar\u0131na&quot; kar\u015f\u0131 m\u00fccadelenin ad\u0131d\u0131r. Toplumsal demokrasi, geni\u015f halk kitlelerinin \u00e7\u0131karlar\u0131n\u0131 koruyacak siyasal \u00f6rg\u00fctlenmenin yarat\u0131ld\u0131\u011f\u0131, bu \u00f6rg\u00fctlenmenin kaynak da\u011f\u0131l\u0131m\u0131n\u0131 ve kullan\u0131m\u0131n\u0131 y\u00f6netebildi\u011fi ger\u00e7ek \u015feffafla\u015fman\u0131n ad\u0131d\u0131r. Toplumsal demokrasi, toplumsal kalk\u0131nman\u0131n, toplumdaki \u00fcretimin, payla\u015f\u0131m\u0131n ve siyasetin \u015feffafla\u015ft\u0131r\u0131lmas\u0131n\u0131n ve dengelenmesinin ad\u0131d\u0131r. Toplumsal demokrasi, siyasi temsilde, ekonomide ve k\u00fclt\u00fcrel ya\u015famda toplumsal \u00e7\u0131karlar\u0131 koruman\u0131n ad\u0131d\u0131r.  <\/p>\n<p> <strong>T\u00fcrkiye, d\u0131\u015f g\u00fcd\u00fcml\u00fc \u00e7\u0131kar odaklar\u0131 taraf\u0131ndan y\u00f6nlendirilen siyasal ko\u015fulland\u0131rmadan kopar\u0131lmal\u0131d\u0131r. <\/strong>Bug\u00fcn T\u00fcrkiye&#39;nin d\u0131\u015f politikas\u0131n\u0131, i\u00e7 siyasal yap\u0131s\u0131n\u0131, \u00e7eli\u015fkilerini ve sorunlar\u0131n\u0131 sa\u011f-sol ayr\u0131mlar\u0131yla alg\u0131lamak ve anlamland\u0131rmak art\u0131k imk\u00e2ns\u0131z hale gelmi\u015ftir. T\u00fcrkiye&#39;de g\u00fcn\u00fcm\u00fczde, ekonomiden siyasete, k\u00fclt\u00fcrden e\u011fitime, bir\u00e7ok alanda temel \u00e7eli\u015fki, &quot;Milli-Gayri Milli&quot; ayr\u0131m\u0131na odaklanm\u0131\u015ft\u0131r. Sorun, T\u00fcrkiye&#39;ye ve T\u00fcrkiye&#39;nin meselelerine nereden bak\u0131ld\u0131\u011f\u0131yla ilgilidir. \u00d6zellikle Avrupa Birli\u011fi-T\u00fcrkiye ve ABD-T\u00fcrkiye ili\u015fkilerinde ya\u015fanan baz\u0131 geli\u015fmelerle (\u00d6rne\u011fin Karen Fogg olay\u0131 ve Irak gibi ) milli cephe ile gayri milliler, siyah ile beyaz gibi ayr\u0131lm\u0131\u015ft\u0131r. T\u0131pk\u0131 Kurtulu\u015f Sava\u015f\u0131 s\u0131ras\u0131nda oldu\u011fu gibi&#8230;  <\/p>\n<p> <strong>Milli\/Ulusal olman\u0131n iki temel unsuru vard\u0131r. <\/strong>Birincisi, ulusun b\u00fcy\u00fck \u00e7o\u011funlu\u011funun yarar\u0131na olmas\u0131 gerekir. \u0130kincisi, ulusun geni\u015f kat\u0131l\u0131m\u0131yla ortaya \u00e7\u0131kmas\u0131 gerekir. T\u00fcrkiye&#39;de ulusall\u0131\u011f\u0131n temelleri bu \u00e7er\u00e7evede ele al\u0131narak etkin k\u0131l\u0131nmal\u0131d\u0131r. Ekonomik, siyasal, k\u00fclt\u00fcrel kararlar ulusun geni\u015f kat\u0131l\u0131m\u0131 sa\u011flanarak, \u00fclkenin milli \u00e7\u0131karlar\u0131 do\u011frultusunda al\u0131nabilmelidir (t\u0131pk\u0131 demokrasinin iyi i\u015fledi\u011fi \u00fclkelerde oldu\u011fu gibi). Bu yap\u0131 egemen k\u0131l\u0131n\u0131rsa meclisler ve h\u00fck\u00fcmetler, reel \u00fccretleri d\u00fc\u015f\u00fcren politikalar izleyemezler. \u00c7\u00fcnk\u00fc halk\u0131n kararlara geni\u015f kat\u0131l\u0131m\u0131 bu t\u00fcr politikalara izin vermez. K\u0131sacas\u0131 <strong>ulusall\u0131k, geni\u015f halk kitlelerine daha fazla refah, daha fazla mutluluk demektir. <\/strong> <\/p>\n<p> <em>Politikada ulusall\u0131k, ulusun \u00e7\u0131karlar\u0131n\u0131 d\u0131\u015f d\u00fcnya kar\u015f\u0131s\u0131nda koruyabilmek demektir. Ezmemeyi, ama kendini de ezdirmemeyi egemen k\u0131lmak demektir. D\u0131\u015f d\u00fcnya ile ili\u015fkileri, kar\u015f\u0131l\u0131kl\u0131 \u00e7\u0131karlar\u0131 koruyarak dengelemek demektir.<\/em>  <\/p>\n<p> T\u00fcrkiye&#39;nin vakit kaybetmeksizin ulusal ba\u011f\u0131ms\u0131zl\u0131\u011f\u0131n\u0131 kazanmas\u0131, toplumsal demokrasiyi i\u015fletmesi ve b\u00f6ylece ulusall\u0131\u011f\u0131 egemen k\u0131lmas\u0131 bir zorunluluktur. \u0130\u00e7eride ve d\u0131\u015far\u0131da belirli g\u00fc\u00e7 odaklar\u0131n\u0131n kendi \u00e7\u0131karlar\u0131 do\u011frultusunda kararlar vermesi durdurulmal\u0131d\u0131r. \u0130\u015f\u00e7i, memur, esnaf, \u00e7ift\u00e7i, k\u00fc\u00e7\u00fck ve orta i\u015fletmeler karar mekanizmalar\u0131na sokulmal\u0131d\u0131r.  <\/p>\n<p> <strong>Ulusal \u00e7\u0131karlar\u0131n\u0131 koruyamayan gayri milli durumdaki T\u00fcrkiye g\u00f6r\u00fcnt\u00fcs\u00fcne son verilmelidir. <\/strong>Bunun i\u00e7in \u00e7\u00f6z\u00fcm milli\/ulusal politikalar\u0131 hakim k\u0131lacak siyasal \u00f6rg\u00fctlenmelerdir. Ger\u00e7ek T\u00fcrkiye&#39;nin iradesini egemen k\u0131lmak i\u00e7in, b\u00fct\u00fcn milli g\u00fc\u00e7lerin ve bug\u00fcnk\u00fc durumdan zarar g\u00f6rmekte olan \u00e7evrelerin toplumsal demokrasi i\u00e7in \u00f6rg\u00fctlenmeleri gerekmektedir. Halk ger\u00e7eklerle bulu\u015fturulmal\u0131d\u0131r. Bilin\u00e7li bir \u015fekilde \u00e7ekilen sis perdesi, halk\u0131n \u00f6n\u00fcnden kald\u0131r\u0131lmal\u0131d\u0131r. Bilginin bilince d\u00f6n\u00fc\u015fmesi i\u00e7in yo\u011fun \u00e7aba harcanmal\u0131d\u0131r. (Art\u0131k) ger\u00e7ek T\u00fcrkiye&#39;nin aya\u011fa kalkmas\u0131, bu gidi\u015fe son verilmesi gerekmektedir. \u0130\u015f\u00e7inin, \u00e7ift\u00e7inin, memurun, esnaf\u0131n, aya\u011f\u0131 ve kafas\u0131 bu topraklarda olan i\u015f \u00e7evrelerinin, \u00fcniversitelinin, \u00f6\u011fretmenin, yani halk\u0131n, yani ger\u00e7ek T\u00fcrkiye&#39;nin iktidar olmas\u0131 gerekmektedir. Dar bir \u00e7evrenin, kendi \u00e7\u0131karlar\u0131 do\u011frultusunda temsil etti\u011fi T\u00fcrkiye&#39;nin, ger\u00e7ek T\u00fcrkiye&#39;ye kar\u015f\u0131 d\u0131\u015far\u0131daki g\u00fc\u00e7 odaklar\u0131yla yapt\u0131\u011f\u0131 i\u015fbirli\u011fini etkisiz k\u0131lmak, dayan\u0131\u015fmay\u0131 sa\u011flamak, ger\u00e7ek demokrasiyi, cumhuriyeti, ba\u011f\u0131ms\u0131zl\u0131\u011f\u0131, milli devleti, halk\u0131n \u00e7\u0131kar\u0131n\u0131, ger\u00e7ek uygarl\u0131\u011f\u0131 savunmak esas olmal\u0131d\u0131r.  <\/p>\n<p> <strong>Ger\u00e7ek T\u00fcrkiye&#39;nin iradesini hakim k\u0131lacak, politik b\u00fct\u00fcnle\u015fme sa\u011flanmal\u0131d\u0131r. <\/strong>\u0130\u00e7 politik yap\u0131lanman\u0131n d\u0131\u015fa ba\u011f\u0131ml\u0131 ve yapay b\u00f6l\u00fcnmelerden beslenen mekanizmas\u0131na kar\u015f\u0131l\u0131k, milli dayan\u0131\u015fma, milli \u00e7\u0131karda ortakla\u015fma sa\u011flanmal\u0131d\u0131r. Bunun yan\u0131 s\u0131ra geni\u015f halk kitlelerinin ulusal \u00e7\u0131karlar do\u011frultusunda ayd\u0131nlar\u0131n ve halk \u00f6nderleriyle el ele bilin\u00e7lendirilmesi \u00f6nemlidir. Bu alanda ba\u015far\u0131 i\u00e7in g\u00f6rsel ve bas\u0131l\u0131 kitle ileti\u015fim ara\u00e7lar\u0131n\u0131n olu\u015fumu hedeflenmelidir.  <\/p>\n<p> <strong>T\u00fcrkiye, \u00e7ok se\u00e7enekli d\u0131\u015f politika anlay\u0131\u015f\u0131n\u0131 egemen k\u0131larak, Avrupal\u0131 kimli\u011fini Asyal\u0131 kimli\u011fiyle dengeleyerek, co\u011frafi konumunun zorunlu k\u0131ld\u0131\u011f\u0131 \u00e7ok boyutlu ili\u015fki zeminini aktifle\u015ftirerek, orta ve uzun d\u00f6nemli stratejik \u00f6ng\u00f6r\u00fcye zenginlik ve derinlik kazand\u0131rarak, bug\u00fcn i\u00e7ine d\u00fc\u015ft\u00fc\u011f\u00fc d\u0131\u015f politika \u00e7\u0131kmaz\u0131ndan kurtulmal\u0131d\u0131r. <\/strong>(D-8 gibi tarihi ve talihli olu\u015fumlara sahip \u00e7\u0131kmal\u0131, i\u015flerlik ve etkinlik kazand\u0131r\u0131lmal\u0131 Bat\u0131 ile Do\u011funun dayan\u0131\u015fma ve hay\u0131rda yar\u0131\u015fma dinamikleri devreye sokulmal\u0131d\u0131r.)  <\/p>\n<p> <strong>T\u00fcrkiye co\u011frafi konumunu do\u011fru okumal\u0131d\u0131r. <\/strong>T\u00fcrkiye, Do\u011fu ile Bat\u0131 aras\u0131nda edilgen bir k\u00f6pr\u00fc konumundan \u00e7ok, \u00fcst \u00f6l\u00e7ekte k\u0131talar aras\u0131nda (Avrasya ve Afrika), alt \u00f6l\u00e7ekte havzalar ve b\u00f6lgeler (Karadeniz, Akdeniz, Hazar, Balkanlar, Kafkaslar ve Ortado\u011fu) aras\u0131nda bir merkez konumundad\u0131r. Bu konum, d\u00fcnya adas\u0131n\u0131n (Asya-Avrupa-Afrika) mente\u015fesi, kilidi ve anahtar\u0131 de\u011ferindedir. Bu \u00f6zelli\u011fi \u00f6ne \u00e7\u0131kart\u0131lmal\u0131d\u0131r. T\u00fcrkiye bu kimli\u011fi ta\u015f\u0131yarak, de\u011ferlerini t\u00fcketerek de\u011fil, \u00fcreterek, yeni sentezler yaparak, g\u00fcn\u00fc ya\u015fayan de\u011fil, gelece\u011fi tasarlayabilen bir stratejik zenginlik ve derinlik kazanmal\u0131d\u0131r. &quot;<strong>Ulusal Ba\u011f\u0131ms\u0131zl\u0131k<\/strong>&quot; ve &quot;<strong>Ulusal Egemenlik<\/strong>&quot; temeline dayal\u0131 bir T\u00fcrkiye tasar\u0131m\u0131n\u0131n <strong>gelecek \u00f6ng\u00f6r\u00fcs\u00fc, ulusal bilgi, bilin\u00e7, strateji ve politikan\u0131n \u00fcretilmesinden <\/strong>ge\u00e7mektedir. Bu boyut, T\u00fcrkiye&#39;nin evrensellikle kimlikli, benlikli ve e\u015fit olarak bulu\u015fmas\u0131n\u0131n temel ko\u015fuludur.  <\/p>\n<p> Bu \u015fartlar alt\u0131nda T\u00fcrkiye, &quot;i\u00e7e kapanarak de\u011fil, d\u0131\u015fa a\u00e7\u0131larak&quot;, ulusal \u00e7\u0131karlar\u0131n\u0131 \u00f6ncelikli k\u0131larak evrensel bulu\u015fmay\u0131 olanakl\u0131 k\u0131labilmelidir. Ancak, bunu ba\u015farabilmesi i\u00e7in T\u00fcrkiye&#39;nin, bug\u00fcnk\u00fc g\u00f6r\u00fcnt\u00fcs\u00fcn\u00fc olu\u015fturan &quot;d\u0131\u015f g\u00fcd\u00fcmle kendini d\u0131\u015fa a\u00e7an&quot; \u00fclke konumundan uzakla\u015fmas\u0131 gerekmektedir. Bug\u00fcn K\u0131br\u0131s&#39;\u0131n, yar\u0131n Ege&#39;nin ve di\u011ferlerinin (Ermeni Tasar\u0131s\u0131, Ruhban Okulu, Patrikhane, az\u0131nl\u0131klar konusu ve hatta Pontus) T\u00fcrkiye&#39;ye dayat\u0131lmas\u0131, t\u00fcm bunlara kar\u015f\u0131 AB&#39;nin \u00e7e\u015fitli y\u00f6ntemlerle oyalayarak, adayl\u0131k stat\u00fcs\u00fcn\u00fc kal\u0131c\u0131 bir ba\u011f\u0131ml\u0131l\u0131\u011fa, hatta siyasi tutsakl\u0131\u011fa d\u00f6n\u00fc\u015ft\u00fcrmek istemesi, kabul edilemez. Bug\u00fcn oldu\u011fu gibi, ileride de i\u00e7ine almayaca\u011f\u0131 T\u00fcrkiye&#39;yi kendisine ba\u011f\u0131ml\u0131 bir pazar, hammadde, g\u00fcvenlikli turizm alan\u0131 olarak denetimi alt\u0131nda tutmas\u0131, kabul edilemez.  <\/p>\n<p> T\u00fcrkiye, ABD&#39;nin Avrasya stratejisinin zorunlu k\u0131ld\u0131\u011f\u0131 dayatmalara, kimlikli ve benlikli, ba\u011f\u0131ms\u0131z bir \u00fclke niteli\u011fiyle, Bat\u0131&#39;n\u0131n taleplerini dengeleyecek bir Avrasya i\u015fbirli\u011fi zemini yaratarak ve ulusal \u00e7\u0131karlar\u0131n\u0131 \u00f6d\u00fcn vermeden savunarak cevap vermelidir. So\u011fuk Sava\u015f d\u00f6neminin edilgen, ba\u011f\u0131ml\u0131l\u0131\u011f\u0131 yans\u0131tan g\u00f6r\u00fcnt\u00fcs\u00fcnden kurtulmal\u0131d\u0131r. Unutmamak gerekir ki, So\u011fuk Sava\u015f sonras\u0131nda b\u00fct\u00fcn d\u00fcnyada ulusal \u00e7\u0131karlar ve ulusall\u0131k \u00f6ne \u00e7\u0131km\u0131\u015ft\u0131r. Ortak diplomasiye, stratejiye ve politikaya dayanmayan &quot;stratejik ortakl\u0131k&quot; yak\u0131\u015ft\u0131rmalar\u0131na ba\u011flanarak, bug\u00fcn ve gelecek ad\u0131na ulusal \u00e7\u0131karla ve arzulanan stratejik ve politik konumla \u00e7eli\u015fen tercihlerden uzak durulmal\u0131d\u0131r. T\u00fcrkiye, Irak &#8216;a sald\u0131r\u0131 gibi g\u00f6r\u00fcnen, ama kendisini de hedef ald\u0131\u011f\u0131 a\u00e7\u0131k\u00e7a belli olan bu s\u00fcreci tersine \u00e7evirebilmelidir.  <\/p>\n<p> <strong>T\u00fcrkiye, ulusal g\u00fcvenlik stratejisini ekonomiden k\u00fclt\u00fcre, hukuktan siyasete geni\u015f bir \u00e7er\u00e7evede yeniden ele almal\u0131d\u0131r ve buna dayanarak kendi tehdit alg\u0131lamas\u0131n\u0131 somutla\u015ft\u0131rmal\u0131d\u0131r.<\/strong> T\u00fcrkiye merkezli (<em>bar\u0131\u015f ve berekete dayal\u0131 yeni bir medeniyete endeksli<\/em>) bir d\u00fcnya alg\u0131lamas\u0131yla t\u00fcm geli\u015fmeleri ve y\u00f6neli\u015fleri derinlemesine irdelemelidir. (Kendi halk\u0131n\u0131n dinini ve de\u011ferlerini bir tehdit ve tehlike g\u00f6rme saplant\u0131 ve safsatas\u0131ndan kurtulmal\u0131d\u0131r.)  <\/p>\n<p> <strong>Ekonomi<\/strong>  <\/p>\n<p> T\u00fcrkiye, <strong>spek\u00fclatif finans sermayesinin, s\u0131cak paran\u0131n oyun alan\u0131<\/strong> olmaktan \u00e7\u0131kar\u0131lmal\u0131d\u0131r. T\u00fcrkiye,IMF ve D\u00fcnya Bankas\u0131 politikalar\u0131ndan yakas\u0131n\u0131 kurtarmal\u0131d\u0131r.<\/em>  <\/p>\n<p> T\u00fcrk ekonomisine zararlar\u0131 giderek boyutlanan G\u00fcmr\u00fck Birli\u011fi konusunda Avrupa Birli\u011fi&#39;yle yeniden g\u00f6r\u00fc\u015fmeler ba\u015flat\u0131lmal\u0131,T\u00fcrkiye&#39;nin karar mekanizmas\u0131nda yer almas\u0131 gibi ulusal \u00e7\u0131karlar\u0131 do\u011frultusunda yeni bir d\u00fczenleme yap\u0131lmal\u0131,sonu\u00e7 al\u0131namazsa G\u00fcmr\u00fck Birli\u011fi&#39;nden \u00e7\u0131k\u0131lmal\u0131d\u0131r.D\u0131\u015f ticarette kom\u015fu \u00fclkelerin ve Asya&#39;n\u0131n pay\u0131 artt\u0131r\u0131lmal\u0131, AB&#39;nin bu alandaki a\u011f\u0131rl\u0131\u011f\u0131 dengelenmelidir.  <\/p>\n<p> <em>T\u00fcrkiye, kalk\u0131nmas\u0131n\u0131n finansman\u0131 i\u00e7in i\u00e7 kaynaklara y\u00f6nelmeli, \u00f6zellikle kamunun bor\u00e7 \u00f6demek i\u00e7in yeni d\u0131\u015f bor\u00e7lanma yapmas\u0131na son verilmelidir. <\/em>Aksi takdirde milli gelirin % 67&#39;sine ula\u015fm\u0131\u015f olan d\u0131\u015f bor\u00e7 stokunun art\u0131\u015f\u0131 frenlenemeyecek, bu da IMF&#39;nin yeni bir D\u00fcyun-u Umumiye \u0130daresi olarak T\u00fcrkiye&#39;nin mali y\u00f6netimini do\u011frudan ele al\u0131nmas\u0131n\u0131n ve yabanc\u0131lara imtiyazlar sa\u011flanmas\u0131n\u0131n \u00f6n\u00fcn\u00fc a\u00e7acakt\u0131r. Kamu i\u015fletmelerinin ne pahas\u0131na olursa olsun sat\u0131lmas\u0131 anlay\u0131\u015f\u0131 terk edilmelidir. IMF ve D\u00fcnya Bankas\u0131 politikalar\u0131na derhal son verilmelidir.  <\/p>\n<p> <strong>Stratejik nitelikli, b\u00fct\u00fcnle\u015fmi\u015f ve b\u00fcy\u00fck katma de\u011ferler yaratan kamusal nitelikli sanayi, finans, tar\u0131m kurulu\u015flar\u0131 ile yeralt\u0131 zenginliklerimizin i\u015fletmeleri T\u00fcrk ulusunun ekonomik kaleleridir.<\/strong> K\u00fcresel ortamda diren\u00e7 g\u00fcc\u00fcd\u00fcr. Bu boyutuyla <strong>T\u00fcrkiye<\/strong>, toplumsal de\u011ferler a\u00e7\u0131s\u0131ndan bir mozaik de\u011fil <strong>ala\u015f\u0131m \u00fclkesidir<\/strong>. Cumhuriyet, bu birikimin harmanland\u0131\u011f\u0131, kimliklendirildi\u011fi nihai noktad\u0131r. <strong>Esas olan bu bilinci yans\u0131tan ve Anadolu&#39;nun \u00f6z\u00fc olan &quot;ulusal k\u00fclt\u00fcr bile\u015fiminin&quot; halkla b\u00fct\u00fcnle\u015febilmesidir. <\/strong>(Bunun en \u00f6nemli \u00e7arelerinden birisi ve en etkin re\u00e7etesi de: \u015euursuz taklit\u00e7ilikten ve istismarc\u0131lar\u0131n tekelinden uzak, saf \u0130slam d\u00fc\u015f\u00fcncesiyle ve Atat\u00fcrk&#39;\u00fcn ifadesiyle &quot;halk\u0131m\u0131z\u0131n daha dindar olmas\u0131n\u0131 sa\u011flayacak tedbirleri almak ve bundan asla korkmamak ve rahats\u0131z olmamakt\u0131r.&quot;)  <\/p>\n<p> <em>Bu \u00e7aba; \u00fclkenin toplumsal de\u011ferleriyle bar\u0131\u015f\u0131k, halk\u0131na tepeden bakmayan, Bat\u0131 hayranl\u0131\u011f\u0131n\u0131 tek varl\u0131k nedeni saymayan, benlikli ve kimlikli, e\u015fit ko\u015fullu evrensel bulu\u015fmadan yana bir ayd\u0131n kimli\u011fiyle ba\u015far\u0131lmal\u0131d\u0131r. <\/em>Bu kimlik halkla b\u00fct\u00fcnle\u015ferek ya\u015famal\u0131 ve halk\u0131n u\u00e7lar aras\u0131nda savrulmas\u0131n\u0131, \u00fclkenin tarihsel ve k\u00fclt\u00fcrel de\u011ferlerinden uzakla\u015fmas\u0131n\u0131 engelleyecek d\u00fczeyde etkin olmal\u0131d\u0131r.  <\/p>\n<p> Ticarile\u015fmi\u015f, egemen ve kozmopolit bir k\u00fclt\u00fcr\u00fcn s\u00fcrekli bask\u0131s\u0131 kar\u015f\u0131s\u0131nda milli k\u00fclt\u00fcr\u00fcn y\u0131k\u0131ma u\u011frat\u0131lmas\u0131 engellenmelidir. Zihinleri tutsak ederek, egemen imajlar yaratarak (t\u00fcket ve mutlu ol), milli de\u011ferlere ve onun k\u00fclt\u00fcr \u00fcr\u00fcnlerine ya\u015fama hakk\u0131 tan\u0131mayarak, \u00f6ncelikle \u00e7ocuk ve gen\u00e7leri tutkulu ve ba\u011f\u0131ml\u0131 k\u0131larak, t\u00fcketerek mutlulu\u011fun yakalanabilece\u011fini (s\u00fcrekli sat\u0131n alarak ya da almaya \u00e7al\u0131\u015farak yakalanan mutlulu\u011fu da s\u00fcratle t\u00fcketerek) a\u015f\u0131layarak yarat\u0131lan egemen k\u00fclt\u00fcr ortam\u0131na, milli k\u00fclt\u00fcrle dur demek gerekmektedir.  <\/p>\n<p> <strong>Ulusal bilincin geli\u015fmesi,<\/strong> &quot;ulusal k\u00fclt\u00fcr bile\u015fiminin&quot; etkin k\u0131l\u0131nmas\u0131 i\u00e7in e\u011fitim sistemi milli <strong>karakterini k\u00f6kl\u00fc ve etkin bi\u00e7imde yeniden kazanmal\u0131d\u0131r. <\/strong>Yabanc\u0131 dille e\u011fitim yanl\u0131\u015f\u0131ndan vazge\u00e7ilmelidir. T\u00fcrk dilinin ve k\u00fclt\u00fcr\u00fcn\u00fcn geli\u015fimini sa\u011flayarak, yayg\u0131n ve etkin bir e\u011fitim sistemi kal\u0131c\u0131la\u015ft\u0131r\u0131lmal\u0131d\u0131r. K\u00fclt\u00fcr alan\u0131nda kendi \u00fcrettiklerinin de\u011ferini bilen, onu y\u00fccelten ve gelecek ku\u015faklara aktarma bilincini ta\u015f\u0131yan nesiller yeti\u015ftirecek bir e\u011fitim sistemi yeniden egemen k\u0131l\u0131nmal\u0131d\u0131r. Vatan ve millet ba\u011fl\u0131l\u0131\u011f\u0131n\u0131 sars\u0131lmaz bi\u00e7imde olu\u015fturabilecek, co\u011frafya, tarih ve k\u00fclt\u00fcr bilinci kazand\u0131racak bir milli e\u011fitim sistemi olu\u015fturulmal\u0131d\u0131r. Evrenselli\u011fe, milli de\u011ferlerine sahip \u00e7\u0131karak, milli kimli\u011fiyle kat\u0131labilen bir neslin yeti\u015ftirilmesi temel hedef olmal\u0131d\u0131r. Bu hedefin temel dayana\u011f\u0131, &quot;Ulusal K\u00fclt\u00fcr Bile\u015fimi&quot;dir.  <\/p>\n<p> &quot;Ulusal K\u00fclt\u00fcr Bile\u015fimi&quot;; ba\u011f\u0131ms\u0131z, kimlikli ve benlikli olman\u0131n, ortak tasada, ortak hedefte birlikte olman\u0131n, bulu\u015fman\u0131n ad\u0131d\u0131r. Bu ama\u00e7, bu \u00fclkenin t\u00fcm de\u011ferleriyle yo\u011frulmu\u015f her bireyin arzusudur.  <\/p>\n<p> <strong>Zaman, T\u00fcrkiye&#39;nin aleyhine i\u015flemektedir.<\/strong> Bir an \u00f6nce harekete ge\u00e7ilmesi, b\u00fct\u00fcn milli\/ulusal g\u00fc\u00e7lerin, her t\u00fcrl\u00fc g\u00f6r\u00fc\u015f ayr\u0131l\u0131klar\u0131n\u0131 geride b\u0131rakarak, g\u00fc\u00e7lerini birle\u015ftirmeleri, b\u00fct\u00fcn varl\u0131\u011f\u0131n\u0131 bir noktada toplamalar\u0131 zorunluluk haline gelmi\u015ftir. <strong>Kuvay\u0131 Milliye ruhuyla yeniden top yek\u00fcn bir Milli Kurtulu\u015f duyarl\u0131l\u0131\u011f\u0131 ve stratejisi yarat\u0131lmal\u0131d\u0131r. Ve Cumhuriyet yeniden &quot;bilhassa kimsesizlerin kimsesi olmal\u0131d\u0131r.&quot; <\/strong> <\/p>\n<p> <strong>Bizim Kanaatimiz ve Katk\u0131m\u0131z \u0130se \u015eunlard\u0131r<\/strong>  <\/p>\n<p> Tarihin takdirle anaca\u011f\u0131 sizin gibi onurlu ve sorumlu \u015fahsiyetler ve bu \u015fuurlu giri\u015fimler, her t\u00fcrl\u00fc tebrik ve te\u015fekk\u00fcr\u00fc hak etmektedir. Atat\u00fcrk&#39;\u00fcn Nutku&#39;nun 1. cildinin 1. meselesi ve Gen\u00e7li\u011fe Hitabesi; sanki \u00f6zellikle bu g\u00fcnlere hem i\u015faret etmektedir, hem yol g\u00f6stermektedir.  <\/p>\n<p> Vatani ve vicdani sorumluluk d\u00fc\u015f\u00fcncesiyle, Milli siyaset bilinciyle, hakl\u0131 ve hay\u0131rl\u0131 bir cephede, Kuvay\u0131 Milliyecilerin g\u00fc\u00e7 ve g\u00f6n\u00fcl birli\u011fi yapmas\u0131 ve halk\u0131m\u0131z\u0131n derlenip toparlanmas\u0131 elbette en b\u00fcy\u00fck dile\u011fimizdir.  <\/p>\n<p> Ama maalesef, dileklerle realiteler, her zaman uyumlu de\u011fildir.  <\/p>\n<p> Bazen acil m\u00fcdahaleler ve k\u00f6kl\u00fc tedbirler; k\u00f6r \u00e7\u0131kmazlar\u0131n tek \u00e7aresi haline gelmektedir. \u00d6nemli olan m\u00fcdahale ve tedbirleri, m\u00fcmk\u00fcn olan en yumu\u015fak ve yasal y\u00f6ntemlerle ger\u00e7ekle\u015ftirebilmektir.  <\/p>\n<p> \u00dclkesini, milletini ve devletini seven, sa\u011fc\u0131, solcu, Mili g\u00f6r\u00fc\u015f\u00e7\u00fc herkesin ve her kesimin, Yeni bir Kuvay\u0131 Milliye ruhuyla, bu tehlikeli gidi\u015fe art\u0131k dur demesi gerekir. \u00c7\u00fcnk\u00fc yar\u0131nlar \u00e7ok ge\u00e7 olabilir.  <\/p>\n<p> T\u00fcrkiye&#39;yi AKP iktidar\u0131 y\u00f6netmemektedir.  <\/p>\n<p> D\u0131\u015f politika ABD&#39;nin g\u00fcd\u00fcm\u00fcndedir.  <\/p>\n<p> \u0130\u00e7 politikay\u0131 AB belirlemektedir.  <\/p>\n<p> Ekonomi IMF&#39;nin denetimindedir.  <\/p>\n<p> Kanunlar Br\u00fcksel&#39;den g\u00f6nderilmektedir.  <\/p>\n<p> \u0130stihbarat i\u015flerini CIA-MOSSAD y\u00fcr\u00fctmektedir.  <\/p>\n<p> Talabani ve Barzani gibi iki a\u015firet reisi bile b\u00f6lgede, bu iktidardan daha etkin ve yekindir.  <\/p>\n<p> \u00dclkemiz par\u00e7alanma, Avrupa&#39;ya eyalet yap\u0131lma ve BOP tuza\u011f\u0131yla \u0130srail&#39;e kat\u0131lma a\u015famas\u0131na gelmi\u015ftir.
