Fransa, T\u00fcrkiye i\u00e7in iyi bir \u00f6rnektir. Ya\u015fananlar\u0131 s\u0131radan protestolar olarak m\u0131 okumal\u0131y\u0131z yoksa daha derin anlamlar\u0131 var m\u0131? Fransa&#39;da, t\u00fcrban konusunda artan tart\u0131\u015fmalar sonras\u0131 Cumhurba\u015fkan\u0131 taraf\u0131ndan kurulan Stasi Komisyonu&#39;nun raporundaki tespitler, bug\u00fcn ya\u015fananlar\u0131 \u00f6nceden haber verir nitelikte. Raporda sorun olarak dile getirilen noktalar, modernle\u015fme ba\u011flam\u0131nda ya\u015fanan kimlik ve vatanda\u015fl\u0131k tan\u0131mlar\u0131n\u0131n t\u0131kanmas\u0131n\u0131n sonu\u00e7lar\u0131d\u0131r. Entegrasyon s\u00fcreciyse k\u00fclt\u00fcrel kimlik temelli bir farkl\u0131la\u015fmaya dayanmaktad\u0131r. M\u00fckemmel gibi g\u00f6z\u00fcken, sa\u011fl\u0131kl\u0131 ve uyumlu bir toplum modeli \u00fczerine bina edilmi\u015f Avrupa evinin merkezinde, Paris&#39;te alevler y\u00fckseliyor. Ate\u015fe vermeler itilmi\u015f ve kak\u0131lm\u0131\u015flar\u0131n ya\u015fam alanlar\u0131nda ger\u00e7ekle\u015fse de, asl\u0131nda esas tepki s\u00fcregiden d\u00fczene, yani sistemin egemen g\u00fc\u00e7lerine kar\u015f\u0131 oldu\u011fundan yang\u0131nlar\u0131n etkisi yaln\u0131zca varo\u015flarla s\u0131n\u0131rl\u0131 kalmayacak gibi. Nitekim \u00f6nceleri sadece Paris&#39;in kenar mahallelerinde s\u0131k\u0131\u015fan isyan hareketi, giderek di\u011fer \u015fehirleri de kapsayan yayg\u0131n bir ayaklanmaya d\u00f6n\u00fc\u015fmek \u00fczere&#8230;  <\/p>\n<p> O Fransa ki, bir yandan uygarl\u0131\u011f\u0131n merkezi, Ayd\u0131nlanma d\u00fc\u015f\u00fcncesinin be\u015fi\u011fi, \u00f6zg\u00fcrl\u00fcklerin kalesi; ama ayn\u0131 zamanda gizli \u0131rk\u00e7\u0131l\u0131\u011f\u0131n en g\u00fc\u00e7l\u00fc zemini, s\u00f6m\u00fcrgeci ge\u00e7mi\u015finden rahats\u0131zl\u0131k duymayan bir emperyalist gelene\u011fin mekan\u0131, \u0130slam kar\u015f\u0131tl\u0131\u011f\u0131n\u0131n en net g\u00f6zlendi\u011fi laik \u00fclkelerden biri. Toplumda Frans\u0131z kabul edilmeyenlere kar\u015f\u0131 \u00e7ok bilinen, rahat\u00e7a fark edilebilen bir a\u015fa\u011f\u0131lama s\u00f6z konusu. Ama kurulu &#8216;cumhuriyet&#39;lerinin, anayasa gere\u011fi \u0131rk, dil, din ayr\u0131m\u0131 g\u00f6zetmeksizin, herkese e\u015fitlik taahh\u00fcd\u00fcnde bulunuyor olmas\u0131, bu duygular\u0131n gizli tutulmas\u0131n\u0131 sa\u011fl\u0131yor. &#8216;\u00d6teki&#39; olarak kabul ettikleri kimselere kar\u015f\u0131 sadece, &#8216;onlar bizden farkl\u0131&#39; bi\u00e7iminde bir bak\u0131\u015f yok. Ge\u00e7erli olan &#8216;onlar bizden a\u015fa\u011f\u0131da&#39; yakla\u015f\u0131m\u0131. Kendilerinden olmayan\u0131 sevmek mecburiyetinde hissetmiyorlar kendilerini, ama onlara ho\u015fg\u00f6r\u00fc g\u00f6stermek zorunda olduklar\u0131n\u0131 biliyorlar&#8230;  <\/p>\n<p> \u00dcstelik laik cumhuriyette, 11 Eyl\u00fcl sonras\u0131nda biraz daha sertle\u015fen dini bask\u0131lar, \u0130slam dinine kar\u015f\u0131 bir hareket olarak alg\u0131lan\u0131yor. Gen\u00e7lerin \u00f6fkesine taviz vermeme kibri kamu d\u00fczeninin ba\u015f\u0131na ne b\u00fcy\u00fckl\u00fckte dertler a\u00e7abiliyor sorusunun cevab\u0131n\u0131 1968&#39;deki \u00f6\u011frenci eylemlerinden biliyoruz. Bat\u0131, i\u015fgal etti\u011fi Irak&#39;ta yaratt\u0131\u011f\u0131 hiddet ve \u015fiddeti \u015fimdi Paris&#39;te ya\u015f\u0131yor. Paris ve \u00e7evresinde yak\u0131lan ara\u00e7lar\u0131n say\u0131s\u0131 d\u00fcn 3500&#39;e ula\u015ft\u0131. Kuzey Afrika k\u00f6kenli g\u00f6\u00e7menlerin \u00e7ocuklar\u0131, iddialar\u0131n aksine organize olmad\u0131klar\u0131n\u0131, kimseden emir almad\u0131klar\u0131n\u0131, kendilerini birle\u015ftiren ve motive eden tahrikin \u0130\u00e7i\u015fleri Bakan\u0131 Sarkozy&#39;den geldi\u011fini s\u00f6yl\u00fcyorlar&#8230; Olaylar on g\u00fcn \u00f6nce Paris&#39;in g\u00f6\u00e7men yo\u011funluklu banliy\u00f6lerinden birinde polis taraf\u0131ndan kovalan\u0131rken bir trafo merkezine saklanan iki M\u00fcsl\u00fcman gencin elektrik ak\u0131m\u0131na kap\u0131larak \u00f6lmesi \u00fczerine ba\u015flad\u0131. Yani bu patlama s\u00fcrpriz de\u011fildir. Y\u0131llard\u0131r s\u00fcren bir gaflet Paris&#39;in etraf\u0131n\u0131 dinamit depolar\u0131yla \u00e7evrelemi\u015fti. Amerikan metropollerinde zenciler ve Latin Amerikal\u0131lar, Londra&#39;da Pakistanl\u0131lar, Paris&#39;te Kuzey Afrikal\u0131lar i\u00e7in ayr\u0131mc\u0131l\u0131k, d\u0131\u015flanma, kolluk g\u00fc\u00e7lerinden k\u00f6t\u00fc muamele g\u00f6rme, yoksulluk ve i\u015fsizlik, siyasal, sosyal ve ekonomik haklardan fiili ve hukuki mahrumiyet, ortak kader oldu.  <\/p>\n<p> 1960&#39;lardan itibaren ucuz i\u015fg\u00fcc\u00fc ihtiyac\u0131n\u0131 kar\u015f\u0131lamak \u00fczere Kuzey Afrika ve di\u011fer s\u00f6m\u00fcrge topraklar\u0131ndan getirilen insanlar\u0131n Paris ve di\u011fer b\u00fcy\u00fck kentlerde varo\u015flardaki toplu konutlara yerle\u015ftirilmeleri, devlet politikas\u0131n\u0131n bir gere\u011fiydi. [T\u0131pk\u0131 getirilen g\u00f6\u00e7menleri \u00f6zellikle k\u0131rsal kesimden se\u00e7erek Fransa&#39;daki bilin\u00e7li i\u015f\u00e7i hareketlerinden uzak tutma politikas\u0131nda oldu\u011fu gibi!] K\u00f6hne toplu konutlar hem ucuza mal oluyor, hem de denetim kolayl\u0131\u011f\u0131 sa\u011fl\u0131yordu.  <\/p>\n<p> Zaman i\u00e7erisinde teknolojik geli\u015fmeler, \u00fcretim alanlar\u0131n\u0131n Uzak Do\u011fu&#39;ya kayd\u0131r\u0131lmas\u0131 ve hatta cazip sosyal yard\u0131mlar gibi bir dizi fakt\u00f6r i\u015fsizlik sorununu t\u00fcm Bat\u0131 d\u00fcnyas\u0131yla birlikte Fransa&#39;da da ekonomik ve sosyal politikalar\u0131n ba\u015fl\u0131ca g\u00fcndem maddesi haline getirince g\u00f6\u00e7menler olan bitenin ba\u015f sorumlusu ve g\u00fcnah ke\u00e7isi olarak g\u00f6sterilmeye ba\u015fland\u0131. Se\u00e7imlerde kolay ba\u015far\u0131 elde etmek isteyen sa\u011fc\u0131 politikac\u0131, Frans\u0131z vatanda\u015flar\u0131na somut ve kolay hedef olarak g\u00f6\u00e7menleri g\u00f6steriyor, ortalama Frans\u0131z insan\u0131 da bu yabanc\u0131lar\u0131, kendi i\u015fini gaspeden kimseler olarak g\u00f6r\u00fcyordu. G\u00f6\u00e7menlerin \u00e7o\u011funun oy hakk\u0131ndan yoksun oldu\u011fu b\u00f6lgelerde politikac\u0131lar bu g\u00fcnah ke\u00e7isi yapma politikas\u0131n\u0131 elbette \u00e7ok daha pervas\u0131z ve k\u0131\u015fk\u0131rt\u0131c\u0131 bi\u00e7imde tatbike koydular.
