B\u00fcrokrasi i\u00e7indeki mevkiler \u00e7o\u011fu zaman bilgi ve beceri temelinde \u015fekillenirdi. Adliye te\u015fkilat\u0131nda g\u00f6rev almak i\u00e7in resmi e\u011fitim \u00f6nemliydi ve h\u00e2kimler (kad\u0131lar) g\u00f6reve gelebilmek i\u00e7in \u0130slam hukuku bilgilerine sahip olduklar\u0131n\u0131 kan\u0131tlamak mecburiyetindeydi. Her ne kadar on sekizinci y\u00fczy\u0131lda y\u00fcksek mevkideki ki\u015filerin aileleri ve ta\u015fradaki idareciler b\u00fcrokrasiye kadro sa\u011flayan kanallar haline gelse de bu durum ge\u00e7iciydi ve kendisine atfedildi\u011fi \u00f6l\u00e7\u00fcde bir sosyo-politik etki geli\u015ftirememi\u015fti. B\u00fct\u00fcn bunlar\u0131n kayna\u011f\u0131 ise \u0130slamiyet\u2019ti.<\/span><\/p>\n<p style=\"margin-bottom: 0.0001pt; text-align: justify; text-indent: 14.2pt; line-height: normal;\"><span style=\"font-size: 12pt; font-family: 'Arial','sans-serif';\">Osmanl\u0131 b\u00fcrokrasisiyle sultan birbirlerine kar\u015f\u0131l\u0131kl\u0131 olarak ba\u011f\u0131ml\u0131 haldeydi. 1396\u2019ya kadar sultan, sava\u015f zaman\u0131 k\u0131l\u0131\u00e7 sallayan, bar\u0131\u015f zaman\u0131nda ise tar\u0131m ve ticaretle u\u011fra\u015fan s\u0131n\u0131r boylar\u0131ndaki gazilerin ba\u015fkomutan\u0131 gibiydi. Erken d\u00f6nem Osmanl\u0131 toplumunun ikili askeri-sivil stat\u00fcs\u00fc ve askeri hiyerar\u015finin pek kat\u0131 olmay\u0131\u015f\u0131, ordu ile siviller aras\u0131nda, \u201cdevlet etraf\u0131nda meydana gelen s\u00fcrekli bir kayna\u015fma\u201d meydana getirmi\u015fti. Ger\u00e7i on be\u015finci y\u00fczy\u0131lda II. Mehmet (1451-81) gibi merkeziyet\u00e7i sultanlar, devletin ve Osmanl\u0131 topraklar\u0131 \u00fczerinde bulunan her \u015feyin \u201csorumlu sahibi\u201d g\u00f6r\u00fcnseler de yine devletin temelinde ortak de\u011ferlerin bulundu\u011fu anlay\u0131\u015f hakimdi. II. Mehmet eski u\u00e7 beylerini merkezi b\u00fcrokrasiye d\u00e2hil etti ve onlar\u0131n topraklar\u0131n\u0131 devlet m\u00fclkiyetine ge\u00e7irerek kendisine ve devlete y\u00f6nelik halk deste\u011fini g\u00fcvence alt\u0131na almay\u0131 denedi. Bunun yan\u0131nda hanedan, devlet iktidar\u0131n\u0131n, gelene\u011fin ve s\u00fcreklili\u011fin kayna\u011f\u0131, sultan da bunun temsilcisi, s\u00f6zc\u00fcs\u00fc ve y\u00fcr\u00fct\u00fcc\u00fcs\u00fc haline geldi. Din\u00ee b\u00fcrokrasi ise bu d\u00fczenlemelerin Kur\u2019ani me\u015fruiyet temelinde yap\u0131l\u0131p y\u00fcr\u00fct\u00fclmesini temin etti. \u0130ktidar\u0131n bu \u015fekilde hanedan-devlet elinde toplanmas\u0131, devlet otoritesini kurumsalla\u015ft\u0131rd\u0131 (bu kilit \u00f6neme sahip bir ba\u015far\u0131d\u0131r) ve reaya (farkl\u0131 k\u00f6ken ve k\u00fclt\u00fcrden b\u00fct\u00fcn halk kesimleri) taraf\u0131ndan desteklenen sultan\u0131n, b\u00fcrokrasi ve ilmiyenin ve t\u00fcm askeri birliklerin ba\u015f\u0131nda yer ald\u0131\u011f\u0131 g\u00fc\u00e7l\u00fc bir hiyerar\u015fi y\u00fcr\u00fct\u00fclmekteydi. <\/span><\/p>\n<p style=\"margin-bottom: 0.0001pt; text-align: justify; text-indent: 14.2pt; line-height: normal;\"><span style=\"font-size: 12pt;\"><b><span style=\"font-family: 'Arial','sans-serif';\">B\u00fcrokrasideki mevkileri; liyakat yan\u0131nda devletin temsilcisi olan sultana mutlak itaat ve sadakat belirlemekteydi. Sultan\u0131n tahta \u00e7\u0131k\u0131\u015f\u0131 ve tahttan indirili\u015fine ordu, dini liderler ve hatta pazar esnaf\u0131ndan olu\u015fan bir heyet taraf\u0131ndan karar verilse de, bu tercihi resmile\u015ftiren ve ona son halini veren ki\u015fi \u201c\u015eeyh\u00fclislam\u201d denen otoriteydi. \u015eeyh\u00fclislaml\u0131\u011f\u0131n, on be\u015finci y\u00fczy\u0131lda devlet kararlar\u0131n\u0131n dini h\u00fck\u00fcmlere uygun olup olmad\u0131\u011f\u0131n\u0131 denetleyen kendine \u00f6zg\u00fc bir Osmanl\u0131 Kurumu olarak ortaya \u00e7\u0131kt\u0131\u011f\u0131nda sahip oldu\u011fu geni\u015f yetkilere, sonraki y\u00fczy\u0131llarda devlet lehine s\u0131n\u0131rlamalar getirildi.<\/span><\/b><\/span><\/p>\n<p style=\"margin-bottom: 0.0001pt; text-align: justify; text-indent: 14.2pt; line-height: normal;\"><span style=\"font-size: 12pt;\"><b><span style=\"font-family: 'Arial','sans-serif';\">Nihayet modernle\u015fme s\u00fcreci denilen, ama Masonluk marifetiyle Osmanl\u0131n\u0131n Sabataist (gizli Yahudilerin) kontrol\u00fcne al\u0131nmas\u0131n\u0131 hedefleyen 1876 Anayasas\u0131, \u201chalk\u0131n\u201d veya &#8220;milletin&#8221; otoritenin kayna\u011f\u0131 ve me\u015frula\u015ft\u0131r\u0131c\u0131s\u0131 haline gelmesini sa\u011flamak\u201d bahanesiyle h\u0131yanet \u015febekesinin kadrola\u015fmas\u0131n\u0131 hedeflemi\u015fti. Sonu\u00e7ta \u015feyh\u00fclislam\u0131n &#8220;kendisi yerine bir ba\u015fkas\u0131n\u0131 kudret mevkiine yerle\u015ftiren ki\u015fi&#8221; olarak oynad\u0131\u011f\u0131 rol, \u00f6zellikle 1876 ve 1909 y\u0131llar\u0131 aras\u0131nda \u00e7e\u015fitli memurlar\u0131n g\u00f6revine son verilmesini sa\u011flamak i\u00e7in masonla\u015fm\u0131\u015f ordu komutanlar\u0131nca s\u0131kl\u0131kla kullan\u0131lmas\u0131yla birlikte, daha da geriledi ve \u015feyh\u00fclislam kendisinden beklenece\u011fi gibi y\u00fczlerce y\u0131ll\u0131k \u0130slami team\u00fcllere g\u00f6re de\u011fil, siyasal tercihlere g\u00f6re tahta sultan ge\u00e7irme arac\u0131 haline geldi.<\/span><\/b><\/span><\/p>\n<p style=\"margin-bottom: 0.0001pt; text-align: justify; text-indent: 14.2pt; line-height: normal;\"><span style=\"font-size: 12pt;\"><b><span style=\"font-family: 'Arial','sans-serif';\">Osmanl\u0131da Devletin inan\u00e7la \u00f6zde\u015fle\u015fmesi M\u00fcsl\u00fcmanlar\u0131n kayna\u015fmas\u0131n\u0131 sa\u011flarken, gayrim\u00fcslimlerin birbirinden ayr\u0131 tutulmas\u0131 da \u00f6nemliydi. <\/span><\/b><\/span><\/p>\n<p style=\"margin-bottom: 0.0001pt; text-align: justify; text-indent: 14.2pt; line-height: normal;\"><span style=\"font-size: 12pt; font-family: 'Arial','sans-serif';\">Osmanl\u0131 Devleti&#8217;nin ilk d\u00f6nemlerinde \u0130slam, halk d\u00fczeyinde harekete ge\u00e7irici bir g\u00fc\u00e7 olarak temel bir i\u015flev yerine getirdi ve ayn\u0131 zamanda bir ideoloji, hukuk ve me\u015fruiyet kayna\u011f\u0131 olarak hizmet verdi. Ancak Tanzimat\u00e7\u0131 ve \u0130ttihat\u00e7\u0131 Masonlar iktidar\u0131nda Devlet bir yandan kendi ama\u00e7lar\u0131 i\u00e7in dini kullan\u0131rken, bir yandan da onu savunup destekliyor g\u00f6r\u00fcnerek, dini ve ahlaki de\u011ferleri dinamitleme yoluna gitti. Osmanl\u0131 Sultanlar\u0131, on be\u015finci y\u00fczy\u0131l gibi erken bir tarihte, devlet y\u00f6netmenin pratik kurallar\u0131yla dinin normatif esaslar\u0131 aras\u0131nda, bunlar\u0131n \u00f6z\u00fcnden kaynaklanan bir \u00e7at\u0131\u015fma olmad\u0131\u011f\u0131n\u0131, ancak de\u011fi\u015fen \u015fartlara ve ihtiya\u00e7lara g\u00f6re dinin temel kurallar\u0131n\u0131n yeniden yorumlanmas\u0131 l\u00fczumunu anlam\u0131\u015ft\u0131. Sultan, \u0130stanbul m\u00fcft\u00fcs\u00fcn\u00fc devlet ve inan\u00e7 aras\u0131ndaki \u00e7at\u0131\u015fman\u0131n hakemi olarak g\u00f6revlendirse de bu deneme ba\u015far\u0131l\u0131 olmam\u0131\u015ft\u0131.<\/span><\/p>\n<p style=\"margin-bottom: 0.0001pt; text-align: justify; text-indent: 14.2pt; line-height: normal;\"><span style=\"font-size: 12pt; font-family: 'Arial','sans-serif';\">On be\u015finci y\u00fczy\u0131l Osmanl\u0131 sultanlar\u0131n\u0131n devletin kararlar\u0131n\u0131 dine uygun hale getirmekten \u00e7ok, devletle din aras\u0131ndaki ka\u00e7\u0131n\u0131lmaz \u00e7at\u0131\u015fman\u0131n \u00f6n\u00fcne ge\u00e7mek amac\u0131yla her biri i\u00e7in \u00f6zerk bir faaliyet alan\u0131 yaratmaya \u00e7al\u0131\u015ft\u0131klar\u0131\u201d \u015feklindeki kanaatlerde hakl\u0131l\u0131k pay\u0131 vard\u0131. On alt\u0131nc\u0131 y\u00fczy\u0131lda \u0130ran&#8217;daki \u015eii Safevilere kar\u015f\u0131 giri\u015filen m\u00fccadele sonucunda, Suriye, M\u0131s\u0131r ve Hicaz&#8217;\u0131n fethedilmesi ve halifeli\u011fin Osmanl\u0131 Sultanlar\u0131 taraf\u0131ndan devral\u0131n\u0131p sahiplenilmesi Osmanl\u0131lar\u0131 S\u00fcnnili\u011fin ve yerle\u015fik dinin savunucusu haline getirdi ve Osmanl\u0131 Devleti&#8217;nin ba\u015flang\u0131\u00e7taki dayana\u011f\u0131 olan \u201cpop\u00fcler \u0130slam\u201d alt s\u0131n\u0131flara b\u0131rak\u0131ld\u0131. Nihayet devlet, otoritesini geni\u015fletti ve toplumsal rahats\u0131zl\u0131ktan ve Ha\u00e7l\u0131 devletleri, \u0130ran Safevi misyonerleri, az\u0131nl\u0131k kesimleri ve siyasi muhaliflerince k\u0131\u015fk\u0131rt\u0131lan celali isyanlar\u0131 gibi halk ayaklanmalar\u0131ndan kaynaklanan, d\u00fczene y\u00f6nelik tehdidin \u00f6n\u00fcne ge\u00e7mek i\u00e7in, \u201cinanc\u0131 kendi hizmetine ko\u015fma\u201d yanl\u0131\u015fl\u0131klar\u0131 da yap\u0131ld\u0131. Bu ama\u00e7 u\u011fruna devlet \u0130stanbul m\u00fcft\u00fcl\u00fc\u011f\u00fcn\u00fc \u015feyh\u00fclislaml\u0131\u011fa d\u00f6n\u00fc\u015ft\u00fcr\u00fcp me\u015fihat\u0131n kendi eylemlerinin \u015feriata uygun oldu\u011funu tasdik eden, istenmeyen hareketleri ise \u015feriat ad\u0131na mahk\u00fbm eden bir ara\u00e7 olarak kullan\u0131lmas\u0131; dinin de, devletin de aleyhine sonu\u00e7land\u0131.<\/span><\/p>\n<p style=\"margin-bottom: 0.0001pt; text-align: justify; text-indent: 14.2pt; line-height: normal;\"><span style=\"font-size: 12pt; font-family: 'Arial','sans-serif';\">M\u00fcsl\u00fcman dini elitler bu durum kar\u015f\u0131s\u0131nda \u00fc\u00e7 gruba b\u00f6l\u00fcnd\u00fcler. 1- Birinci grup, merkezi devlet hazinesinden maa\u015f alan, sa\u011flam bir konuma ve devlet taraf\u0131ndan desteklenen bir prestije sahip olan, \u015feyh\u00fclislam etraf\u0131nda toplanm\u0131\u015f yerle\u015fik elitler, kad\u0131lar ve bunlar\u0131n alt gruplar\u0131ndan olu\u015fuyordu. 2- \u0130kinci grupta genellikle ta\u015fra merkezlerinde yer alan, mahalle mekteplerinde hocal\u0131k ve vak\u0131flarda idarecilik yapan ve \u00e7o\u011fu zaman biraz ki\u015fisel servete de sahip olan y\u00fcksek ve orta d\u00fczey ulema mensuplar\u0131 vard\u0131. K\u0131nal\u0131zade&#8217;ye g\u00f6re, insan topluluklar\u0131n\u0131n temel \u00f6zelli\u011fi kar\u015f\u0131l\u0131kl\u0131 ba\u011f\u0131ml\u0131l\u0131k oldu\u011fundan, y\u00f6neticiler uygun dan\u0131\u015fmanlar se\u00e7erek insanlar\u0131n e\u011filimlerini d\u00fczene sokmak zorundayd\u0131. Osmanl\u0131&#8217;n\u0131n din ve devlet aras\u0131nda kurdu\u011fu sa\u011flam ili\u015fkiyi ve otoritesinin me\u015fruiyetini, ne on yedinci y\u00fczy\u0131ldaki Kad\u0131zadeler ve sonraki y\u00fczy\u0131llardaki Vahhabi hareketi gibi sisteme y\u00f6nelik dinsel meydan okumalar, ne de sosyal ve ekonomik sebepli ayaklanmalar zedeleyebildi. Bunun yan\u0131 s\u0131ra hinterland \u00fczerindeki merkezi devlet otoritesinin zay\u0131flamas\u0131 ve ayanlar\u0131n giri\u015fimcili\u011fi, tar\u0131m\u0131n ticarile\u015fmesi s\u00fcrecini h\u0131zland\u0131rd\u0131 ve d\u0131\u015f piyatalara ba\u011f\u0131ml\u0131l\u0131\u011f\u0131 artt\u0131rarak \u00f6zel toprak m\u00fclkiyetinin devlet m\u00fclkiyeti aleyhine geni\u015flemesine yol a\u00e7t\u0131. Bu modern ekonomik g\u00fc\u00e7lerin toplumsal \u00fcr\u00fcn\u00fc olan on sekizinci y\u00fczy\u0131l ayanlar\u0131, merkezi h\u00fck\u00fcmetin ve b\u00fcrokrasinin otoritesini s\u0131n\u0131rlayarak, yeni elde ettikleri zenginlik ve konumu sa\u011flama almaya \u00e7al\u0131\u015ft\u0131lar. Bunun aksine III. Selim&#8217;in (1789\u20131807) reformlar\u0131 ise, ayanlar\u0131n eski siyasal sisteme y\u00f6neltti\u011fi tehdidi frenlemek i\u00e7in, Frans\u0131z modeline g\u00f6re olu\u015fturulmu\u015f ve Frans\u0131z subaylar\u0131n\u0131n komutas\u0131 alt\u0131nda bir ordu taraf\u0131ndan desteklenen g\u00fc\u00e7l\u00fc bir merkezi otorite yaratmaya \u00e7al\u0131\u015f\u0131yordu. Bu a\u00e7\u0131dan III. Selim ve II. Mahmud tamamen devletin (hanedan\u0131n) felsefesi ve \u00e7\u0131karlar\u0131na g\u00f6re hareket ettiler ve dinsel otoritenin veyahut sivillerin g\u00f6r\u00fc\u015flerini dinlemediler. Paradoksal olan \u015fudur ki III. Selim&#8217;in reformlar\u0131 ve a\u00e7t\u0131\u011f\u0131 de\u011fi\u015fim yolu, tam da denetim alt\u0131na almak istedi\u011fi ayanlar taraf\u0131ndan geni\u015fletildi. Devlet &#8220;reformlarla&#8221; kendini g\u00fc\u00e7lendirmeyi ama\u00e7l\u0131yordu, ayanlar ise bu reformlar\u0131n, temsil etme iddias\u0131nda bulunduklar\u0131 cemaate maddi ve manevi anlamda can vermesini istiyorlard\u0131.<\/span><\/p>\n<p style=\"margin-bottom: 0.0001pt; text-align: justify; text-indent: 14.2pt; line-height: normal;\"><span style=\"font-size: 12pt; font-family: 'Arial','sans-serif';\">IV. Mustafa muhafazak\u00e2r \u201cdevrimciler\u201d taraf\u0131ndan tahta \u00e7\u0131kar\u0131ld\u0131ktan sonra \u00e7ok say\u0131da ayan, kuvvetlerini \u0130stanbul&#8217;da toplayarak IV. Mustafa&#8217;y\u0131 tahttan indirdi ve bu kez II. Mahmud tahta \u00e7\u0131kart\u0131ld\u0131. Bu s\u00fcre\u00e7te ayanlar sultandan Sened-i \u0130ttifak (1808) ad\u0131nda bir anla\u015fma belgesi koparmay\u0131 ba\u015fard\u0131lar. Sultan ad\u0131na sadrazam taraf\u0131ndan imzalanan bu belge, ayanlar\u0131n sahip olan m\u00fclklerin tapuya ba\u011flanmas\u0131n\u0131 ve varislerinin bu m\u00fclkleri miras olarak devralma haklar\u0131n\u0131 g\u00fcvence alt\u0131na al\u0131yordu. A\u015fa\u011f\u0131dan yukar\u0131ya ger\u00e7ekle\u015fen ilk sivil hareket olan ayanlar\u0131n kalk\u0131\u015fmas\u0131, iktidardaki siyasal elitleri, ikinci derecedeki elitlerin g\u00f6r\u00fc\u015flerini dikkate almaya zorlad\u0131. Hareket halk\u00e7\u0131 veya e\u015fitlik\u00e7i bir felsefenin veya bir halk ayaklanmas\u0131n\u0131n de\u011fil, konumlar\u0131n\u0131n ve zenginliklerinin devlet taraf\u0131ndan g\u00fcvence alt\u0131na al\u0131nmas\u0131n\u0131 sa\u011flamak i\u00e7in k\u0131smen ta\u015fra ulemas\u0131n\u0131n deste\u011fiyle harekete ge\u00e7en ayanlar\u0131n eseriydi. Osmanl\u0131 sivil elitinin kazand\u0131\u011f\u0131 bu ilk zaferin sembol\u00fc sadrazaml\u0131k makam\u0131na y\u00fckselen Rus\u00e7uk Ayan\u0131 Alemdar Mustafa Pa\u015fa idi. Bu s\u00fcrecin yine de kal\u0131c\u0131l\u0131ktan yoksun olmas\u0131 \u015funu g\u00f6stermekteydi: Ta\u015frada olu\u015fan bir sivil grup \u00f6rg\u00fctlenip yeterli g\u00fc\u00e7 elde edebilirse, sultan-b\u00fcrokrasinin iktidar\u0131n\u0131 payla\u015fabilirdi ama bu durumda bile hanedan-devlete mutlak sadakatini s\u00fcrd\u00fcrmek durumundayd\u0131. Velhas\u0131l ayanlar, eski toplumsal d\u00fczendeki askeri s\u0131n\u0131flar-reaya ayr\u0131m\u0131 i\u00e7inde orta noktada bulundu\u011fundan, devletin kitleler i\u00e7indeki g\u00f6zlemcilerinden ayr\u0131\u015fmas\u0131 s\u00fcreci de ba\u015flam\u0131\u015f oldu.<\/span><\/p>\n<p style=\"margin-bottom: 0.0001pt; text-align: justify; text-indent: 14.2pt; line-height: normal;\"><span style=\"font-size: 12pt; font-family: 'Arial','sans-serif';\">II. Mahmud &#8220;devletin&#8221; d\u00fc\u015fmanlar\u0131n\u0131 fiziksel olarak ortadan kald\u0131rmak \u015feklindeki sa\u011flam y\u00f6nteme ba\u015fvurdu. Belli ba\u015fl\u0131 ayanlar\u0131 cezaland\u0131r\u0131p m\u00fclklerine el koydu, ama onlar\u0131 merkezi otoriteye kar\u015f\u0131 destekleyen cemaat i\u00e7indeki \u015febekeyi yok etmeyi veya ayanlar\u0131n toprak biriktirmelerini m\u00fcmk\u00fcn k\u0131lm\u0131\u015f olan ekonomik s\u00fcreci geriye \u00e7evirmeyi ba\u015faramad\u0131. Osmanl\u0131 toplumunun g\u00fc\u00e7 denkleminde temel bir de\u011fi\u015fim meydana gelmi\u015fti. Art\u0131k devlet de\u011fi\u015fim ihtiyac\u0131na cevap vermek ve ayanlara sempati duyan ta\u015fra cemaatini denetimi alt\u0131na almak i\u00e7in, ayanlar\u0131 ve onlar\u0131n takip\u00e7ilerini sisteme entegre etmek zorundayd\u0131. B\u00fct\u00fcn bu de\u011fi\u015fiklikler olup biterken, bir yandan da devletin bir yolunu bulup h\u00e2l\u00e2 eski \u0130slami \u00f6z\u00fcn\u00fc korudu\u011funu kan\u0131tlamas\u0131 gerekiyordu.<\/span><\/p>\n<p style=\"margin-bottom: 0.0001pt; text-align: justify; text-indent: 14.2pt; line-height: normal;\"><span style=\"font-size: 12pt; font-family: 'Arial','sans-serif';\">Merkez ve ta\u015fra aras\u0131nda ortaya \u00e7\u0131kan bu siyasal \u00e7at\u0131\u015fman\u0131n arka plan\u0131nda temel bir yap\u0131sal geli\u015fme vard\u0131: Modern kapitalizmin giri\u015fiyle birlikte, tar\u0131msal mahsullerin \u00fcretiminde ve fiyatland\u0131r\u0131lmas\u0131nda piyasa g\u00fc\u00e7lerinin etkisi bir hayli artm\u0131\u015ft\u0131. Ayanlar ve onlar\u0131 destekleyen ili\u015fkiler a\u011f\u0131, ba\u015fka bir deyi\u015fle m\u00fcstakbel yeni orta s\u0131n\u0131f, y\u00fczy\u0131llard\u0131r devlet ad\u0131na ekilip bi\u00e7ilmesinden sorumlu olduklar\u0131 ve \u00fczerinden vergi toplad\u0131klar\u0131 miri topraklar\u0131n s\u00fcrekli ve g\u00fcvenceli denetimini ele ge\u00e7irdiler. K\u0131sacas\u0131 yeti\u015ftiricisi ve y\u00f6neticisi olarak fiili denetimini ellerinde bulundurduklar\u0131 topra\u011f\u0131n sahibi haline geldiler. Bu topraklardan elde edilecek tar\u0131msal gelire son derece ihtiya\u00e7 duyan sultan ve b\u00fcrokrasi ise fiziksel olarak topra\u011fa sahip olmasa da siyasal g\u00fcc\u00fc ve devlet otoritesinin me\u015fruiyet kaynaklar\u0131n\u0131 (hukuk, mahkemeler ve saltanat) elinde bulunduruyordu. Merkez ile (k\u00fclt\u00fcr ve inanc\u0131 kullanarak cemaat \u00fczerindeki denetimini artt\u0131ran) ayanlar aras\u0131ndaki \u00e7\u0131kar \u00e7at\u0131\u015fmas\u0131, belli y\u00f6nlerden birbirlerine ba\u011f\u0131ml\u0131 olmalar\u0131 nedeniyle, uzla\u015fmaya y\u00f6neldi. Birinci grup ekonomik kaynaklar i\u00e7in, ikinci grup ise g\u00fcvenlik, yasall\u0131k ve me\u015fruiyet i\u00e7in bu uzla\u015fmaya ihtiya\u00e7 duyuyordu.<\/span><\/p>\n<p style=\"margin-bottom: 0.0001pt; text-align: justify; text-indent: 14.2pt; line-height: normal;\"><span style=\"font-size: 12pt; font-family: 'Arial','sans-serif';\">Devlet veya ba\u015fka bir deyi\u015fle kendi \u00e7\u0131karlar\u0131 i\u00e7in bir iktidar m\u00fccadelesine giri\u015fen sultan ve b\u00fcrokrasi, ba\u015flang\u0131\u00e7ta ayanlar\u0131 devre d\u0131\u015f\u0131 b\u0131rakarak cemaati kazanmaya \u00e7al\u0131\u015facak, ne var ki bu giri\u015fimin sonucunda, ayanlar\u0131n ve 1850&#8217;lerden sonra ortaya \u00e7\u0131kan yeni orta s\u0131n\u0131flar\u0131n k\u00fclt\u00fcrel, sosyal ve ekonomik olarak cemaatin bir par\u00e7as\u0131 oldu\u011funu anlayacakt\u0131. K\u00fc\u00e7\u00fck olmas\u0131na kar\u015f\u0131n, demokrasiye do\u011fru at\u0131lm\u0131\u015f ilk \u00e7ekingen ad\u0131md\u0131 bu. Osmanl\u0131 tarihi boyunca \u00e7e\u015fitli d\u00fczeylerde bir dizi dan\u0131\u015fma meclisi kurulmu\u015ftur. \u00d6rne\u011fin on alt\u0131nc\u0131 y\u00fczy\u0131lda kurulan Kad\u0131 Meclisi, di\u011fer mahalli e\u015fraf\u0131n yan\u0131 s\u0131ra kimi &#8220;ayanlar\u0131&#8221; da i\u00e7ine al\u0131yordu. Ne var ki bunlar\u0131n &#8220;ayan&#8221; olarak g\u00f6r\u00fclmelerinin nedeni, on dokuzuncu y\u00fczy\u0131lda oldu\u011fu gibi zenginlikleri ve cemaat \u00fczerindeki n\u00fcfuzlar\u0131 de\u011fil, sahip olduklar\u0131 derin bilgi ve devlet nezdinde g\u00f6rd\u00fckleri kabuld\u00fc. Sonu\u00e7ta bu eski kurum, s\u0131n\u0131rl\u0131 bir \u00f6zerkli\u011fe sahipti ve bir grup veya s\u0131n\u0131f bilinci neredeyse hi\u00e7 yoktu.<\/span><\/p>\n<p style=\"margin-bottom: 0.0001pt; text-align: justify; text-indent: 14.2pt; line-height: normal;\"><span style=\"font-size: 12pt; font-family: 'Arial','sans-serif';\">Meclis-i Nevvab ise farkl\u0131yd\u0131. Abd\u00fclhamid anayasay\u0131 ask\u0131ya al\u0131p meclisi da\u011f\u0131tt\u0131 ve otuz \u00fc\u00e7 y\u0131l s\u00fcrecek bir direnme ve dirili\u015f y\u00f6netimi ba\u015flatt\u0131. Yeni sultan, Me\u015frutiyet\u00e7ilerden ve di\u011fer y\u00fcksek r\u00fctbeli ulemayla beraber Abd\u00fclaziz&#8217;in tahttan indirilmesini desteklemi\u015f olan kazaskerden ne kadar \u00e7ekiniyorsa Me\u015fihat&#8217;tan da o kadar \u00e7ekiniyordu. Bunun sonucunda Abd\u00fclhamid orta r\u00fctbeli ulemay\u0131, ta\u015fra e\u015fraf\u0131n\u0131 ve pop\u00fcler tarikatlar\u0131 destekledi. Abd\u00fclhamid bu &#8220;pop\u00fclist&#8221; dinsel devrimi kendi mutlak iktidar\u0131n\u0131 sa\u011flamla\u015ft\u0131rmak amac\u0131yla y\u00fcr\u00fcrl\u00fc\u011fe sokmu\u015ftu, ne var ki istemeden yerle\u015fik \u0130slam&#8217;\u0131n marjinalle\u015fmesine neden oldu ve ayr\u0131ca &#8220;devlet&#8221; elitlerinin r\u00fctbelerini yeniden d\u00fczenleyerek din adamlar\u0131n\u0131 devletin profesyonel denetimine tabi hale getirdi. Buna g\u00f6re payitahttaki Adli Tefti\u015f Heyeti ve vilayetlerdeki idare meclisleri din g\u00f6revlisini f\u0131k\u0131h, Kur&#8217;an ve benzeri konularda imtihandan ge\u00e7irecek ve ba\u015far\u0131l\u0131 olanlara eskiden oldu\u011fu gibi icazetname de\u011fil, \u015fahadetname verecekti. Ayr\u0131ca, devlet elitlerin resmi olarak tan\u0131nan \u00fc\u00e7 kolu i\u00e7in (askeri, m\u00fclki ve kalemi), ilk ikisi dokuz mertebeden olu\u015fmak \u00fczere, yeni bir hiyerar\u015fik sistem getirildi. Bu dokuz mertebe (birincisi askeri, ikincisi m\u00fclki r\u00fctbeyi belirtmek \u00fczere) \u015f\u00f6yleydi: M\u00fc\u015fir\/vezir, ferik\/bala, mirliva\/ula-i evvel, miralay\/ula-i sani, kaymakam-saniye\/m\u00fctevaz\u0131, binba\u015f\u0131 ve alay emini\/saniye sanisi, kola\u011fa\/salise, y\u00fczba\u015f\u0131\/rabia, m\u00fclaz\u0131m\/hamise. Kalemiye sadece yedi mertebeden olu\u015fuyordu. Ayr\u0131ca \u00f6nemle kaydetmek gerekir ki 1888&#8217;deki r\u00fctbe sistemi, ilmiye veya ulema i\u00e7in askeri r\u00fctbelerin e\u015fde\u011ferlerini sa\u011flam\u0131yordu. Nihayet 1891&#8217;de Sadr Rumili, Sadr Anadolu, Haremeyn gibi benzer r\u00fctbeler getirilse de bunlar ilmiye taraf\u0131ndan pek kullan\u0131lmad\u0131. B\u00f6ylece askeriye sadece resmi olarak de\u011fil, fiili olarak da elit konumunu sa\u011flamla\u015ft\u0131rarak, \u201c\u0130bn Haldun ve Ahmet Cevdet Pa\u015fa&#8217;n\u0131n, devletin kaderini etkileyen kriz d\u00f6nemlerinde kalem ehlinden ziyade k\u0131l\u0131\u00e7 ehline ihtiya\u00e7 oldu\u011fu\u201d fikrini de do\u011frulam\u0131\u015f oldu.<\/span><\/p>\n<p style=\"margin-bottom: 0.0001pt; text-align: justify; text-indent: 14.2pt; line-height: normal;\"><span style=\"font-size: 12pt; font-family: 'Arial','sans-serif';\">Sonunda sivil ve askeri elitler aras\u0131nda bir yar\u0131lma meydana getiren ve e\u015fraf\u0131n daha da yabanc\u0131la\u015fmas\u0131na yol a\u00e7an b\u00fct\u00fcn bu geli\u015fmelerin bir s\u0131n\u0131f boyutu vard\u0131r. Osmanl\u0131&#8217;da eski y\u00fcksek r\u00fctbeli sivil ve askeri g\u00f6revliler sahip olduklar\u0131 veya kulland\u0131klar\u0131 devlet m\u00fclklerinden sadece g\u00f6rev s\u00fcreleri i\u00e7inde faydalanabiliyorlard\u0131, oysa Tanzimat reformcular\u0131 muazzam b\u00fcy\u00fckl\u00fckteki m\u00fclklerin ger\u00e7ek sahipleri olmaya ba\u015flad\u0131lar. \u00d6rne\u011fin reformlar\u0131n mimar\u0131 olan Mustafa Re\u015fit Pa\u015fa&#8217;n\u0131n (\u00d6.1858) varisleri 1970&#8217;lerde bile \u0130stanbul civar\u0131nda b\u00fcy\u00fck miktarda de\u011ferli araziye sahip olmaya devam ediyordu. Modern e\u011fitim ve bilgiler arac\u0131l\u0131\u011f\u0131yla sahip olduklar\u0131 otorite tekeline yeni bir yasall\u0131k ve me\u015fruiyet temeli sa\u011flayan modernist elit de 1930&#8217;larda bir devlet ilkesi haline getirilen devlet\u00e7ilik uygulamas\u0131yla b\u00fct\u00fcn ekonomik kaynaklar\u0131n potansiyel sahibi haline geldi.
