E\u011fer muhta\u00e7 isek, bu manday\u0131 ne \u015fekilde anlayaca\u011f\u0131z, mandaterle ne esaslar \u00fczerinde g\u00f6r\u00fc\u015fece\u011fiz, mandater kim olacak, \u00f6nce bunlar\u0131 konu\u015fal\u0131m?&quot;  <\/p>\n<p> Bu s\u0131rada Mustafa Kemal Pa\u015fa s\u00f6z alarak mandac\u0131lar\u0131n teklifinin bir komisyona havalesini istemi\u015f, ortada iki mevzu bulundu\u011fundan bahisle:  <\/p>\n<p> &quot;-Birincisi, devletin i\u00e7 ve d\u0131\u015f istikl\u00e2linden vazge\u00e7ilmesi, ikincisi devlet ve milletin d\u0131\u015f d\u00fcnyan\u0131n \u0131srarl\u0131 zorlamalar\u0131na kar\u015f\u0131 bir yard\u0131m ihtiyac\u0131nda bulunup bulunmamas\u0131d\u0131r. As\u0131l teredd\u00fct uyand\u0131ran nokta budur. Bunlar\u0131 \u00f6nceden ve derince d\u00fc\u015f\u00fcnmek i\u00e7in meseleyi bir komisyona verelim&quot; diye teklifte bulunmu\u015f, &quot;komisyondan gelecek raporu m\u00fczakere edelim. \u00c7\u00fcnk\u00fc i\u00e7 ve d\u0131\u015f istikl\u00e2limizi kaybetmek istemiyoruz&quot; demi\u015ftir.  <\/p>\n<p> Bu teklife Bekir Sami Bey itirazla: &quot;\u00dczerimize ald\u0131\u011f\u0131m\u0131z vazife o kadar a\u011f\u0131rd\u0131r ki, yok yere vakit ge\u00e7irmeyelim, beyhude tart\u0131\u015fmaya mahal yok. Bo\u015f ge\u00e7irecek dakikam\u0131z bile yok. Teklifi hemen m\u00fczakere ile \u00e7abucak bir karar alal\u0131m&quot; \u015feklinde fikir beyan etmi\u015ftir.  <\/p>\n<p> \u0130smail Faz\u0131l Pa\u015fa da bu teklife kat\u0131larak: &quot;Hemen karar verelim, teklifi komisyona havale ile vakit ge\u00e7irmeyelim, manday\u0131 m\u0131, istikl\u00e2li mi?. Mesele budur. Ben Bekir Sami Bey&#39;in fikrine kat\u0131l\u0131yorum. Hemen m\u00fczakereye ge\u00e7elim. B\u00f6yle \u00f6nemli bir meselenin komisyona gitmesi ve sonra yine burada g\u00f6r\u00fc\u015f\u00fclmesinin i\u015fi uzataca\u011f\u0131n\u0131 s\u00f6ylemi\u015ftir..  <\/p>\n<p> \u0130smail Hami Bey ise: &quot;\u0130smail Faz\u0131l Pa\u015fa hazretleri ile Bekir Sami Beyefendi&#39;nin m\u00fctal\u00e2a ve fikirlerine kat\u0131l\u0131yorum, her halde bir muzaherete muhtac\u0131z. Bunun en basit delili, gelirimizin ancak borcumuzun faizini kar\u015f\u0131layabilmesidir&quot; demi\u015f, bu konu\u015fmay\u0131 Karahisar delegesi \u015e\u00fckr\u00fc Bey:  <\/p>\n<p> &quot;-Memlekette ne fen, ne sanat, ne de para var, binaenaleyh bir yard\u0131ma olan ihtiyac\u0131m\u0131z apa\u00e7\u0131k meydanda, Arkada\u015flarla bu yard\u0131m\u0131 sa\u011flayacak devletin hangisi olmas\u0131 laz\u0131m geldi\u011fini m\u00fcnaka\u015fa ettik. \u0130ngiltere&#39;yi kabul edecek olursak arabam\u0131z\u0131 s\u00fcr\u00fckler. Fransa, maliye itibariyle m\u00fcsait vaziyette de\u011fil, kendisi muhtac-\u0131 himmet&#8230; \u0130talya&#39;n\u0131n, Anadolu&#39;daki ihtirasat\u0131 manidir, dedik ve en muvaf\u0131k devlet olarak, Do\u011fu&#39;da istil\u00e2 politikas\u0131 d\u00fc\u015f\u00fcnmeyen, Amerika&#39;y\u0131 uygun bulduk&quot; diyerek desteklemi\u015ftir!.  <\/p>\n<p> <strong>&quot;Gayemiz Tam \u0130stikl\u00e2ldir&quot;<\/strong>  <\/p>\n<p> Erzurum Kongresi&#39;nin m\u00fchim simas\u0131 Hoca Raif (Din\u00e7) Efendi bu arada s\u00f6z alarak: &quot;Bizim hedefimiz ve gayemiz, tam istikl\u00e2ldir, yoksa \u015fu veya bu devletin himayesi alt\u0131na girmek gibi istikl\u00e2l bozucu olan ve &quot;manda&quot; denilen ve baz\u0131lar\u0131 taraf\u0131ndan ismi de\u011fi\u015ftirilerek &quot;muzaheret&quot; ad\u0131 verilen, her ne olursa olsun, istikl\u00e2limize dokunan \u015feylerden yana de\u011fildir&quot; diyerek mandac\u0131lara muhalefet etmi\u015fse de, Hoca Raif Efendi&#39;nin bu kat&#39;i ifadesini yine manda taraftarlar\u0131n\u0131n konu\u015fmas\u0131 takip etmi\u015f, s\u00f6z alan \u0130smail Faz\u0131l Pa\u015fa mandan\u0131n istikl\u00e2le m\u00e2ni olmad\u0131\u011f\u0131n\u0131 iddia etmi\u015f, Bekir Sami Bey K\u0131r\u0131m sava\u015f\u0131ndan bahisle Paris Konferans\u0131&#39;n\u0131 ele al\u0131p, mandan\u0131n bu Konferans \u015fartlar\u0131ndan daha zarars\u0131z oldu\u011funu \u00f6ne s\u00fcrm\u00fc\u015f, \u0130smail Hami Bey, Hoca Raif Efendi&#39;ye cevap vererek bu zat\u0131n kat&#39;\u0131 ifadesini \u00e7\u00fcr\u00fctmeye \u00e7al\u0131\u015fm\u0131\u015f, daha sonra Refet Bey k\u00fcrs\u00fcye gelerek \u015f\u00f6yle konu\u015fmu\u015ftur:  <\/p>\n<p> &quot;-Mandan\u0131n istikl\u00e2li bozmayaca\u011f\u0131 muhakkak iken, arkada\u015flar\u0131m\u0131zdan baz\u0131lar\u0131 m\u00fcstakil mi kalaca\u011f\u0131z, yoksa manday\u0131 m\u0131 kabul edece\u011fiz, tarz\u0131nda m\u00fctel\u00e2alar ileri s\u00fcr\u00fcyorlar. \u015eu halde her \u015feyden \u00f6nce manda&#39;n\u0131n ne oldu\u011fu anla\u015f\u0131lmal\u0131d\u0131r. Bundan \u00f6nce fikirleri g\u0131c\u0131klayan bu tabirin ne surette tel\u00e2kki edildi\u011fini anlamak l\u00e2z\u0131md\u0131r. \u0130smail Faz\u0131l Pa\u015fa hazretleri, istikl\u00e2li muhafaza \u015fart\u0131yla manda diyorlar. Hami Bey taraf\u0131ndan yaz\u0131lan muht\u0131rada ise, manda&#39;n\u0131n tarifine ayr\u0131 bir g\u00f6r\u00fc\u015f var. Bu muht\u0131raya g\u00f6re, i\u015fin muhakemesi i\u00e7in \u00f6nce bu noktay\u0131 aramak istiyorum. Bu muht\u0131ra m\u00fczakereye kondu mu, konmad\u0131 m\u0131?  <\/p>\n<p> Manda ile istikl\u00e2l birbirine m\u00e2ni \u015feyler de\u011fildir. \u015eu kadar ki, kuvvetli olmak l\u00e2z\u0131md\u0131r. Kuvvetli olmazsak o zaman manda alt\u0131nda eziliriz, o takdirde manda istikl\u00e2li ilh\u00e2l eder. Biz i\u00e7 ve d\u0131\u015fta tam istikl\u00e2l istiyoruz. Bunu kendi kendimize yapabilecek miyiz? Ve bizi kendi ba\u015f\u0131m\u0131za b\u0131rakacaklar m\u0131?  <\/p>\n<p> Amerikan kefilli\u011fini kabul mecburiyetindeyiz. Bu as\u0131rda be\u015f y\u00fcz milyon lira borcu, harap bir memleketi, pek m\u00fcnbit olmayan bir topra\u011f\u0131, on-onbe\u015f milyon lira geliri olan bir kavim i\u00e7in d\u0131\u015f muzaheret olmadan ya\u015famak imk\u00e2n\u0131 olmaz. B\u00f6yle bir d\u0131\u015f yard\u0131m ile ilerlemezsek gelecekte ihtimaldir ki, taarruza kar\u015f\u0131 kendimizi savunamay\u0131z. Bu s\u00f6zlerim yapaca\u011f\u0131n\u0131z g\u00f6r\u00fc\u015fmelere bir ba\u015flang\u0131\u00e7 olursa sevinirim.&quot;  <\/p>\n<p> Ancak, bu konu\u015fma yeni bir g\u00f6r\u00fc\u015fmeye &quot;ba\u015flang\u0131\u00e7&quot; olmam\u0131\u015f, lehte aleyhte yap\u0131lan birka\u00e7 k\u0131sa konu\u015fmadan sonra mesele kapanm\u0131\u015f, manda pe\u015finde ko\u015fanlar Sivas Kongresi&#39;nden netice alamam\u0131\u015flard\u0131r.<a name=\"_ftnref1\" href=\"#_ftn1\" title=\"_ftnref1\">[1]<\/a>  <\/p>\n<p> B\u00f6ylece Mustafa Kemal, siyasi dirayetiyle bir tehlikeyi daha atlatm\u0131\u015f, \u0130smet \u0130n\u00f6n\u00fc, Halide Edip ve Ahmet Emin Yalman gibilerin fesatl\u0131\u011f\u0131na f\u0131rsat tan\u0131mam\u0131\u015ft\u0131r.  <\/p>\n<p> <strong>Avrupa&#39;n\u0131n Hasta Adam\u0131, AB Kap\u0131s\u0131nda (\u00f6l\u00fcyor mu, diriliyor mu?)<\/strong>  <\/p>\n<p> Avrupa Birli\u011fi-T\u00fcrkiye m\u00fczakereleri bir t\u00fcr hile-i \u015fer&#39;iyye ile (saatler durdurularak ve en bat\u0131daki Londra saati esas al\u0131narak) 3 Ekim 2005 tarihinde ba\u015flat\u0131lm\u0131\u015f oldu. Hay\u0131rl\u0131 olsun. Lakin \u015funu bilelim ki, kopart\u0131lan yaygaraya ra\u011fmen bu bizim Avrupa&#39;ya ne ilk gidi\u015fimiz, ne de ilk Avrupal\u0131 olu\u015fumuz. Orhan Gazi&#39;nin karde\u015fi S\u00fcleyman Pa\u015fa&#39;n\u0131n 1354&#39;te \u00c7anakkale Bo\u011faz\u0131&#39;nda \u00c7impe Kalesi&#39;ni ele ge\u00e7irdi\u011finden beri fiilen Avrupa&#39;da de\u011fil miydik zaten?  <\/p>\n<p> 5 Ekim tarihli gazeteler ise S\u00fcleyman Demirel&#39;in bir \u00fcniversitenin a\u00e7\u0131l\u0131\u015f t\u00f6reninde yapt\u0131\u011f\u0131 konu\u015fmay\u0131 yaz\u0131yordu. Demirel konu\u015fmas\u0131nda, &quot;Bug\u00fcn Balkanlar da, Balt\u0131klar da, Do\u011fu ve Orta Avrupa da AB&#39;ye \u00fcye olma istikametini tutmu\u015flar ve ba\u015far\u0131l\u0131 olmu\u015flard\u0131r. Onlara \u015f\u00f6yle bak\u0131l\u0131yor: Bunlar Avrupa&#39;n\u0131n ye\u011fenleridir. Balkanlar&#39;a gelindi\u011finde, Balkanlar kuzendir. Bir ba\u015fka deyi\u015fle, hasta olanlar, dedelerimiz de\u011fildi. Beyinlerimiz ve ruhlar\u0131m\u0131z hastaland\u0131. Peki, ayn\u0131 s\u00f6zde &quot;Hasta Adam&quot; de\u011fil miydi 1847&#39;de a\u00e7 biila\u00e7 kalan \u0130rlanda halk\u0131na, \u0130ngiltere&#39;nin muhalefetine ra\u011fmen, \u0130stanbul&#39;dan \u00fc\u00e7 gemi dolusu g\u0131da maddesi yollayan ve insanl\u0131\u011f\u0131n hen\u00fcz \u00f6lmedi\u011fini g\u00f6steren? Hastanenin manzaras\u0131 ise s\u00fcperg\u00fc\u00e7 \u0130ngiltere&#39;nin 1850&#39;lerin ortas\u0131ndaki i\u00e7ler ac\u0131s\u0131 halini yans\u0131tmaktad\u0131r. Yeterince karyola yoktur. Yaral\u0131lar\u0131n \u00e7ar\u015faflar\u0131 \u00e7ad\u0131r bezindendir ve \u00f6ylesine kal\u0131n ve rahats\u0131z edicidir ki, hastalar yalvar yakar hi\u00e7 de\u011filse kendilerine birer battaniye verilmesini rica etmektedirler.
