Millet ise, Milli ve Manevi dinamikler ve insani de\u011ferler \u00fczerinde kucakla\u015f\u0131p kayna\u015fan; \u015fefkat ve \u015fefaat\u0131 (herkese ac\u0131may\u0131 ve yard\u0131m\u0131na ko\u015fmay\u0131) esas alan sa\u011flam bir yap\u0131d\u0131r. Ulus\u00e7uluk diye Irk\u00e7\u0131l\u0131k g\u00fcdenler, sanayi ve teknolojide ilerlemi\u015f ve modernle\u015fmi\u015f de olsalar, hen\u00fcz &quot;kavmiyet&quot; ten kurtulup &quot;Millet mertebesine ula\u015fmam\u0131\u015ft\u0131r. Bu nedenle ger\u00e7ekte ama\u00e7lar\u0131 AB \u00fcyeli\u011fini engellemek olanlar, bu sanal tehlikeleri varm\u0131\u015f gibi g\u00f6stermek i\u00e7in tahriklerde bulunmaktad\u0131r. E\u011fer bu gerek\u00e7e ge\u00e7erli olsayd\u0131 s\u00f6z konusu tahriklerin m\u00fczakere tarihinin tespitinden \u00f6nce yap\u0131lmas\u0131 daha anlaml\u0131 olurdu. Zamanlaman\u0131n \u00f6nemli olmad\u0131\u011f\u0131n\u0131 d\u00fc\u015f\u00fcn\u00fcrsek bu tahriklerin AB \u00fcyeli\u011fini \u00f6nlemeye y\u00f6nelik oldu\u011funu kabul edebilir miyiz?  <\/p>\n<p> \u00d6nce bu tart\u0131\u015fmalar\u0131n: T\u00fcrkiye&#39;nin AB \u00fcyeli\u011fi ile mi s\u0131n\u0131rl\u0131, yoksa daha geni\u015f bir \u00e7er\u00e7evede AB&#39;nin gelece\u011fi konusunda m\u0131 oldu\u011funa karar vermek gerekir.  <\/p>\n<p> T\u00fcrkiye&#39;nin AB \u00fcyeli\u011fini savunanlar\u0131n profili, konuyu daha anla\u015f\u0131l\u0131r hale getirmekte faydal\u0131 olabilir. Bu ama\u00e7 i\u00e7in u\u011fra\u015fan etkin \u00e7evreler, AB \u00fcyeli\u011fini, daha geni\u015f bir projenin par\u00e7as\u0131 olarak alg\u0131lamaktad\u0131r. Bunlar\u0131n genel \u00f6zelli\u011fi k\u00fcresel bir d\u00fcnya perspektifine sahip olmas\u0131 ve AB \u00fcyeli\u011fini bu projenin bir alt ba\u015fl\u0131\u011f\u0131 olarak d\u00fc\u015f\u00fcnmeleridir. Onlar, di\u011fer b\u00fcy\u00fck g\u00fc\u00e7ler yan\u0131nda, ekonomik, askeri ve siyasi a\u00e7\u0131dan farkl\u0131la\u015fm\u0131\u015f, ba\u011f\u0131ms\u0131z bir Avrupa d\u00fc\u015flememektedir. As\u0131l ama\u00e7lar\u0131 k\u00fcreselle\u015fmedir ve AB&#39;nin bunun g\u00fc\u00e7l\u00fc bir par\u00e7as\u0131 olmas\u0131d\u0131r. T\u00fcrkiye&#39;deki AB yanda\u015flar\u0131n\u0131n ili\u015fkileri, de\u011fer yarg\u0131lar\u0131, k\u0131saca d\u00fcnyaya bak\u0131\u015flar\u0131 ba\u011f\u0131ms\u0131z ve g\u00fc\u00e7l\u00fc bir Avrupa yaratma amac\u0131na uzak durmaktad\u0131r. Zaten ekonomik ve siyasi alanlarda s\u0131n\u0131rs\u0131z liberalle\u015fme, kendi i\u00e7inde kapal\u0131 bir AB fikriyle ba\u011fda\u015fmaz.  <\/p>\n<p> Ba\u015flang\u0131\u00e7ta ABD ve SSCB etraf\u0131ndaki k\u00fcmelenmeye alternatif olarak d\u00fc\u015f\u00fcn\u00fclen birle\u015fik Avrupa fikri, zamanla a\u015f\u0131nm\u0131\u015f ve Avrupa k\u00fcreselle\u015fme yanda\u015flar\u0131n\u0131n etkin oldu\u011fu bir alana d\u00f6n\u00fc\u015fm\u00fc\u015ft\u00fcr. Ge\u00e7mi\u015fte T\u00fcrkiye&#39;nin \u00fcyeli\u011fi bir zaman ya da uyum sa\u011flama sorunu olarak g\u00f6r\u00fcl\u00fcrken \u015fimdilerde birli\u011fin vasf\u0131n\u0131 belirleyen bir etken haline gelmi\u015ftir. T\u00fcrkiye AB \u00fcyesi olursa k\u00fcresel g\u00fcc\u00fcn kontrol\u00fcne girebilir endi\u015fesi as\u0131l itiraz nedeni haline gelmi\u015ftir.  <\/p>\n<p> \u015eu soru cevapland\u0131r\u0131lmadan meselenin anla\u015f\u0131lmas\u0131 m\u00fcmk\u00fcn de\u011fildir: E\u011fer T\u00fcrkiye&#39;nin sorunu yeteri kadar demokratik olmamas\u0131, ekonomik durumu, k\u00fclt\u00fcrel farkl\u0131l\u0131k ise neden \u0130ngiltere bu konuda ho\u015fg\u00f6r\u00fcl\u00fc davranmakta, Fransa sert bir muhalefet sergilemektedir? \u0130ngiltere bu konularda bize daha \u00e7ok mu benzemektedir? Durumu bu sebeplerle a\u00e7\u0131klayamay\u0131z ama \u0130ngiltere&#39;nin k\u00fcreselcilerin en \u00f6nemli \u00fcss\u00fc oldu\u011funu, T\u00fcrkiye&#39;nin kat\u0131lmas\u0131yla AB&#39;deki egemenli\u011fin bunlar\u0131n eline ge\u00e7ece\u011fini ve bu nedenle merkez blo\u011funu olu\u015fturan Almanya ve Fransa&#39;n\u0131n direndi\u011fini s\u00f6yleyebiliriz.  <\/p>\n<p> T\u00fcrkiye&#39;nin \u00fcye olup olmamas\u0131 AB&#39;nin vasf\u0131n\u0131 belirleyecek bir etkendir ve bu durum T\u00fcrkiye&#39;nin \u00f6z\u00fcnden de\u011fil y\u00f6netime egemen olan g\u00fc\u00e7lerin niteli\u011finden kaynaklanmaktad\u0131r. \u00dcstelik bu nitelik ideolojik de\u011fildir. \u0130slamc\u0131 kanatla liberaller aras\u0131ndaki dayan\u0131\u015fma, t\u00fcm politikalardaki \u00f6zde\u015fli\u011fe yak\u0131n benze\u015fme ancak hedeflerdeki ayn\u0131l\u0131kla izah edilebilir.  <\/p>\n<p> Bu nedenle okudu\u011fumuz kitab\u0131n ad\u0131 AB de\u011fildir. AB, bu kitab\u0131n i\u00e7indeki bir alt ba\u015fl\u0131kt\u0131r. As\u0131l sorun d\u00fcnyan\u0131n yeniden nas\u0131l \u015fekillenece\u011fi, dengenin nas\u0131l kurulaca\u011f\u0131d\u0131r. \u00c7at\u0131\u015fman\u0131n bir yerinde AB \u00fcyeli\u011finin olmas\u0131, bu \u00e7at\u0131\u015fman\u0131n AB i\u00e7in yap\u0131ld\u0131\u011f\u0131 anlam\u0131n\u0131 ta\u015f\u0131maz ve bununla s\u0131n\u0131rl\u0131 kalmaz.
