Tarih boyunca s\u00fcren b\u00fcy\u00fck \u00e7apl\u0131 g\u00f6\u00e7lerin ve afetlerin y\u0131k\u0131c\u0131 etkileri, ya da sava\u015flar\u0131n b\u00fcy\u00fck yenilgi ve zafer gibi sonu\u00e7lar\u0131 ise; dirlik ve d\u00fczenin yeniden kurulmas\u0131n\u0131n, ya da yenilenmesinin kap\u0131s\u0131n\u0131 a\u00e7m\u0131\u015ft\u0131r.<\/strong> <\/span><\/p>\n<p style=\"margin-bottom: 0cm; text-align: justify; text-indent: 17pt; line-height: 16pt;\"><span style=\"font-size: 12pt; font-family: 'Arial', sans-serif;\">Roma \u0130mparatorlu\u011fu; tarihi boyunca \u0130ran-Roma sava\u015flar\u0131n\u0131n yorgunluk d\u00f6nemlerini, Hristiyanl\u0131\u011f\u0131n kabul\u00fcn\u00fc, Kuzey ve Do\u011fu&rsquo;dan gelen g\u00f6\u00e7 ve istila dalgalar\u0131n\u0131, ikonoklast (Hristiyanl\u0131kta \u0130sa-Meryem resimlerine ve heykellerine tap\u0131nmay\u0131 putperestlik sayan dini g\u00f6r\u00fc\u015f) ak\u0131m gibi, yeni sosyo-politik dinamiklerin harekete ge\u00e7mesini ve yine g\u00f6\u00e7 ve sava\u015f temelli yeni sosyolojik fakt\u00f6rlerin \u00fcr\u00fcn\u00fc olan mezhep ayr\u0131\u015fmalar\u0131 gibi nedenlerle ortaya \u00e7\u0131kan bozulma d\u00f6nemlerini, restorasyon anlam\u0131na gelen yeni politikalar ve reformlarla a\u015fm\u0131\u015ft\u0131r. <\/span><\/p>\n<p style=\"margin-bottom: 0cm; text-align: justify; text-indent: 17pt; line-height: 16pt;\"><span style=\"font-size: 12pt; font-family: 'Arial', sans-serif;\">Osmanl\u0131 da ayn\u0131 \u015fekilde, Timur \u0130stilas\u0131, \u0130stanbul&rsquo;un Fethi&rsquo;yle Bizans&rsquo;\u0131n y\u0131k\u0131lmas\u0131 ve Viyana Ku\u015fatmas\u0131 sonras\u0131nda b\u00fcy\u00fck restorasyonlar ve yeniden yap\u0131lanmalar ya\u015fam\u0131\u015ft\u0131r. 17. y\u00fczy\u0131ldan itibaren yeni d\u00fcnyan\u0131n ke\u015ffi ile birlikte, Avrupa&rsquo;da ba\u015flayan modernle\u015fme s\u00fcrecinin sonu\u00e7lar\u0131ndan biri olarak: Ticaret yollar\u0131n\u0131n de\u011fi\u015fmesi, s\u00f6m\u00fcrgecilik siyasetleri ve Anadolu&rsquo;da ba\u015f g\u00f6steren k\u0131tl\u0131k d\u00f6nemleri arka arkaya dirlik ve d\u00fczeni bozmu\u015f; 3. Selim&rsquo;le ba\u015flayan yenilenme \u00e7abalar\u0131na yol a\u00e7m\u0131\u015ft\u0131r. Tanzimat, kapsaml\u0131 bir restorasyon s\u00fcreci olarak g\u00f6sterilmi\u015f olsa da, asl\u0131nda ekonomiden k\u00fclt\u00fcre, siyasetten diplomasiye kadar her alanda Osmanl\u0131&rsquo;y\u0131 i\u00e7ten ku\u015fatma hareketidir ve 2. Abd\u00fclhamit&rsquo;in temsil etti\u011fi diren\u00e7 politikas\u0131na ra\u011fmen 1. D\u00fcnya Sava\u015f\u0131 sonunda, d\u00fczen tamamen \u00e7\u00f6kmekten kurtulamam\u0131\u015ft\u0131r. <strong>Cumhuriyet, Osmanl\u0131&rsquo;n\u0131n y\u0131k\u0131nt\u0131lar\u0131 aras\u0131ndan; d\u0131\u015f g\u00fc\u00e7lerin ve Siyonist merkezlerin baz\u0131 hesaplar\u0131n\u0131 kendi Milli planlar\u0131 do\u011frultusunda kullanan Mustafa Kemal&rsquo;in dehas\u0131yla kurtar\u0131labilen Anadolu&rsquo;nun restorasyonu olarak \u015fekillenmi\u015f bulunmaktad\u0131r.<\/strong> 2. D\u00fcnya Sava\u015f\u0131 sonras\u0131 demokratik d\u00fczen deneyimi ise, daha k\u00fc\u00e7\u00fck \u00e7apl\u0131 bir restorasyon hamlesi olarak sahneye \u00e7\u0131km\u0131\u015f ve So\u011fuk Sava\u015f&rsquo;\u0131n biti\u015fiyle birlikte tekrar bir restorasyon ihtiyac\u0131 ve talebi yo\u011funla\u015fm\u0131\u015ft\u0131r. <\/span><\/p>\n<p style=\"margin-bottom: 0cm; text-align: justify; text-indent: 17pt; line-height: 16pt;\"><span style=\"font-size: 12pt; font-family: 'Arial', sans-serif;\">Bu tarihi ser\u00fcven kesintisiz s\u00fcrmekte ve her yeni durum kar\u015f\u0131s\u0131ndaki t\u0131kanma ve bozulmay\u0131 yeni bir restorasyon hamlesi izlemektedir. Jeopoliti\u011fin tarihsel ger\u00e7e\u011fi ve cilvesi olarak, ya\u015fad\u0131\u011f\u0131m\u0131z co\u011frafya, g\u00f6\u00e7ler ve sava\u015flarla i\u015fleyen ve \u00e7\u00f6ken bir d\u00fczene sahiptir. Dinler ve k\u00fclt\u00fcrler, bu d\u00fczenlerin prizmalar\u0131na yans\u0131yan y\u00fczleriyle toplumu mayalamakta ve ayarlamakta olduk\u00e7a etkilidir. <\/span><\/p>\n<p style=\"margin-bottom: 0cm; text-align: justify; text-indent: 17pt; line-height: 16pt;\"><strong><span style=\"font-size: 12pt; font-family: 'Arial', sans-serif;\">Restorasyon; kurulu\u015f temellerine, direklerine ve dinamiklerine sad\u0131k kalarak, d\u00fczenin yeniden yap\u0131lanmas\u0131 ya da yeni bir d\u00fczen kurulmas\u0131d\u0131r<\/span><\/strong><span style=\"font-size: 12pt; font-family: 'Arial', sans-serif;\">. Devrimlerden fark\u0131, devlet i\u00e7inde veya devlet kademelerinde etkinlik kazanmas\u0131d\u0131r. Yani esas itibar\u0131yla; hegemonya \u00e7eperindeki inisiyatif ve eylemlerle yeni bir irade beyan\u0131d\u0131r. Yani restorasyon, se\u00e7kinler \u00f6nc\u00fcl\u00fc\u011f\u00fcnde yeni tanzimin yukar\u0131dan a\u015fa\u011f\u0131ya do\u011fru ger\u00e7ekle\u015fme olay\u0131d\u0131r. <strong>Restorasyonlar, sonu\u00e7lar\u0131 itibar\u0131yla &ldquo;pasif devrimler&rdquo; olarak nitelenebilecek k\u00f6kl\u00fc de\u011fi\u015fimlere yol a\u00e7t\u0131\u011f\u0131 gibi, bazen de var olan stat\u00fckonun korunmas\u0131 ve \u00f6mr\u00fcn\u00fcn uzat\u0131lmas\u0131n\u0131 sa\u011flayacak tedbirler d\u00fczeyinde de olmaktad\u0131r. <\/strong>Tarihin k\u0131r\u0131lma anlar\u0131 bu y\u00f6ntemle ve daha az sak\u0131ncal\u0131 bi\u00e7imde ortaya \u00e7\u0131kmaktad\u0131r. <\/span><\/p>\n<p style=\"margin-bottom: 0cm; text-align: justify; text-indent: 17pt; line-height: 16pt;\"><strong><span style=\"font-size: 12pt; font-family: 'Arial', sans-serif;\">Yine t\u0131pk\u0131 devrimlerdeki gibi her restorasyon s\u00fcreci, ba\u015flang\u0131c\u0131nda ya da sonucunda; yeni elitlerin sahneye \u00e7\u0131kmas\u0131n\u0131 sa\u011flamaktad\u0131r.<\/span><\/strong><span style=\"font-size: 12pt; font-family: 'Arial', sans-serif;\"> Bizans&rsquo;\u0131n fethi sonras\u0131ndaki Osmanl\u0131&rsquo;da beylikler koalisyonu g\u00f6r\u00fcn\u00fcm\u00fcndeki <strong><em>&ldquo;devletl\u00fc s\u0131n\u0131flar\u0131n&rdquo;<\/em><\/strong> yerini, bu sefer <strong><em>&ldquo;dev\u015firme elitler&rdquo;<\/em><\/strong> alm\u0131\u015f, Tanzimat sonras\u0131 kurulan modern okullarda yeti\u015fen ayd\u0131n-b\u00fcrokrat kadrolar ise, Me\u015frutiyet ve Cumhuriyet&rsquo;in yeni elitleri olarak sahneye \u00e7\u0131km\u0131\u015flard\u0131r. <strong>Elit d\u00f6n\u00fc\u015f\u00fcm\u00fc, d\u00fczenin yenilenmesinin vazge\u00e7ilmez kural\u0131d\u0131r. <\/strong>Yeni ve milli bir de\u011fi\u015fim ya\u015fanacak -ki bu ka\u00e7\u0131n\u0131lmazd\u0131r- o takdirde bu yeni d\u00f6nem ve d\u00fczene uygun kadrolara kap\u0131 a\u00e7\u0131lacakt\u0131r. <\/span><\/p>\n<p style=\"margin-bottom: 0cm; text-align: justify; text-indent: 17pt; line-height: 16pt;\"><span style=\"font-size: 12pt; font-family: 'Arial', sans-serif;\">Restorasyonlar, do\u011fan\u0131n s\u00fcrekli kendini yenilemesi gibi; toplumlar\u0131n ve d\u00fczenlerin de mecburi yenilenme d\u00f6nemleri ve gereksinimleri oldu\u011funu ve bu yetene\u011fi olmayanlar\u0131n tasfiye edildi\u011fini g\u00f6stermektedir. Bu de\u011fi\u015fim ve yenilenme, adeta tarihin \u00e7ark\u0131n\u0131 d\u00f6nd\u00fcren bir dinamo etkisine sahiptir. \u015e\u00fcphesiz <strong><em>her yeni iyi, her eski de k\u00f6t\u00fc sonu\u00e7lar do\u011furacak de\u011fildir.<\/em> <\/strong>Ama de\u011fi\u015fim, her t\u00fcr sonucuyla birlikte tarihin de\u011fi\u015fmez yasas\u0131 ve tabii s\u00fcrecidir. <\/span><\/p>\n<p style=\"margin-bottom: 0cm; text-align: justify; text-indent: 17pt; line-height: 16pt;\"><span style=\"font-size: 12pt; font-family: 'Arial', sans-serif;\">Bizatihi kendisi, Osmanl\u0131&rsquo;n\u0131n \u00e7\u00f6k\u00fc\u015f\u00fcn\u00fcn restorasyonu anlam\u0131n\u0131 ta\u015f\u0131yan Cumhuriyet d\u00f6nemine bakt\u0131\u011f\u0131m\u0131zda, kurulan yeni d\u00fczenin de s\u00fcrekli yenilenme ihtiyac\u0131 duydu\u011fu ve bu y\u00f6nde kritik d\u00f6neme\u00e7ler ya\u015fand\u0131\u011f\u0131 g\u00f6r\u00fclmektedir. <\/span><\/p>\n<p style=\"margin-bottom: 0cm; text-align: justify; text-indent: 17pt; line-height: 16pt;\"><strong><span style=\"font-size: 12pt; font-family: 'Arial', sans-serif;\">1930&rsquo;lu ve \u0130smet \u0130n\u00f6n\u00fc&rsquo;l\u00fc y\u0131llarda Avrupac\u0131, 1950&rsquo;li ve Adnan Menderes&rsquo;li y\u0131llarda Amerikanc\u0131 do\u011frultuda iki \u00f6nemli Bat\u0131l\u0131la\u015fma deneyimi ya\u015fanm\u0131\u015ft\u0131r. Temel dokusu M\u00fcsl\u00fcmanl\u0131k olmakla birlikte; farkl\u0131 din ve inan\u00e7lardan mensuplar\u0131 olan, temel ve resmi dili T\u00fcrk\u00e7e olmakla birlikte, farkl\u0131 dillerin de konu\u015fuldu\u011fu bu milletin varl\u0131\u011f\u0131n\u0131 ve bek\u00e2s\u0131n\u0131 savunup sahiplenmek, geli\u015fmesini ve g\u00fc\u00e7lenmesini istemek, temel ve ortak inan\u00e7, de\u011fer ve taleplerini her \u015feyin \u00fcst\u00fcnde belirleyici olarak g\u00f6rmek, millili\u011fin icab\u0131d\u0131r. <\/strong>Bu tan\u0131m \u00e7er\u00e7evesinde, millili\u011fin z\u0131dd\u0131 yani <strong><em>gayr\u0131 millilik<\/em><\/strong>, millete dayanmamak ve milletin \u015fu ya da bu \u00f6zelli\u011fine kar\u015f\u0131 \u00e7\u0131kmakt\u0131r. <strong>Bu anlamda ulus\u00e7uluk dahi, milletin dini inan\u00e7 ve ahl\u00e2ki de\u011ferlerini d\u0131\u015flad\u0131\u011f\u0131 \u00f6l\u00e7\u00fcde gayr\u0131 milli bir ideoloji konumundad\u0131r.<\/strong> Yine millilik, millete dayanmay\u0131 temel ald\u0131\u011f\u0131 i\u00e7in, milleti d\u0131\u015flayan her t\u00fcr siyasi projeyle, \u00f6rne\u011fin arkas\u0131na askeri almaya \u00e7al\u0131\u015fan masonik vesayet rejimlerini, b\u00fct\u00fcn totaliter sistemleri ve oligar\u015fik y\u00f6netimleri gayr\u0131 milli saymak laz\u0131md\u0131r. \u00d6te yandan negatif (\u0131rk\u00e7\u0131) milliyet\u00e7ilik ve kavmiyet\u00e7ilik de \u00f6z\u00fcnde gayr\u0131 milli bir d\u00fc\u015f\u00fcnce ak\u0131m\u0131d\u0131r. Ancak yukar\u0131da tarif edilen millilik vas\u0131flar\u0131n\u0131 kaybedince, gayr\u0131 milli bir zemine kayacakt\u0131r. Siyonist ve emperyalist d\u00fcnya h\u00e2kimiyetini ve kendileri d\u0131\u015f\u0131ndaki b\u00fct\u00fcn halklar\u0131 k\u00f6lele\u015ftirmeyi hedefleyen <strong>&ldquo;K\u00fcreselcilik&rdquo;<\/strong> elbette \u015feytanl\u0131kt\u0131r ve \u015fer g\u00fc\u00e7lerin bir amac\u0131 ve arac\u0131d\u0131r. <\/span><\/p>\n<p style=\"margin-bottom: 0cm; text-align: justify; text-indent: 17pt; line-height: 16pt;\"><span style=\"font-size: 12pt; font-family: 'Arial', sans-serif;\">Millilik konusunun en kritik noktas\u0131, milleti temel almakla birlikte <strong><em>bir t\u00fcr millet feti\u015fizmine kayma<\/em><\/strong> riskini ta\u015f\u0131mas\u0131d\u0131r. Yani millicilik; kendi i\u00e7erisinde giderek b\u00fct\u00fcn evrensel ve yerel de\u011ferleri d\u0131\u015flayan, \u00e7arp\u0131tan ya da keyfine g\u00f6re kullanan, <strong><em>kendi \u0131rk\u0131na mahsus despotik bir ideolojiye yol a\u00e7abilme<\/em><\/strong> olana\u011f\u0131d\u0131r.
