B\u00f6ylece \u015fimdiki demokrasilerdeki; da\u011f\u0131n\u0131kl\u0131k ve a\u015f\u0131r\u0131 n\u00fcfus yo\u011funlu\u011fu \u00e7\u0131kmaz\u0131 ile, do\u011frudan ve temsili se\u00e7im sisteminin sorunlar\u0131 ve zararlar\u0131 da ortadan kalkacakt\u0131r. \u00c7o\u011funlu\u011fun az\u0131nl\u0131\u011f\u0131 ezmesine yol a\u00e7an veya \u00e7e\u015fitli hilelerle sermaye \u00e7evrelerinin veya d\u0131\u015f g\u00fc\u00e7lerin y\u00f6netime hakim olmas\u0131n\u0131 sa\u011flayan sahtekarl\u0131klar da son bulacakt\u0131r. Ayr\u0131ca \u00e7e\u015fitli yollarla i\u015f ba\u015f\u0131na gelmi\u015f bulunan, b\u00fct\u00fcn yetkileri ve (bas\u0131n-yay\u0131n gibi) etkili g\u00fc\u00e7leri elinde tutan merkezi y\u00f6netimlerin se\u00e7im hileleriyle, sand\u0131ktan i\u015fine gelen sonu\u00e7lar\u0131 \u00e7\u0131karacak \u015fekilde, halk\u0131 istedi\u011fi gibi y\u00f6nlendirmesine ve bi\u00e7imlendirmesine de meydan b\u0131rak\u0131lmayacakt\u0131r. <\/p>\n<p> Adil D\u00fczen, kuvvetler ayr\u0131l\u0131\u011f\u0131n\u0131, bug\u00fcnk\u00fc gibi &quot;<strong>kuvvetlerin<\/strong> <strong>bo\u011fu\u015fmas\u0131<\/strong> <strong>ve<\/strong> <strong>\u00e7at\u0131\u015fmas\u0131&quot;<\/strong> \u015feklinde de\u011fil, &quot;<strong>kuvvetlerin<\/strong> <strong>uyu\u015fmas\u0131<\/strong> <strong>ve<\/strong> <strong>kendi<\/strong> <strong>sahas\u0131nda<\/strong> <strong>\u00e7al\u0131\u015fmas\u0131&quot;<\/strong> \u015feklinde dengeleyecek ve de\u011ferlendirecektir. <\/p>\n<p> Adil D\u00fczen&#39; de: <\/p>\n<p> 1 &#8211; Te\u015fri (Kanun Koyma: Yasama) <\/p>\n<p> 2 &#8211; \u0130cra: (Uygulama: Y\u00fcr\u00fctme.) <\/p>\n<p> 3 &#8211; Kaza (Mahkemeler Yarg\u0131)  <\/p>\n<p> kuvvetlerine, bir de dini &#8211; ahlaki kurumlar\u0131n (her t\u00fcrl\u00fc din ve mezhep mensuplar\u0131n\u0131n ve olu\u015fumlar\u0131n\u0131n) \u00fcstlenip yerine getirece\u011fi; <\/p>\n<p> 4 &#8211; Murakabe (Kontrol ve Denetleme) erki eklenecektir. <\/p>\n<p> Adil D\u00fczen&#39;de ve \u00f6zellikle &quot;<strong>ge\u00e7i\u015f<\/strong> <strong>d\u00f6neminde&quot;<\/strong> tek tip kanun sistemi yerine, me\u015fhur Medine s\u00f6zle\u015fmesindeki: oradaki Yahudiler, H\u0131ristiyanlar ve yerIi kabilelerle &quot;<strong>Birlikte<\/strong> <strong>Ya\u015fama<\/strong> <strong>ve<\/strong> <strong>Ortak<\/strong> <strong>Savunma<\/strong>&quot; \u015fartlar\u0131n\u0131 i\u00e7eren bar\u0131\u015f anla\u015fmas\u0131na benzeyen, bug\u00fcn de Almanya ve Amerika gibi bir \u00e7ok \u00fclkede k\u0131smen tatbik edilen, &quot;farkl\u0131 hukuk sistemlerinden olu\u015fan ortak bir anayasa uygulamas\u0131&quot; ve genel d\u00fczen i\u00e7erisinde \u00f6zel stat\u00fclere de imkan tan\u0131nmas\u0131 daha uygun olabilir. Zaten <strong>\u0130SLAM<\/strong>, bar\u0131\u015f ve selamet d\u00fczeni \u00f6ng\u00f6rmektedir. Bu yap\u0131lanmada, herkesi ba\u011flay\u0131c\u0131 ortak ve genel bir anayasa yan\u0131nda, farkl\u0131 din, mezhep ve cemaatlere, belirli sahalarda kendi \u00f6zel hukuklar\u0131n\u0131 uygulayabilme imkan\u0131 getirilecektir.  <\/p>\n<p> Bu yeni ve adil siyasi yap\u0131lanmada b\u00fct\u00fcn temel insan hak ve h\u00fcrriyetlerine sahip olacak fertlerin (vatanda\u015flar\u0131n) ahlaki, siyasi, ilmi ve iktisadi kurulu\u015flara kat\u0131lmas\u0131 mecburi olacak, herkes siyasi y\u00f6nden partisini, ilmi y\u00f6nden mezhebini ve mektebini, ekonomik y\u00f6nden sendikas\u0131n\u0131 veya meslek derne\u011fini, ahlaki y\u00f6nden de me\u015frebini veya manevi tercihini mutlaka belirleyecek, bunlar\u0131 kendi h\u00fcr iradesiyle benimseyip se\u00e7ecek, istedi\u011fi zaman da de\u011fi\u015ftirebilecektir. Ancak bu sosyal kurulu\u015flara kat\u0131l\u0131m \u015fimdiki gibi \u00fcyelik \u015feklinde de\u011fil, ortakl\u0131k s\u00f6zle\u015fmesi \u015feklinde olacakt\u0131r. \u00d6rne\u011fin, siyasi partiler veya dernekler tam bir tan\u0131\u015fma, kayna\u015fma ve dayan\u0131\u015fma merkezleri olacak, her te\u015fkilat, kendi ortaklar\u0131n\u0131n (mensuplar\u0131n\u0131n) her t\u00fcrl\u00fc haklar\u0131n\u0131 koruyan ve savunan yetkili ve etkili bir konuma gelecektir. Tabii, ki\u015filer de nimet-k\u00fclfet dengesi esas\u0131na g\u00f6re bu kurulu\u015flarla ilgili maddi sorumluluk y\u00fcklenecektir. Siyasi, ahlaki, ilmi ve iktisadi kurulu\u015flar kendi mensuplar\u0131na ticaret, sanat, memuriyet gibi faaliyetler i\u00e7in &quot;<strong>mensubumuz<\/strong> <strong>olan<\/strong> <strong>\u015fu<\/strong> <strong>ki\u015fi<\/strong> <strong>emin<\/strong> <strong>ve<\/strong> <strong>ehildir<\/strong>&quot; \u015feklinde tezkiye ve teminat beratlar\u0131 verecekler, h\u0131rs\u0131zl\u0131k ve h\u0131yanet yapmalar\u0131 durumlar\u0131nda ise bunlar\u0131n zarar\u0131n\u0131 tekeff\u00fcl ve tazmin edeceklerdir. Bu tazminat ise, o kurulu\u015fun b\u00fct\u00fcn \u00fcyeleri aras\u0131nda ortakla\u015fa toplanacakt\u0131r. Yani, Kurumun \u00f6zel b\u00fct\u00e7esinden kar\u015f\u0131lanacakt\u0131r. <\/p>\n<p> B\u00f6yle bir d\u00fczende herkes mesle\u011finde becerikli ve ehil, ticaretinde d\u00fcr\u00fcst ve emin, ahlaken de olgun ve asil olmak i\u00e7in \u00e7al\u0131\u015facakt\u0131r. Zira ba\u015fka t\u00fcrl\u00fc kendisini ortakl\u0131\u011fa kabul edecek ve sahiplenecek bir te\u015fkilat bulamayacak ve ortada kalacakt\u0131r. <\/p>\n<p> \u0130\u015fte o zaman insanlar ve kurulu\u015flar, \u015fimdiki gibi haks\u0131zl\u0131kta ve hayas\u0131zl\u0131kta de\u011fil tam tersine hay\u0131rda ve hizmette yar\u0131\u015facak, b\u00f6ylece mutlu ve huzurlu bir toplum olu\u015facakt\u0131r. <\/p>\n<p> <strong>A &#8211; Genel Durum.<\/strong> <\/p>\n<p> Adil Siyasi D\u00fczen, genel devlet d\u00fczeni i\u00e7inde ve di\u011fer (ekonomik, ilmi ve ahlaki) kurumlarla uyum halinde bulunacakt\u0131r. <\/p>\n<p> Adil Siyasi D\u00fczenin d\u00fcnyada ve \u00fclkede g\u00f6revi: <\/p>\n<p> 1- Huzur ve g\u00fcvenin sa\u011flanmas\u0131. <\/p>\n<p> 2- Hak ve h\u00fcrriyetlerin muhafazas\u0131. <\/p>\n<p> 3- Adaletin kurulmas\u0131 ve uygulanmas\u0131. <\/p>\n<p> 4- \u00dclkenin \u00fcniter birli\u011finin ve milletin dirli\u011finin korunmas\u0131 olacakt\u0131r. <\/p>\n<p> Adil Siyasi D\u00fczen bu g\u00f6revlerini yapabilmek i\u00e7in de, hem \u00fclke plan\u0131nda hem de d\u00fcnya \u00e7ap\u0131nda gerekli te\u015fkilatlanmay\u0131 haz\u0131rlam\u0131\u015ft\u0131r. <\/p>\n<p> <strong>B &#8211; \u00c7al\u0131\u015fma Esaslar\u0131.<\/strong> <\/p>\n<p> <strong>1<\/strong> &#8211; Adil D\u00fczende Siyasi yap\u0131 &quot;<strong>Yerinden<\/strong> <strong>y\u00f6netimle<\/strong> &#8211; <strong>Merkezi<\/strong> <strong>y\u00f6netim<\/strong>&quot; esas\u0131na g\u00f6re ayarlanm\u0131\u015ft\u0131r&#8230; Bu sistemde hem devletin merkezi otorite ve organizesi korunmu\u015f, hem de halk\u0131n her kademede y\u00f6netime kat\u0131l\u0131m\u0131 ve konsens\u00fcs\u00fcn olu\u015fmas\u0131 sa\u011flanm\u0131\u015f olacakt\u0131r.
