Tam tersine pe\u015finden gittikleri kurallar, b\u00fcy\u00fck \u00e7o\u011funlu\u011fu, ne zaman, kim taraf\u0131ndan ve hangi bilgilere dayanarak konuldu\u011fu dahi belirsiz geleneklerden ibarettir. M\u00fcmin i\u00e7in ise, Allah (cc)&#39;tan bir rahmet olarak, do\u011fruyu yanl\u0131\u015ftan ay\u0131ran, insanlara do\u011fru yolu g\u00f6steren, en m\u00fckemmel ya\u015fam ve ahlak \u015feklini bildiren Kur&#39;an ve Peygamberimiz (sav)&#39;in s\u00fcnneti vard\u0131r. M\u00fcmin bir erkek ve m\u00fcmin bir kad\u0131n i\u00e7in, ya\u015fayabilecekleri en \u00fcst\u00fcn, en \u015ferefli ve en m\u00fckemmel hayat \u015fekli de Kur&#39;an ayetleriyle insanlara bildirilmi\u015ftir. <\/p>\n<p>  \u00a0  <\/p>\n<p> Rabbimizin emir ve yasaklar\u0131na uymak, Kur&#39;an ahlak\u0131na tabi olmak m\u00fcmin kad\u0131na onur, \u015feref ve asalet kazand\u0131r\u0131r. Bu, Allah (cc)&#39;\u0131n m\u00fcmin kad\u0131n i\u00e7in yaratt\u0131\u011f\u0131 \u00e7ok b\u00fcy\u00fck bir l\u00fctuftur. M\u00fcsl\u00fcman kad\u0131n\u0131 tan\u0131tan, iffetinin alametlerini olu\u015fturan \u00f6zelliklerinden biri de ba\u015f\u00f6rt\u00fcs\u00fcd\u00fcr. Kur&#39;an&#39;da yer alan ba\u015f\u00f6rt\u00fcs\u00fcn\u00fcn ve \u00f6rt\u00fcnmenin kad\u0131nlara farz k\u0131l\u0131nd\u0131\u011f\u0131 M\u00fcsl\u00fcmanlar taraf\u0131ndan a\u00e7\u0131k\u00e7a bilinen bir h\u00fck\u00fcmd\u00fcr. D\u00fcnya hayat\u0131ndaki as\u0131l ama\u00e7lar\u0131 Allah (cc)&#39;\u0131n r\u0131zas\u0131n\u0131, sevgisini, yak\u0131nl\u0131\u011f\u0131n\u0131 kazanmak olan m\u00fcmin kad\u0131nlar, Rabbimizin bu emrini severek, isteyerek ve g\u00f6n\u00fclden bir teslimiyetle yerine getirirler. <\/p>\n<p> Kur&#39;an&#39;da yer alan, m\u00fcmin kad\u0131n\u0131n tesett\u00fcr\u00fc ve ba\u015f\u00f6rt\u00fcs\u00fcyle ilgili ayetlerde M\u00fcsl\u00fcman kad\u0131n\u0131n f\u0131trat\u0131n\u0131n ve ahlak\u0131n\u0131n da nas\u0131l olmas\u0131 gerekti\u011fi anlat\u0131lm\u0131\u015ft\u0131r.<a name=\"_ftnref1\" href=\"#_ftn1\" title=\"_ftnref1\">[1]<\/a> Allah (cc) Kuran&#39;da M\u00fcsl\u00fcman kad\u0131nlara ba\u015f\u00f6rt\u00fcs\u00fc takmalar\u0131 ve \u00f6rt\u00fcnmeleri gerekti\u011fini bildirmi\u015f ancak bunun yan\u0131nda, &quot;g\u00f6zlerini harama \u00e7evirmekten ka\u00e7\u0131nd\u0131rmalar\u0131n\u0131&quot; ve &quot;\u0131rzlar\u0131n\u0131 korumalar\u0131n\u0131&quot; da hat\u0131rlatm\u0131\u015ft\u0131r. Dolay\u0131s\u0131yla m\u00fcmin kad\u0131n, d\u0131\u015f g\u00f6r\u00fcn\u00fcm\u00fcndeki titizli\u011finin yan\u0131 s\u0131ra, ahlak\u0131nda da onurlu ve iffetlidir. <\/p>\n<p> \u0130man\u0131n\u0131, vicdan\u0131n\u0131 ve akl\u0131n\u0131 en iyi \u015fekilde kullanarak \u00fcst\u00fcn bir ahlak sergiler. Allah (cc) Kur&#39;an&#39;da, M\u00fcsl\u00fcman kad\u0131n\u0131n nas\u0131l bir ahlak sergilemesi gerekti\u011fini ya\u015fad\u0131\u011f\u0131 toplumda &quot;\u0131rz\u0131n\u0131 korumu\u015f olmas\u0131yla ve iffetine olan d\u00fc\u015fk\u00fcnl\u00fc\u011f\u00fcyle&quot; tan\u0131nan Hz. Meryem&#39;in ahlak\u0131n\u0131 \u00f6rnek vererek a\u00e7\u0131klam\u0131\u015ft\u0131r: <\/p>\n<p> <strong>\u0130mran&#39;\u0131n k\u0131z\u0131 Meryem&#39;i de <\/strong><strong>(Allah<\/strong> <strong>\u00f6rnek verdi). Ki o kendi iffetini korumu\u015ftu. B\u00f6ylece Biz ona Ruhumuzdan \u00fcfledik. O da Rabbinin kelimelerini ve kitaplar\u0131n\u0131 tasdik etti. O (Rabbine) g\u00f6n\u00fclden ba\u011fl\u0131 olanlardand\u0131.<a name=\"_ftnref2\" href=\"#_ftn2\" title=\"_ftnref2\"><strong>[2]<\/strong><\/a><\/strong> <\/p>\n<p> M\u00fcmin kad\u0131n i\u00e7in iffet ve onurun \u00f6nemi Kuran&#39;\u0131n pek \u00e7ok ayetiyle insanlara a\u00e7\u0131klanm\u0131\u015ft\u0131r. M\u00fcsl\u00fcman kad\u0131n, gerek k\u0131yafeti, gerek davran\u0131\u015flar\u0131ndaki asaleti ve \u00f6l\u00e7\u00fcl\u00fcl\u00fc\u011f\u00fc gerekse de basitlikten ar\u0131nm\u0131\u015f, onurlu, se\u00e7kin ve vakarl\u0131 tavr\u0131 ile \u00e7evresinde b\u00fcy\u00fck bir sayg\u0131nl\u0131k olu\u015fturur. Allah (cc)&#39;\u0131n m\u00fcmin kad\u0131nlara farz k\u0131ld\u0131\u011f\u0131 ba\u015f\u00f6rt\u00fcs\u00fcn\u00fcn bir hikmeti de i\u015fte m\u00fcmin kad\u0131n\u0131n bu ahlak\u0131n\u0131n ve sayg\u0131n ki\u015fili\u011finin olu\u015fmas\u0131na y\u00f6neliktir. Allah (cc) m\u00fcmin kad\u0131n\u0131n iffetli tan\u0131nmas\u0131, eziyet g\u00f6rmemesi, y\u0131prat\u0131lmamas\u0131, zarara u\u011framamas\u0131 ve asaletini korumas\u0131 i\u00e7in en uygun olan giyim \u015feklini Kur&#39;an ile bildirmi\u015ftir. Bu ger\u00e7ek m\u00fcminlere \u015f\u00f6yle haber verilmi\u015ftir: <\/p>\n<p> <strong>Ey Peygamber, <\/strong><strong>e\u015flerine,<\/strong> <strong>k\u0131zlar\u0131na ve m\u00fcminlerin kad\u0131nlar\u0131na <\/strong><strong>d\u0131\u015f<\/strong> <strong>elbiselerinden (cilbablar\u0131ndan) \u00fcstlerine giymelerini s\u00f6yle; onlar\u0131n (\u00f6zg\u00fcr ve iffetli) tan\u0131nmas\u0131 ve eziyet g\u00f6rmemeleri i\u00e7in en uygun olan budur. Allah, \u00e7ok ba\u011f\u0131\u015flayand\u0131r, \u00e7ok esirgeyendir.<a name=\"_ftnref3\" href=\"#_ftn3\" title=\"_ftnref3\"><strong>[3]<\/strong><\/a><\/strong> <\/p>\n<p> Kad\u0131nlar\u0131n toplum i\u00e7erisinde korunup kollanmalar\u0131, hak ettikleri sayg\u0131 ve sevgiyi g\u00f6rmeleri i\u00e7in olabilecek en g\u00fczel davran\u0131\u015f ve uygulamalar Kur&#39;an ile bildirilmi\u015ftir. Ku\u015fkusuz ki bu M\u00fcsl\u00fcman kad\u0131n i\u00e7in \u00e7ok b\u00fcy\u00fck bir korunma, rahmet ve nimettir. <\/p>\n<p> Allah (cc)&#39;\u0131n bu emrini g\u00fczel bir \u015fekilde yerine getirmek ayn\u0131 zamanda da, m\u00fcmin kad\u0131n\u0131n Rabbimize olan ba\u011fl\u0131l\u0131\u011f\u0131n\u0131n, itaatinin, teslimiyetinin bir ifadesidir. Allah (cc)&#39;\u0131n r\u0131zas\u0131n\u0131, d\u00fcnya hayat\u0131n\u0131n menfaatlerinden, \u00e7ok daha \u00fcst\u00fcn tuttu\u011funun as\u0131l olarak ahiret hayat\u0131n\u0131 hedefledi\u011finin a\u00e7\u0131k bir alametidir. <\/p>\n<p> M\u00fcsl\u00fcman kad\u0131n, Kur&#39;an&#39;da bildirilen Allah (cc)&#39;\u0131n bu h\u00fckm\u00fcn\u00fc iman\u0131n\u0131n ve vicdan\u0131n\u0131n bir gere\u011fi olarak severek ve isteyerek yerine getirmektedir. Bu nedenle bu ibadeti imani ve vicdani bir y\u00fck\u00fcml\u00fcl\u00fck olarak yerine getirdi\u011fi unutulmamal\u0131, bu davran\u0131\u015f\u0131na gereken sayg\u0131yla yakla\u015f\u0131lmal\u0131d\u0131r. A\u00e7\u0131k\u00e7a ortada olan iyi niyet g\u00f6r\u00fclmeli ve bu konunun bask\u0131 alt\u0131na al\u0131nmaya \u00e7al\u0131\u015f\u0131lmas\u0131n\u0131n yanl\u0131\u015fl\u0131\u011f\u0131 anla\u015f\u0131larak vicdan \u00f6zg\u00fcrl\u00fc\u011f\u00fcn\u00fcn yolu a\u00e7\u0131lmal\u0131d\u0131r.<a name=\"_ftnref4\" href=\"#_ftn4\" title=\"_ftnref4\">[4]<\/a> <\/p>\n<p> Ge\u00e7ti\u011fimiz aylarda Almanya&#39;n\u0131n Bavyera Eyaleti Anayasa Mahkemesi, ba\u015f\u00f6rt\u00fcs\u00fcyle ilgili bir karar ald\u0131. Mahkeme, eyaletteki m\u00fcsl\u00fcman han\u0131m \u00f6\u011fretmenlerin okula ba\u015f\u00f6rt\u00fcl\u00fc gitmelerini yasaklayan yerel mahkeme karar\u0131n\u0131 onaylad\u0131.  <\/p>\n<p> Bu onama karar\u0131 ba\u015f\u00f6rt\u00fcs\u00fc yasa\u011f\u0131n\u0131n \u00e7ok kat\u0131 bir \u015fekilde uyguland\u0131\u011f\u0131 T\u00fcrkiye&#39;de fazla yank\u0131 bulmad\u0131. Oysa Bavyera Anayasa Mahkemesi ald\u0131\u011f\u0131 bu ilgin\u00e7 onama karar\u0131yla T\u00fcrkiye&#39;deki ba\u015f\u00f6rt\u00fcs\u00fc yasa\u011f\u0131n\u0131n, tam da bizim s\u00fcrekli s\u00f6yledi\u011fimiz gibi, &quot;d\u0131\u015f dayatmalarla s\u00fcrd\u00fcr\u00fcld\u00fc\u011f\u00fcn\u00fc&quot; g\u00f6zler \u00f6n\u00fcne serdi. <\/p>\n<p> <strong>Dilek\u00e7e sahiplerinin &quot;dini \u00f6zg\u00fcrl\u00fckleri k\u0131s\u0131tlama&quot; olarak de\u011ferlendirdikleri ve &quot;Anayasaya ayk\u0131r\u0131&quot; oldu\u011funu savunduklar\u0131 yasak karar\u0131n\u0131 yerinde bulan y\u00fcksek mahkeme, H\u0131ristiyan k\u00fclt\u00fcr\u00fcn\u00fcn savunulmas\u0131n\u0131 anayasan\u0131n temel g\u00f6revlerinden sayarak, &quot;ba\u015f\u00f6rt\u00fcs\u00fc yasa\u011f\u0131 H\u0131ristiyan k\u00fclt\u00fcr\u00fcn\u00fc savunmak i\u00e7in zorunludur.&quot; dedi.<\/strong> <\/p>\n<p> <strong>Sadece Almanya&#39;da b\u00f6yledir san\u0131lmas\u0131n, maalesef T\u00fcrkiye&#39;de de b\u00f6yledir. Yetmi\u015fbe\u015f milyonluk bir \u00fclkede, say\u0131lar\u0131 bir milyonu bile bulmayan bir az\u0131nl\u0131\u011f\u0131n keyfi i\u00e7in ba\u015f\u00f6rt\u00fcs\u00fc yasa\u011f\u0131 uygulanmakta ve H\u0131ristiyan de\u011ferleriyle \u00e7eli\u015fmemeye \u00f6zen g\u00f6sterilmektedir. Bu T\u00fcrkiye&#39;ye bat\u0131l\u0131la\u015fmay\u0131 \u00f6nerenlerin neyi murad ettiklerinin en a\u00e7\u0131k g\u00f6stergesidir. <\/strong> <\/p>\n<table border=\"0\" cellspacing=\"0\" cellpadding=\"0\" width=\"100%\">\n<tbody>\n<tr>\n<td>\n<p> \t\t\tSaddam&#39;\u0131n idam\u0131ndan bir ka\u00e7 g\u00fcn \u00f6nce Irak Parlamentosu&#39;na bir yasa getirildi. Bu, yeni petrol yasas\u0131yd\u0131. \u00dclkedeki petrol\u00fcn kontrol\u00fcn\u00fc yabanc\u0131lara b\u0131rakan yeni bir yasal d\u00fczenleme, &quot;s\u00f6zde Irak meclisine&quot; sevkedildi.. Saddam&#39;\u0131n ve arkada\u015flar\u0131n\u0131n kellesi gitti, fakat bu yasa i\u015fgal alt\u0131ndaki bir parlamentoda bile hen\u00fcz kabul edilmedi. Ayn\u0131 g\u00fcnlerde TBMM&#39;ye getirilen yeni yasa da Irak&#39;takinin t\u0131pa-t\u0131p ayn\u0131s\u0131yd\u0131. \t\t\t<\/p>\n<p> \t\t\tMill\u00ee Gazete&#39;nin \u00f6ncelikle ve \u00f6zellikle g\u00fcndeme getirdi\u011fi, ama marazl\u0131 medyan\u0131n hi\u00e7 \u00f6nemsemedi\u011fi bu yasa jet h\u0131z\u0131yla g\u00f6r\u00fc\u015f\u00fcl\u00fcp kabul edildi. Cumhurba\u015fkan\u0131n\u0131n geri g\u00f6nderdi\u011fi bu yasa ile art\u0131k T\u00fcrkiye&#39;nin petrol ve do\u011falgazla ilgili hi\u00e7bir s\u00f6z hakk\u0131 kalmad\u0131. \t\t\t<\/p>\n<p> \t\t\t\u00d6ncelikle petrol arama ve \u00e7\u0131kartma i\u015flerinde tam yetkili olan milli kurum TPAO s\u0131radan bir dernek haline getirildi. Arama ve i\u015fletme i\u015flemleri bu kurumun elinden al\u0131nd\u0131.  \t\t\t<\/p>\n<p> \t\t\tPetrol arama ve \u00e7\u0131kartma i\u015flemleri i\u00e7in eski yasan\u0131n \u00f6ng\u00f6rd\u00fc\u011f\u00fc &quot;talebin milli menfaatlere uygun olmas\u0131&quot; \u015fart\u0131 kald\u0131r\u0131ld\u0131. Eski yasada var olan &quot;yabanc\u0131 devletlere ait \u015firketlerin, ya da yabanc\u0131 devletler ad\u0131na etkin olan \u015fah\u0131slar\u0131n petrol arama faaliyetlerinde bulunamayacaklar\u0131, tesis kuramayacaklar\u0131 ve m\u00fclk edinemeyecekleri&quot; \u015fart\u0131 yeni yasayla ortadan kald\u0131r\u0131ld\u0131. Arama ruhsatlar\u0131nda devletin ald\u0131\u011f\u0131 vergiler sona erdirildi. Topraklar\u0131m\u0131zdan elde edilen ham petrol ve do\u011falgaz ile bunlardan elde edilen \u00fcr\u00fcnlerin y\u00fczde 65&#39;inin ve denizlerimizden elde edilenlerin y\u00fczde 55&#39;inin \u00fclke ihtiyac\u0131na ayr\u0131lma zorunlulu\u011funa son verildi. Arama, \u00fcretim ve yan \u00fcr\u00fcn faaliyetlerinde T\u00fcrkiye&#39;de \u00e7al\u0131\u015ft\u0131r\u0131lacak yabanc\u0131 personelin T.C. Devleti&#39;nin ilgili yasalar\u0131na tabi olma \u015fart\u0131 ortadan kald\u0131r\u0131ld\u0131. \t\t\t<\/p>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p> <strong>Bu i\u015fin bir ba\u015fka boyutu daha var. Bizimkiler koltu\u011fu kaybetmemek i\u00e7in petrol\u00fc verdi.&quot; \t\t\t<\/p>\n<p> \t\t\tBiz buna bir \u015fey ilave etmek istiyoruz. Ke\u015fke sadece petrol\u00fc vermi\u015f olsalar. \t\t\t<\/p>\n<p> \t\t\tErmenilerin bat\u0131l\u0131 kap\u0131lara dayanarak pe\u015fpe\u015fe \u00e7\u0131kartt\u0131rd\u0131klar\u0131 T\u00fcrkiye&#39;yi k\u0131skaca al\u0131p ku\u015fatan yasalar, gazeteci Dink&#39;in katlettirilmesiyle yeni bir ivme kazanacak. T\u00fcrkiye, bu tozduman i\u00e7erisinde ba\u015f\u0131n\u0131 kald\u0131r\u0131p hi\u00e7bir \u015fey soramayacak yapamayacak!  \t\t\t<\/p>\n<p> \t\t\t&quot;Bu petrol yasas\u0131 ne bi\u00e7im yasa? Bu ba\u015f\u00f6rt\u00fcs\u00fc yasa\u011f\u0131 ne bi\u00e7im yasak?&quot; diye, hi\u00e7 bo\u015funa ba\u011f\u0131rmay\u0131n. Sesinizi en az alt\u0131 ay duyan ve okuyan olmayacak. Alt\u0131 ay sonra m\u0131? \u0130\u015fte o zaman, maalesef art\u0131k Petrol yasas\u0131 hi\u00e7 konu\u015fulmayacak. \u00c7\u00fcnk\u00fc unutulmu\u015f ve uygulamaya konulmu\u015f olacak. Ba\u015f\u00f6rt\u00fcs\u00fc yasa\u011f\u0131 belki yeni bir mecraya girecek. Ancak ulusalc\u0131 ve insan haklar\u0131na sayg\u0131l\u0131 ge\u00e7inip de ba\u015f\u00f6rt\u00fcs\u00fc kar\u015f\u0131tl\u0131\u011f\u0131nda, milli ve manevi de\u011ferlerimize d\u00fc\u015fman kesimlerle ayn\u0131 safta g\u00f6r\u00fcnmek de, do\u011frusu milletimizi d\u00fc\u015f\u00fcnd\u00fcrmektedir ve din istismarc\u0131lar\u0131n\u0131n tuza\u011f\u0131na itmektedir.<\/strong> <\/p>\n<p> <strong>Beyinlerdeki \u00f6rt\u00fcye hay\u0131r! \u0130nanc\u0131n\u0131n gere\u011fi ba\u015f\u0131n\u0131 \u00f6rtenler, Bat\u0131 u\u015fakl\u0131\u011f\u0131 ve din d\u00fc\u015fmanl\u0131\u011f\u0131yla kafalar\u0131 k\u00fcflenmi\u015fler taraf\u0131ndan, temel insan haklar\u0131na ve evrensel hukuk kurallar\u0131na ra\u011fmen engellenmektedir.<\/strong> <\/p>\n<p> Ba\u015f\u00f6rt\u00fcs\u00fc takan \u00f6\u011frenciler sadece, kendileri ile ayn\u0131 konumda olan, ayn\u0131 s\u0131nav\u0131 kazanan, serbest\u00e7e e\u011fitimini tamamlayan arkada\u015flar\u0131 gibi e\u011fitim hakk\u0131n\u0131 kullanmak, mezun olmak ve uzun zaman maddi, manevi \u00e7aba g\u00f6stererek kazand\u0131\u011f\u0131 ve senelerce okudu\u011fu okullar\u0131ndan diplomas\u0131n\u0131 almak istemektedir.  <\/p>\n<p> Ba\u015f\u00f6rt\u00fcl\u00fc \u00f6\u011frencilerin e\u011fitimlerini tamamlayabilecekleri herhangi bir e\u011fitim kurumu bulunmamaktad\u0131r. Binlerce \u00f6\u011frenci okulu b\u0131rakmak zorunda kalm\u0131\u015ft\u0131r. Baz\u0131 \u00f6\u011frenciler ise, e\u011fitimlerini tamamlamak \u00fczere yurt d\u0131\u015f\u0131na gitmi\u015flerdir. T\u00fcrkiye&#39;den ba\u015fka herhangi bir \u00fclkenin \u00fcniversitelerinde ba\u015f\u0131 \u00f6rt\u00fcl\u00fc e\u011fitim g\u00f6rme engellenmemektedir. Fakat, yurtd\u0131\u015f\u0131nda e\u011fitim g\u00f6rmenin maliyetleri \u00e7ok y\u00fcksektir. <\/p>\n<p> <strong>Denklik sorunu<\/strong> <\/p>\n<p> Bu \u00f6\u011frencilerin masraflar\u0131n\u0131 kar\u015f\u0131layabilecek maddi imk\u00e2nlar\u0131 bulunmamaktad\u0131r. Ayr\u0131ca; yurt d\u0131\u015f\u0131nda e\u011fitimi tamamlad\u0131ktan sonra ald\u0131klar\u0131 diploman\u0131n T\u00fcrkiye&#39;de ge\u00e7erli olmas\u0131 i\u00e7in yine Y\u00fcksek\u00f6\u011fretim Kurumu&#39;nun denklik vermesi gerekmektedir. Y\u00fcksek\u00f6\u011fretim Kurumu&#39;nun ba\u015f\u00f6rt\u00fcl\u00fc \u00f6\u011frencilerin T\u00fcrkiye&#39;de e\u011fitimlerini tamamlamalar\u0131na izin vermedi\u011fi gibi, ba\u015fka \u00fcniversitelerden ald\u0131klar\u0131 diplomalara denklik vermemesi s\u00f6z konusu olabilecektir.  <\/p>\n<p> <strong>Ba\u015f\u00f6rt\u00fcl\u00fc gen\u00e7lerimizin tek talepleri<\/strong> <\/p>\n<p> Ba\u015f\u0131n\u0131 \u00f6rten \u00f6\u011frencilerin tek talepleri e\u011fitimlerini kendi \u00fclkelerinde tamamlayabilmektir. Ba\u015f\u00f6rt\u00fcs\u00fc takan \u00f6\u011frencilerin giyim \u015feklini ideolojik ya da siyasi g\u00f6r\u00fc\u015fleri de\u011fil, \u015fahsi ve dini inan\u0131\u015flar\u0131 belirlemektedir. Zaten, bin y\u0131l\u0131 a\u015fk\u0131n bir s\u00fcredir devam eden bir giyim tarz\u0131n\u0131 g\u00fcnl\u00fck siyasi ve ideolojik ama\u00e7lara ba\u011flamaya \u00e7al\u0131\u015fanlar g\u00fcl\u00fcn\u00e7 konuma d\u00fc\u015fmektedir. Geleneksel olarak T\u00fcrk kad\u0131nlar\u0131n\u0131n b\u00fcy\u00fck k\u0131sm\u0131 y\u00fczy\u0131llard\u0131r ba\u015f\u0131n\u0131 \u00f6rtmektedir. Ba\u015f\u00f6rt\u00fcs\u00fc y\u00fczy\u0131llard\u0131r g\u00fcn\u00fcm\u00fcze ta\u015f\u0131nm\u0131\u015f, dini ve geleneksel bir giyim \u015feklidir. T\u00fcm d\u00fcnya \u00fclkelerinde dini veya geleneksel olsun, t\u00fcm giyim tarzlar\u0131 ve \u015fekilleri h\u00fcrmete lay\u0131k g\u00f6r\u00fclmekte ve sayg\u0131 g\u00f6stermektedir. \u00dcniversite \u00f6\u011frencilerinin istisna tutulmalar\u0131 i\u00e7in herhangi bir sebep mevcut de\u011fildir  <\/p>\n<p> <strong>Ba\u015f\u00f6rt\u00fcs\u00fc ideolojik bir hareket de\u011fildir<\/strong> <\/p>\n<p> Ba\u015f\u00f6rt\u00fcs\u00fc takan \u00f6\u011frenciler hi\u00e7 bir zaman ideolojik ama\u00e7 ya da ama\u00e7lar pe\u015finde olmam\u0131\u015ft\u0131r. Herhangi bir ideolojik harekete, bu y\u00f6ndeki bir fikre, yaz\u0131l\u0131 veya s\u00f6zl\u00fc olarak kat\u0131lmam\u0131\u015flard\u0131r. Ba\u015f\u00f6rt\u00fcl\u00fc \u00f6\u011frenciler \u00fcniversitelerde y\u0131k\u0131c\u0131 ya da b\u00f6l\u00fcc\u00fc hi\u00e7 bir olaya kar\u0131\u015fmam\u0131\u015flard\u0131r. Bu konuda somut tek bir \u00f6rnek dahi bulunmamaktad\u0131r. Elbette tek t\u00fck baz\u0131 istisnalar bunun d\u0131\u015f\u0131ndad\u0131r. <\/p>\n<p> <strong>K\u0131rk kat\u0131r m\u0131, k\u0131rk sat\u0131r m\u0131?<\/strong> <\/p>\n<p> Bir \u00fcniversite \u00f6\u011frencisi i\u00e7in e\u011fitimini tamamlamak ve mezun olmak hayati derecede \u00f6nemli bir olayd\u0131r. \u00dcniversitede al\u0131nan e\u011fitim bireyin bundan sonraki hayat\u0131n\u0131 \u015fekillendirecektir. Al\u0131nan e\u011fitim sonras\u0131 meslek sahibi olunabilecektir. T\u00fcrkiye \u015fartlar\u0131nda \u00fcniversite e\u011fitimi g\u00f6rmeye hak kazanabilmek olduk\u00e7a b\u00fcy\u00fck bir ba\u015far\u0131d\u0131r. Ba\u015f\u00f6rt\u00fcs\u00fc takan \u00f6\u011frenciler de meslek sahibi olabilmek i\u00e7in olduk\u00e7a fazla \u00e7al\u0131\u015fm\u0131\u015flar ve b\u00fcy\u00fck hayallerle \u00fcniversiteyi kazanm\u0131\u015flard\u0131r. Y\u00fcksek\u00f6\u011fretim g\u00f6rmeyi ama\u00e7layan ba\u015f\u00f6rt\u00fcl\u00fc \u00f6\u011frenciler kendileri i\u00e7in \u00e7ok \u00f6nemli iki haktan birisini se\u00e7mesi, di\u011ferini ise feda etmesi i\u00e7in zorlanmaktad\u0131r. Ba\u015f\u0131n\u0131 \u00f6rten \u00f6\u011frencilere e\u011fitimlerini tamamlamalar\u0131 i\u00e7in izin verilmemekte ve ba\u015flar\u0131n\u0131 a\u00e7malar\u0131 \u015fart ko\u015fulmaktad\u0131r. \u00d6\u011frencilerin peruk takarak e\u011fitimlerini devam ettirmeleri bile d\u00fc\u015f\u00fcnceleri gerek\u00e7e g\u00f6sterilerek engellenmeye \u00e7al\u0131\u015f\u0131lmaktad\u0131r.  <\/p>\n<p> <strong>Din \u0130\u015fleri Y\u00fcksek Kurulu Ba\u015fkanl\u0131\u011f\u0131 1993 tarihli fetvas\u0131<\/strong> <\/p>\n<p> Bu durum e\u011fitim ve din ve vicdan \u00f6zg\u00fcrl\u00fc\u011f\u00fcne m\u00fcdahale te\u015fkil etmektedir. Halbuki, ba\u015f\u00f6rt\u00fcs\u00fc din ve vicdan h\u00fcrriyetinin tezah\u00fcr\u00fcd\u00fcr. Bizzat devlete ait bir kurum olan Diyanet \u0130\u015fleri Ba\u015fkanl\u0131\u011f\u0131&#39;n\u0131n de\u011fi\u015fik tarihlerde verdi\u011fi fetvalar vard\u0131r. Din \u0130\u015fleri Y\u00fcksek Kurulu Ba\u015fkanl\u0131\u011f\u0131 1993 tarihli fetvas\u0131nda &quot;kad\u0131nlar\u0131n ba\u015f\u00f6rt\u00fclerini, sa\u00e7lar\u0131n\u0131, ba\u015flar\u0131n\u0131, boyun ve gerdanlar\u0131n\u0131 iyice \u00f6rtecek \u015fekilde yakalar\u0131n\u0131n \u00fczerine salmalar\u0131, Dinimizin, Kitap, S\u00fcnnet ve \u0130slam Alimlerinin ittifak\u0131 ile sabit olan kesin emridir. <\/p>\n<p> <strong>Din ve vicdan h\u00fcrriyeti<\/strong>  <\/p>\n<p> &quot;M\u00fcsl\u00fcmanlar\u0131n bu emirlere uymalar\u0131 dini bir vecibedir&quot; ifadelerini kullanarak konuya a\u00e7\u0131kl\u0131k getirmi\u015ftir. Bu noktada ba\u015f\u00f6rt\u00fcs\u00fcn\u00fcn din ve vicdan h\u00fcrriyeti ba\u011flam\u0131nda de\u011ferlendirilmesi gerekti\u011fi a\u00e7\u0131kl\u0131k kazanmaktad\u0131r.  <\/p>\n<p> Din ve vicdan h\u00fcrriyeti, Anayasa ve uluslararas\u0131 s\u00f6zle\u015fmeler ile g\u00fcvence alt\u0131na al\u0131nan ki\u015fiye ba\u011fl\u0131 dokunulmaz bir hakt\u0131r. Nas\u0131l d\u00fc\u015f\u00fcnce h\u00fcrriyeti, ayn\u0131 zamanda d\u00fc\u015f\u00fcnceyi ifade etme \u00f6zg\u00fcrl\u00fc\u011f\u00fcn\u00fc beraberinde getiriyorsa ve bir bireye &quot;d\u00fc\u015f\u00fcnebilirsin, ama \u00f6zg\u00fcrce ifade edemezsin&quot; denemiyorsa, din ve vicdan h\u00fcrriyeti, inanma ve inand\u0131\u011f\u0131 kamu d\u00fczenine ayk\u0131r\u0131 olmamak kayd\u0131yla uygulama hakk\u0131n\u0131 beraberinde getirir. \u0130nan\u00e7, zaten insan\u0131n i\u00e7inde oldu\u011fu i\u00e7in m\u00fcdahale edilmesine fiilen imk\u00e2n bulunmamaktad\u0131r. Bu durumda inand\u0131\u011f\u0131 gibi ya\u015fama, yani ibadet \u00f6zg\u00fcrl\u00fc\u011f\u00fcn\u00fcn, din ve vicdan h\u00fcrriyeti kapsam\u0131nda oldu\u011funda \u015f\u00fcphe yoktur.  <\/p>\n<p> <strong>Psikolojik sars\u0131nt\u0131lar<\/strong> <\/p>\n<p> \u00d6\u011frencilerden zaten hakk\u0131 olan e\u011fitim kar\u015f\u0131l\u0131\u011f\u0131nda ba\u015f\u0131n\u0131 a\u00e7mas\u0131n\u0131n istenmesi \u00e7ok b\u00fcy\u00fck bir bask\u0131 unsurudur. Zira ba\u015f\u00f6rt\u00fcs\u00fc takan bir bayan\u0131n sa\u00e7\u0131n\u0131 a\u00e7mas\u0131 bir ki\u015finin k\u0131yafetlerinde daha \u00f6zenli olmas\u0131 veya ete\u011fin boyunu uzat\u0131p, k\u0131saltmas\u0131 kadar basit bir olay de\u011fildir. Ba\u015f\u00f6rt\u00fcs\u00fc tamam\u0131yla ki\u015finin benli\u011fine ili\u015fkin bir husustur. Ki\u015fi kendi iradesiyle ba\u015f\u0131n\u0131 \u00f6rtmektedir. \u0130darecilerin zorlamas\u0131 sonu ba\u015f\u0131n\u0131 a\u00e7acak olursa kendi d\u00fc\u015f\u00fcnce ve benli\u011fi ile \u00e7eli\u015fecek ve inan\u00e7lar\u0131na ayk\u0131r\u0131 bir davran\u0131\u015f i\u00e7ine girdi\u011finden psikolojik sars\u0131nt\u0131 ge\u00e7irecektir. <\/p>\n<p> <\/p>\n<table border=\"0\" cellspacing=\"0\" cellpadding=\"0\" width=\"100%\">\n<tbody>\n<tr>\n<td>\n<p> \t\t\t<strong>AB ve dini \u00f6zg\u00fcrl\u00fckler\u00a0 <\/strong> \t\t\t<\/p>\n<p> \t\t\tAvrupa Birli\u011fi s\u00fcrecinde g\u00f6zlenen en iki y\u00fczl\u00fc konulardan birisi de dini \u00f6zg\u00fcrl\u00fcklerle ilgili husustur. Bu konuda iki y\u00fczl\u00fc politikalar sadece AB taraf\u0131nda de\u011fil; ayn\u0131 zamanda t\u0131pk\u0131 t\u00fcrban meselesinde oldu\u011fu gibi AKP polit b\u00fcrosunda da ortaya \u00e7\u0131kmaktad\u0131r. \t\t\t<\/p>\n<p> \t\t\t\u015e\u00f6yle ki, AKP&#39;nin bu AB s\u00fcrecine \u00e7ok kuvvetli destek vermesinin ve s\u00fcreci tam \u00fcyelik olmayaca\u011f\u0131n\u0131 bile bile s\u00fcrd\u00fcrmek i\u00e7in elinden geleni yapmas\u0131n\u0131n en \u00f6nemli sebeplerinden biri askerin siyaset \u00fczerindeki etkisini azaltmak bahanesiyle ordumuzu zay\u0131flatmak; \u00f6teki de dini \u00f6zg\u00fcrl\u00fckleri AB s\u00fcreci i\u00e7erisinde ve AB yoluyla dolayl\u0131 yoldan elde etmekti. Buna g\u00f6re, \u00f6rne\u011fin, t\u00fcrban konusunda AKP&#39;nin politikalar\u0131na AB destek olacak; hatta belki de Avrupa \u0130nsan Haklar\u0131 Mahkemesi, Leyla \u015eahin&#39;in yapt\u0131\u011f\u0131 ba\u015fvuruda &#8216;olumlu&#39; karar a\u00e7\u0131klayacakt\u0131. \t\t\t<\/p>\n<p> \t\t\tAncak bunun tam aksi oldu. Mahkeme yasa\u011f\u0131n do\u011fru oldu\u011funu bildirdi; ama daha garip olan\u0131, bu s\u00fcre\u00e7te Abdullah G\u00fcl&#39;\u00fcn ba\u015f\u0131nda bulundu\u011fu D\u0131\u015fi\u015fleri Bakanl\u0131\u011f\u0131 da &quot;t\u00fcrban\u0131n demokrasiyi ve laik rejimi ortadan kald\u0131rmak isteyen bir d\u00fcnya g\u00f6r\u00fc\u015f\u00fcn\u00fcn sembol\u00fc say\u0131ld\u0131\u011f\u0131, dolay\u0131s\u0131yla serbest olmas\u0131n\u0131n ortalama insanlar taraf\u0131ndan bir yak\u0131n tehdit ve tehlike olarak anla\u015f\u0131ld\u0131\u011f\u0131&quot; yolunda savunma yapt\u0131. Ayn\u0131 G\u00fcl ve AKP i\u00e7erde de yasak aleyhine konu\u015fmaya devam edip, toplumu aldatmaya \u00e7al\u0131\u015ft\u0131. \t\t\t<\/p>\n<p> \t\t\t6 Ekim 2004 g\u00fcn\u00fc yay\u0131mlanan \u0130lerleme Raporu&#39;nun &quot;dini \u00f6zg\u00fcrl\u00fckler&quot; k\u0131sm\u0131nda AB taraf\u0131 M\u00fcsl\u00fcmanlar\u0131n dini \u00f6zg\u00fcrl\u00fckleriyle ilgili tek sat\u0131ra yer vermezken, &quot;H\u0131ristiyan az\u0131nl\u0131klar\u0131n dini \u00f6zg\u00fcrl\u00fck sorunlar\u0131n\u0131 uzun uzun anlat\u0131yor ve ayr\u0131ca misyonerlerin, faaliyetleri s\u0131ras\u0131nda uygulamada kar\u015f\u0131la\u015ft\u0131klar\u0131 problemlerden&quot; bahsediyordu. AB bu kadarla da kalmam\u0131\u015f; Ba\u015fbakan Erdo\u011fan&#39;\u0131 zina tasar\u0131s\u0131 konusunda adeta azarlam\u0131\u015f ve \u0130slam hakk\u0131ndaki ger\u00e7ek d\u00fc\u015f\u00fcncelerini de 11 Mart 2005 g\u00fcn\u00fc okunan Cuma hutbesine itiraz ederek g\u00f6stermi\u015fti. \t\t\t<\/p>\n<p> \t\t\t&#8216;Allah indinde din \u0130slamd\u0131r&#39; ayetine itiraz eden AB B\u00fcy\u00fckel\u00e7isi, bu ayetle T\u00fcrkiye&#39;de devletin \u0130slam&#39;dan yana tav\u0131r koydu\u011funu; oysa b\u00fct\u00fcn dinlere kar\u015f\u0131 ayn\u0131 mesafede durmas\u0131n\u0131n \u015fart oldu\u011funu ifade etmi\u015fti. Demek ki, T\u00fcrkiye&#39;de neredeyse b\u00fct\u00fcn herkesin M\u00fcsl\u00fcman oldu\u011fu ger\u00e7e\u011fini kabul etmiyorlar ya da etmek istemiyorlard\u0131. Acaba ama\u00e7lar\u0131 neydi? Asl\u0131nda AB belgelerinin ilgili k\u0131s\u0131mlar\u0131n\u0131n dikkatle okunmas\u0131 ve analiz edilmesi meseleyi a\u00e7\u0131kl\u0131\u011fa kavu\u015fturacakt\u0131r. \t\t\t<\/p>\n<p> \t\t\t8 Kas\u0131m 2006 g\u00fcn\u00fc yay\u0131mlanan \u0130lerleme Raporu&#39;nun dini \u00f6zg\u00fcrl\u00fcklerle ilgili k\u0131sm\u0131nda sadece H\u0131ristiyan az\u0131nl\u0131klar\u0131n yani Rum ve Ermenilerin sorunlar\u0131 uzun uzun anlat\u0131ld\u0131ktan sonra misyonerlerin sorunlar\u0131na geliniyor. Orada da Diyanet yetkililerinin s\u0131k s\u0131k misyonerlik faaliyetleri aleyhine yapt\u0131klar\u0131 a\u00e7\u0131klamalar\u0131n kabul edilemez oldu\u011fu s\u00f6yleniyor. Yani 11 Mart 2005 g\u00fcnk\u00fc Cuma hutbesine yap\u0131lan itiraz ile ayn\u0131 paralelde bir anlay\u0131\u015f\u0131n bu raporda da devam etti\u011fini g\u00f6r\u00fcyoruz. \t\t\t<\/p>\n<p> \t\t\t\u0130\u015fin ilgin\u00e7 taraf\u0131, bu raporda da M\u00fcsl\u00fcman veya \u0130slam kelimesinin ge\u00e7memesi. AKP&#39;nin gizli tutarak sadece Avrupal\u0131 dilleri bilenlerin okumas\u0131na b\u0131rakt\u0131\u011f\u0131 bu belgeleri belki de muhalefet partileri terc\u00fcme ettirerek milletvekillerine da\u011f\u0131tmal\u0131d\u0131rlar. Da\u011f\u0131tmal\u0131d\u0131rlar ki, belgelerde neler oldu\u011fu a\u00e7\u0131k\u00e7a ortaya \u00e7\u0131ks\u0131n.<\/strong> <a name=\"_ftnref5\" href=\"#_ftn5\" title=\"_ftnref5\">[5]<\/a>  <\/p>\n<p> <strong>&quot;Ba\u015f\u00f6rt\u00fcs\u00fc Yasa\u011f\u0131&quot; Tarih\u00e7esi <\/strong> <\/p>\n<p> 1950&#39;lerde daha net bir ifade kazand\u0131\u011f\u0131 g\u00f6r\u00fclen \u00f6ze d\u00f6n\u00fc\u015f\u00fcn \u00fclkemizde g\u00f6zle g\u00f6r\u00fcnen en \u00f6nemli sonucu 1960&#39;larla birlikte kad\u0131nlardaki \u00f6rt\u00fcnme e\u011filiminin giderek art\u0131\u015f g\u00f6stermesidir. 1960 y\u0131l\u0131ndan itibaren \u00fcniversitelerde g\u00f6r\u00fclmeye ba\u015flanan ba\u015f\u00f6rt\u00fcl\u00fc \u00f6\u011frencilerin say\u0131lar\u0131n\u0131n giderek artmas\u0131 buna paralel bir geli\u015fmedir. Bu say\u0131sal art\u0131\u015f\u0131n di\u011fer bir nedeni ise \u00f6zellikle 1950&#39;den sonra uygulanan ekonomik politikalara ba\u011fl\u0131 olarak k\u0131rsal kesimdeki insanlar\u0131n yo\u011fun olarak kentlere g\u00f6\u00e7 etmeleri ve okuma yazma bilen kad\u0131n oran\u0131n\u0131n h\u0131zla artmas\u0131d\u0131r- bu artan oran i\u00e7inde ba\u015f\u00f6rt\u00fcl\u00fc kad\u0131nlar\u0131n da hesaba kat\u0131lmas\u0131 gerekti\u011fi a\u00e7\u0131kt\u0131r. Ba\u015f\u00f6rt\u00fcl\u00fc \u00f6\u011frencilerin y\u00fcksek\u00f6\u011fretim kurumlar\u0131nda g\u00f6r\u00fclmeye ba\u015fland\u0131\u011f\u0131 bu y\u0131llardan itibaren ba\u015f\u00f6rt\u00fcs\u00fc yasaklar\u0131 da g\u00fcndeme gelmeye ba\u015flam\u0131\u015ft\u0131r.  <\/p>\n<p> <strong>12 Eyl\u00fcl \u00f6ncesi yasaklar<\/strong> <\/p>\n<p> \u0130n\u00f6n\u00fc d\u00f6nemi, dini alana y\u00f6nelik s\u0131n\u0131rlamalarla ve dindarlara y\u00f6neltilen ak\u0131l almaz bask\u0131larla haf\u0131zalara kaz\u0131nm\u0131\u015ft\u0131r. Milli \u015eef&#39;in d\u00f6neminde idarenin ve h\u00fck\u00fcmetin faaliyetlerine kar\u015f\u0131 en ufak bir tenkit yap\u0131lam\u0131yordu. G\u00f6stermelik se\u00e7imleri, bas\u0131n ve yay\u0131n organlar\u0131 \u00fczerindeki s\u0131k\u0131 denetimi, din, dil ve e\u011fitim gibi alanlarda halka ra\u011fmenci ve dayatmac\u0131 icraatlar\u0131yla bu y\u00f6netim, 1950&#39;ye do\u011fru halkta giderek somutla\u015fan bir muhalefeti ka\u00e7\u0131n\u0131lmaz k\u0131lm\u0131\u015ft\u0131.  <\/p>\n<p> T\u00fcrk toplumu da geleneksel d\u00fczenin k\u00f6kl\u00fc ve kapal\u0131 ba\u011fl\u0131l\u0131\u011f\u0131ndan, serbest hareket eden ve devlet idaresine kat\u0131lan modern topluma ge\u00e7i\u015f d\u00f6nemine girmi\u015ftir. \u015eehirle\u015fmenin artmas\u0131, ula\u015f\u0131m kolayl\u0131klar\u0131, okur-yazar oran\u0131ndaki art\u0131\u015f bu ge\u00e7i\u015fi h\u0131zland\u0131ran unsurlar olmu\u015ftur.  <\/p>\n<p> <strong>CHP&#39;deki de\u011fi\u015fim sinyalleri<\/strong> <\/p>\n<p> \u0130\u00e7 politikan\u0131n de\u011fi\u015fen \u015fartlar\u0131 ve dengesi ve halk\u0131n g\u00f6sterdi\u011fi belirgin tepki; 1945 y\u0131l\u0131na do\u011fru CHP&#39;nin dini konulardaki tutumunu yeniden g\u00f6zden ge\u00e7irmesini zorunlu k\u0131lm\u0131\u015ft\u0131r. Bunlar\u0131n sonucunda 1945 y\u0131l\u0131nda iktidar partisi i\u00e7inde ilk kez dini problemler etraf\u0131nda bir tart\u0131\u015fma ya\u015fanm\u0131\u015ft\u0131r. Sonu\u00e7 olarak Halk Partisi Divan\u0131, dini taleplerin yerine getirilmesinin Cumhuriyetin &quot;vicdan h\u00fcrriyeti ve laiklik prensiplerinin&quot; zedelenmemesi \u015fart\u0131yla m\u00fcmk\u00fcn olabilece\u011fine karar vermi\u015ftir. Bunu takiben, 1947 Temmuzu&#39;nda &quot;\u00d6zel Din \u00d6\u011frenimin Ana Hatlar\u0131&quot; kabul edilmi\u015f ve bir bildiriyle halka duyurulmu\u015ftur. B\u00f6ylece Demokrat Parti iktidar\u0131na giden yolda tek parti y\u00f6netimi g\u00f6reli de olsa halk\u0131n dini duyarl\u0131l\u0131\u011f\u0131na kar\u015f\u0131 yumu\u015fama sinyalleri vermi\u015ftir. Bu yumu\u015famada \u00fclkede y\u00fckselen dini canlanmaya kar\u015f\u0131 siyasal bir oport\u00fcnizmin etkisi vard\u0131r. Hatta \u0130n\u00f6n\u00fc d\u00f6neminde, Amerikan etkisiyle \u0131l\u0131ml\u0131 \u0130slam\u0131n temelleri at\u0131lm\u0131\u015f ve resmen din istismar\u0131 ba\u015flat\u0131lm\u0131\u015ft\u0131r. <\/p>\n<p> <strong>DP&#39;nin fonksiyonu<\/strong> <\/p>\n<p> 7 Ocak 1946&#39;da Demokrat Parti&#39;nin kurulmas\u0131yla T\u00fcrkiye yeni bir d\u00f6neme girmi\u015ftir. DP 1950 y\u0131l\u0131nda tek partili d\u00f6nemin icraatlar\u0131na y\u00f6neltti\u011fi pop\u00fclist sorgulama sonucu geni\u015f kapsaml\u0131 bir koalisyonun deste\u011fini kazanarak ezici bir \u00e7o\u011funlukla meclise girdi.  <\/p>\n<p> Demokrat Parti 1950 se\u00e7imlerindeki ba\u015far\u0131s\u0131n\u0131 b\u00fcy\u00fck \u00f6l\u00e7\u00fcde dinsel duyarl\u0131l\u0131klar\u0131 \u00f6rselenmi\u015f kitlelerin nabz\u0131n\u0131 iyi tutmu\u015f olmaya bor\u00e7luydu. Denilebilir ki, DP belli bir esneklikle yakla\u015ft\u0131\u011f\u0131 M\u00fcsl\u00fcman kitleyi belli kal\u0131plar halinde kendi oy taban\u0131na yerle\u015ftirerek sisteme entegre etme i\u015flemini \u00fcstlenmi\u015ftir.  <\/p>\n<p> Nitekim dindar kesimin beklentilerini iyi bilen Adnan Menderes 16 Haziran 1950&#39;de Meclis&#39;ten dini meselelerle ilgili bir dizi yasay\u0131 \u00e7\u0131kartm\u0131\u015ft\u0131r. Art\u0131k ezan Arap\u00e7a asl\u0131yla tekrarlanacak, radyoda haftada \u00fc\u00e7 kez Kur&#39;an-\u0131 Kerim okunacakt\u0131r. Okullarda din e\u011fitiminin verilmesine ba\u015flanm\u0131\u015f, ayr\u0131ca \u0130mam Hatip Okullar\u0131, Y\u00fcksek \u0130slam Enstit\u00fcleri a\u00e7\u0131lmaya ba\u015flanm\u0131\u015ft\u0131r. Demokrat Parti iktidar\u0131n\u0131n sa\u011flad\u0131\u011f\u0131 demokratik ortamda m\u00fcsl\u00fcmanlar kendilerini ifade etme bak\u0131m\u0131ndan az da olsa rahatlam\u0131\u015flard\u0131r. \u00d6zellikle k\u00fc\u00e7\u00fck kentlerde ve k\u0131rsal kesimde tesett\u00fcre riayette g\u00f6r\u00fclen art\u0131\u015f bas\u0131n ve muhalefetin iktidar\u0131 s\u0131k\u0131\u015ft\u0131rmas\u0131 i\u00e7in \u00f6nemli bir malzeme olmu\u015ftur. Ancak \u00f6rt\u00fc kar\u015f\u0131tl\u0131\u011f\u0131n\u0131n yaln\u0131zca CHP&#39;liler taraf\u0131ndan ve muhalefette s\u00fcrd\u00fcr\u00fcld\u00fc\u011f\u00fcn\u00fc d\u00fc\u015f\u00fcnmek hata olur. \u00c7\u00fcnk\u00fc Halk Partisi yanl\u0131s\u0131 bas\u0131n organlar\u0131 d\u0131\u015f\u0131nda h\u00fck\u00fcmeti destekleyen bir k\u0131s\u0131m bas\u0131n organ\u0131nda da ba\u015f\u00f6rt\u00fcs\u00fc, \u00e7ar\u015faf ve genel olarak tesett\u00fcr d\u00fc\u015fmanl\u0131\u011f\u0131n\u0131n yap\u0131ld\u0131\u011f\u0131 \u00e7e\u015fitli haber ve yorumlar yer alm\u0131\u015ft\u0131r. Bu arada Demokrat Partinin \u015fekilci M\u00fcsl\u00fcmanl\u0131\u011f\u0131 taviz verirken, \u0130slam&#39;\u0131n \u00f6z\u00fcn\u00fc tahribe y\u00f6neldi\u011fi hep g\u00f6zlerden ka\u00e7\u0131r\u0131lm\u0131\u015ft\u0131r. <\/p>\n<p> <strong>27 May\u0131s 1960 Darbesi<\/strong> <\/p>\n<p> Bir grup albay ve daha alt r\u00fctbeli subaylar\u0131n ger\u00e7ekle\u015ftirdi\u011fi 27 May\u0131s 1960 Darbesi Cumhuriyet tarihinde &quot;1960 Demokrasisi&quot; denilebilecek yeni bir d\u00f6nem ba\u015flatm\u0131\u015f; T\u00fcrkiye&#39;de siyasetin ola\u011fand\u0131\u015f\u0131 g\u00fcc\u00fc olan mason localar\u0131, b\u00fct\u00fcn su\u00e7u ve sorumlulu\u011fu orduya y\u00fcklemeyi ba\u015fararak rejimin kilit noktalar\u0131n\u0131 elinde tutman\u0131n hep bir yolunu aram\u0131\u015ft\u0131r.<a name=\"_ftnref6\" href=\"#_ftn6\" title=\"_ftnref6\">[6]<\/a> <\/p>\n<p> <strong>Liselerdeki uygulamalar<\/strong> <\/p>\n<p> 1969 \u015eubat&#39;\u0131nda bir kasabada lise m\u00fcd\u00fcr\u00fc ve devletten yana tav\u0131r tak\u0131nan baz\u0131 sol g\u00f6r\u00fc\u015fl\u00fc \u00f6\u011fretmenlerin okula tesett\u00fcre uygun giyinerek gelen k\u0131z \u00f6\u011frencilerin ba\u015f\u00f6rt\u00fclerini ve mantolar\u0131n\u0131 par\u00e7a par\u00e7a edip onlar\u0131 okuldan kovu\u015flar\u0131, kasaba ahalisinin b\u00fcy\u00fck bir \u00fcz\u00fcnt\u00fc i\u00e7inde sald\u0131rgan m\u00fcd\u00fcr\u00fc ve \u00f6\u011fretmenleri protesto etmelerine neden oluyordu.  <\/p>\n<p> Bu t\u00fcr olaylar k\u0131z \u00f6\u011frenci almaya ba\u015flayan \u0130mam Hatip Liseleri&#39;nde de g\u00f6r\u00fcl\u00fcyordu. 26 Ocak 1971&#39;de Isparta \u0130mam Hatip Okulu&#39;nda Matematik \u00f6\u011fretmeninin okul bah\u00e7esinde g\u00f6rd\u00fc\u011f\u00fc tesett\u00fcrl\u00fc \u00f6\u011frencinin ba\u015f\u00f6rt\u00fcs\u00fcn\u00fc \u00e7ekip y\u0131rtmas\u0131, bu olaylardan yaln\u0131zca biriydi. \u0130\u015fin en ilgin\u00e7 yan\u0131ysa bu olay \u00fczerine bir konu\u015fma yapan Isparta M\u00fcft\u00fcs\u00fc&#39;n\u00fcn &quot;Bu as\u0131rda da ba\u015f\u00f6rt\u00fcl\u00fc talebe mi olurmu\u015f?&quot; diye beyanat vermesi, herkesi \u015fa\u015f\u0131rt\u0131yordu.  <\/p>\n<p> <strong>Okul d\u0131\u015f\u0131nda da bask\u0131lar ba\u015flam\u0131\u015ft\u0131<\/strong> <\/p>\n<p> Ba\u015f\u00f6rt\u00fcs\u00fcne kar\u015f\u0131 y\u00fcr\u00fct\u00fclen kampanya sadece okullarda devam etmiyordu. E\u011fitim kurumlar\u0131 d\u0131\u015f\u0131nda g\u00fcnl\u00fck hayatta da ba\u015f\u00f6rt\u00fcl\u00fc insanlar b\u00fcy\u00fck s\u0131k\u0131nt\u0131lara maruz kal\u0131yorlard\u0131. Ya ba\u015f\u0131n\u0131 a\u00e7 ya da d\u0131\u015far\u0131 \u00e7\u0131k!&quot; Gerilimin s\u00fcrmesi ve gen\u00e7 k\u0131z\u0131n bir g\u00fcn tart\u0131\u015fma esnas\u0131nda bay\u0131lmas\u0131 \u00fczerine konu bas\u0131na yans\u0131yordu.  <\/p>\n<p> \u0130lahiyat Fak\u00fcltesi&#39;nde \u00f6\u011frenci eylemleri ba\u015fl\u0131yor ve bu \u00f6\u011frenci eylemlerinin ilki olarak T\u00fcrkiye tarihine ge\u00e7iyordu. <\/p>\n<p> <strong>12 Eyl\u00fcl darbesi<\/strong> <\/p>\n<p> 12 Mart muht\u0131ras\u0131n\u0131n ard\u0131ndan ba\u015f\u00f6rt\u00fcs\u00fc yasa\u011f\u0131yla ilgili somut \u00f6rnekler artmakla birlikte \u00f6zellikle 12 Eyl\u00fcl 1980&#39;de yap\u0131lan askeri darbeyi takip eden y\u0131llar boyunca \u00fclke g\u00fcndeminden ba\u015f\u00f6rt\u00fcs\u00fc ve ba\u015f\u00f6rt\u00fcl\u00fc \u00f6\u011frenci tart\u0131\u015fmalar\u0131 eksik olmuyordu. 12 Eyl\u00fcl darbesinden sonraki y\u0131llarda bat\u0131 k\u00fclt\u00fcr\u00fcn\u00fcn b\u00fct\u00fcn ve\u00e7helerinde ya\u015fanan bir d\u00f6n\u00fcm noktas\u0131n\u0131n i\u015faretleri bu \u00fclkede gen\u00e7 k\u0131zlar\u0131n ve kad\u0131nlar\u0131n ba\u015f\u00f6rt\u00fclerinde dile geliyordu. <\/p>\n<p> <strong>28 \u015eubat darbesi<\/strong> <\/p>\n<p> Ba\u015f\u00f6rt\u00fcs\u00fc probleminin tekrar yo\u011fun olarak g\u00fcndemimize girmesi darbeler tarihinin son halkas\u0131 olan 28 \u015eubat 1997 m\u00fcdahalesiyle birlikte ya\u015fan\u0131yordu. 28 \u015eubat rejimin militer renginin koyula\u015ft\u0131\u011f\u0131 ve bu koyulu\u011fun s\u00fcreklilik ve me\u015fruiyet kazanmaya \u00e7al\u0131\u015ft\u0131\u011f\u0131; genelde \u0130slami kesimin \u00f6zelde ise ba\u015f\u00f6rt\u00fcl\u00fc \u00f6\u011frencilerin artan bask\u0131lara maruz kald\u0131\u011f\u0131 bir s\u00fcre\u00e7 ba\u015flat\u0131l\u0131yordu. <\/p>\n<p> Bu s\u00fcre\u00e7le birlikte y\u00fcksek\u00f6\u011fretim kurumlar\u0131nda ba\u015f\u00f6rt\u00fcs\u00fc yasa\u011f\u0131 h\u0131zla uygulanmaya ba\u015flanm\u0131\u015f ve 2002 y\u0131l\u0131 itibariyle yasa\u011f\u0131n uygulanmad\u0131\u011f\u0131 hi\u00e7bir \u00fcniversite kalmam\u0131\u015ft\u0131r.  <\/p>\n<p> <strong>Ba\u015f\u00f6rt\u00fcs\u00fc yasa\u011f\u0131nda 12 Eyl\u00fcl <\/strong> <\/p>\n<p> 1980 askeri m\u00fcdahalesi ile T\u00fcrk toplumu politikadan ar\u0131nma s\u00fcrecine sokuldu. Bu s\u00fcre\u00e7te devlet toplumun hemen her alan\u0131n\u0131 totaliter bir bi\u00e7imde kontrol alt\u0131na ald\u0131. \u00dc\u00e7 y\u0131l sonra, 1983 genel se\u00e7imleriyle T\u00fcrkiye&#39;de t\u00fcm ana politik ak\u0131mlar, &quot;devletin toplumdaki yerinin ne olmas\u0131, gerekti\u011fini yo\u011fun bir \u015fekilde tart\u0131\u015fmaya ba\u015flad\u0131. Bu tart\u0131\u015fmalar\u0131n ortak noktas\u0131, devletin topluma m\u00fcdahalesiydi. Asl\u0131nda daha geni\u015f \u00e7er\u00e7evede tart\u0131\u015f\u0131lan, neden do\u011fu toplumlar\u0131nda devletin toplumun \u00fcst\u00fcnde bask\u0131c\u0131 bir konuma sahip oldu\u011fu idi. Tart\u0131\u015fmalar\u0131n i\u015faret etti\u011fi sonu\u00e7 \u015fuydu: Do\u011fu toplumlar\u0131n\u0131n temel sorunu, bireyi devlet g\u00fcc\u00fc kar\u015f\u0131s\u0131nda koruyacak mekanizmalar\u0131n ve yap\u0131lar\u0131n, yani sivil toplumun olmamas\u0131yd\u0131. Ancak, ba\u015f\u00f6rt\u00fcs\u00fc zulm\u00fcn\u00fc dayatanlarla, \u00f6zg\u00fcrl\u00fck teranesiyle devleti zay\u0131flatmaya ve halk\u0131 k\u0131\u015fk\u0131rtmaya \u00e7al\u0131\u015fan, hep ayn\u0131 odaklard\u0131. <\/p>\n<p> <strong>Evren&#39;li ve \u00d6zal&#39;l\u0131 y\u0131llar<\/strong> <\/p>\n<p> 12 Eyl\u00fcl y\u00f6netimi, 1982 y\u0131l\u0131nda yeni Anayasay\u0131 kabul ettirip, ayn\u0131 oylama ile darbenin lideri Kenan Evren&#39;i Cumhurba\u015fkan\u0131 se\u00e7tirdikten sonra, art\u0131k \u00fclkenin yeni se\u00e7imlere g\u00f6t\u00fcr\u00fclmesine karar vermi\u015fti. 6 Kas\u0131m 1983 y\u0131l\u0131ndaki genel se\u00e7imleri, Turgut \u00d6zal y\u00fczde 45 oy ile 211 milletvekili \u00e7\u0131kartarak kazand\u0131. T\u00fcrkiye bir m\u00fcdahalenin ard\u0131ndan &quot;\u00d6zal&#39;l\u0131 y\u0131llar&quot; olarak an\u0131lacak yeni bir d\u00f6neme girdi. Bu d\u00f6nemde liberal politikalar uygulanmaya ba\u015fland\u0131. &quot;Sivil toplum, serbest piyasa ekonomisi&quot; gibi kavramlar 1980&#39;ler T\u00fcrkiye&#39;sinin siyasal d\u00fczeninde yeni bir sayfa a\u00e7\u0131yordu. . <\/p>\n<p> <strong>Kamusal alan ihlali<\/strong> <\/p>\n<p> T\u00fcrk modernle\u015fme projesi boyunca, kamusal alan devletin yak\u0131n ve s\u0131k\u0131 denetimi alt\u0131ndayd\u0131. ANAP Malatya Milletvekili B\u00fclent \u00c7aparo\u011flu&#39;nun \u00f6nc\u00fcl\u00fck etti\u011fi \u00e7al\u0131\u015fma sonucunda yasa \u00e7\u0131km\u0131\u015f ama Cumhurba\u015fkan\u0131 Kenan Evren &quot;t\u00fcrbanl\u0131lar tamam ama \u00e7ar\u015fafl\u0131 ve mayolular da gelirse ne olacak&quot; diyerek yasaya veto hakk\u0131n\u0131 kullanm\u0131\u015ft\u0131r.  <\/p>\n<p> Bunun \u00fczerine Turgut \u00d6zal ve Avni Akyol, Y\u00d6K Ba\u015fkan\u0131 \u0130hsan Do\u011framac\u0131 ve Cumhurba\u015fkan\u0131 Kenan Evren&#39;le konu\u015fup mutab\u0131k kald\u0131ktan sonra Y\u00d6K Disiplin Y\u00f6netmeli\u011fi&#39;nde de\u011fi\u015fiklik yap\u0131lm\u0131\u015f ve t\u00fcrbana \u00f6zg\u00fcrl\u00fck sa\u011flayan yeni yasa Aral\u0131k 1988&#39;de Meclis&#39;ten ge\u00e7mesini sa\u011flam\u0131\u015ft\u0131r. Evren yasay\u0131 bu defa veto etmeyip, \u00f6nce imzalam\u0131\u015f, sonra da Anayasa Mahkemesi&#39;ne ta\u015f\u0131m\u0131\u015ft\u0131r. Mahkeme 26 Mart 1989 yerel se\u00e7imlerinden hemen \u00f6nce t\u00fcrban yasas\u0131n\u0131 iptal etmi\u015f. Bunun \u00fczerine \u0130stanbul ba\u015fta olmak \u00fczere \u00fclkenin pek \u00e7ok \u015fehrinde geni\u015f kat\u0131l\u0131ml\u0131 protesto mitingleri yap\u0131lm\u0131\u015ft\u0131r.  <\/p>\n<p> ANAP mahkemenin iptal gerek\u00e7esini dikkate alarak 25 Ekim 1990&#39;da y\u00fcksek\u00f6\u011fretim kurumlar\u0131nda ba\u015f\u00f6rt\u00fcye serbesti getiren \u00fc\u00e7\u00fcnc\u00fc kanunu \u00e7\u0131karm\u0131\u015ft\u0131r. Bu defa SHP iptal talebiyle Anayasa Mahkemesi&#39;ne ba\u015fvurmu\u015f ama sonu\u00e7 alamam\u0131\u015ft\u0131r. 2547&#39;nin ek 17. maddesi uyar\u0131nca \u00fcniversitelerde her t\u00fcrl\u00fc k\u0131l\u0131k ve k\u0131yafet serbest say\u0131lm\u0131\u015f ve 1997&#39;de Kemal G\u00fcr\u00fcz&#39;\u00fcn Y\u00d6K Ba\u015fkan\u0131 se\u00e7ilmesine kadar 7 y\u0131l boyunca 81 \u00fcniversitede 150&#39;ye yak\u0131n rekt\u00f6r ve 2 Y\u00d6K ba\u015fkan\u0131 taraf\u0131ndan uygulanm\u0131\u015ft\u0131r. <\/p>\n<p> <strong>Y\u00d6K: Darbenin \u00fcniversitelere miras\u0131<\/strong> <\/p>\n<p> 12 Eyl\u00fcl darbesini ger\u00e7ekle\u015ftirenler darbe \u00f6ncesi \u015fiddet olaylar\u0131nda g\u00fcnah ke\u00e7isi olarak g\u00f6rd\u00fckleri \u00fcniversiteleri &quot;y\u00fcksek \u00f6\u011fretim konusunda aksakl\u0131klar\u0131 gidermek&quot; niyetiyle Y\u00d6K&#39;\u00fcn vesayeti alt\u0131na al\u0131nm\u0131\u015ft\u0131r. Bunun temel nedeninin, 28 \u015eubat muht\u0131ras\u0131 ile yeniden i\u00e7ine girdi\u011fimiz ara rejim s\u00fcreci oldu\u011fu herkes\u00e7e bilinen bir ger\u00e7ektir. MGK&#39;n\u0131n sivil giyimli \u00fc\u00e7 uzman\u0131ndan brifing alan rekt\u00f6rlerin, toplant\u0131 sonras\u0131nda yay\u0131nlad\u0131klar\u0131 bildiride \u00fcniversitelere ba\u015f\u00f6rt\u00fcl\u00fc olarak gelmenin su\u00e7 oldu\u011funu vurgulamalar\u0131, &quot;irtica brifingi&quot;ni hayli i\u00e7selle\u015ftirdiklerini yans\u0131tmaktayd\u0131.  <\/p>\n<p> <strong>\u0130stifa etmek zorunda kald\u0131lar<\/strong> <\/p>\n<p> Yasak\u00e7\u0131 uygulamalardan y\u00f6netim kadrolar\u0131ndaki \u00f6\u011fretim g\u00f6revlileri de paylar\u0131na d\u00fc\u015feni ald\u0131. AKP&#39;liler ise, mesnedi olmayan bir yasa\u011f\u0131 kald\u0131rmaya cesaretleri olmad\u0131\u011f\u0131 i\u00e7in korkuyor. <\/p>\n<p> H\u00e2s\u0131l\u0131 kelam sanki ortada n\u00fckleer ba\u015fl\u0131kl\u0131 f\u00fczeler var. Vaktiyle ABD ve Rus liderleri cesaretlerini ortaya koyarak f\u00fczeleri etkisiz hale getirebilmi\u015flerdi. Bizimkiler ise ba\u015f\u00f6rt\u00fcs\u00fc konusuna ellerini bile s\u00fcremiyorlar. <\/p>\n<p> Bilindi\u011fi gibi \u0130stikl\u00e2l harbinde, vatan\u0131n Kurtar\u0131lmas\u0131 i\u00e7in ba\u015f\u00f6rt\u00fcl\u00fc kad\u0131nlar\u0131m\u0131z, kucaklar\u0131nda \u00e7ocuklar\u0131 oldu\u011fu halde, s\u0131rtlar\u0131nda bomba ta\u015f\u0131yarak erkeklerle birlikte sava\u015fa kat\u0131lm\u0131\u015flard\u0131. Allah g\u00f6stermesin bir sava\u015fa girmemiz icab etse, d\u00fc\u015fmanlar\u0131m\u0131za: <\/p>\n<p> &#8211; Say\u0131n d\u00fc\u015fmanlar, biz \u00f6nce ba\u015f\u00f6rt\u00fcs\u00fc sorununu \u00e7\u00f6zmeden sava\u015fa giremeyiz, ne olur bize m\u00fchlet verin \u00f6nce biz bu yasay\u0131 kald\u0131r\u0131p kad\u0131nlar\u0131m\u0131z\u0131n da sava\u015fa girmesini sa\u011flayal\u0131m, ondan sonra sizinle sava\u015fal\u0131m m\u0131 diyece\u011fiz?.. <\/p>\n<p> <strong>Ba\u015f\u00f6rt\u00fcs\u00fcn\u00fc \u00e7\u00f6zmek cesaretini g\u00f6steremeyenlerin, sava\u015fa girmeye cesaret edip edemeyecekleri ise ayr\u0131 bir mesele.<\/strong> <\/p>\n<p> &#8211; 1999 se\u00e7imlerinden evvel, MHP bu meseleyi biz \u00e7\u00f6zeriz, Biz Meclis&#39;e girersek <strong>&quot;masalara yumruklar\u0131m\u0131z\u0131 vururuz, sorun an\u0131nda \u00e7\u00f6z\u00fcl\u00fcr&quot; <\/strong>diyorlard\u0131. Meclis&#39;e girdiler, amma ve l\u00e2kin ba\u015f\u00f6rt\u00fcs\u00fc sorununu \u00e7\u00f6zmek yerine, yapt\u0131klar\u0131 i\u015f, <strong>ba\u015f\u0131 \u00f6rt\u00fcl\u00fc bir han\u0131m milletvekillerinin ba\u015f\u00f6rt\u00fcs\u00fc d\u00fc\u011f\u00fcm\u00fcn\u00fc \u00e7\u00f6zmek oldu.<\/strong> Ecevit&#39;in kar\u015f\u0131s\u0131nda dillerini yutarak susmak oldu. <\/p>\n<p> &#8211; AKP ise 2002 se\u00e7imlerinden \u00f6nce: <strong>&quot;Ba\u015f\u00f6rt\u00fcs\u00fc sorunu bizim namus meselemizdir, onu biz \u00e7\u00f6zece\u011fiz&quot;<\/strong> diyorlard\u0131. Onlar da Meclis&#39;e girdiler t\u0131pk\u0131 MHP gibi onlar da pani\u011fe kap\u0131ld\u0131lar. Ba\u015f\u00f6rt\u00fcs\u00fc ile ilgili olarak Meclis&#39;e gelen k\u0131zlar\u0131m\u0131za Say\u0131n Erdo\u011fan: <strong>&quot;Hadi gidin \u00f6nce Baykal ile g\u00f6r\u00fc\u015f\u00fcn, onu bu i\u015fe raz\u0131 edin&quot;<\/strong> cevab\u0131n\u0131 verdi. <\/p>\n<p> \u00dclkemizde ba\u015f\u00f6rt\u00fcs\u00fcn\u00fc yasaklayan bir kanun yok. Hatta Atat\u00fcrk devrimlerinde bile yok. \u00dcstelik TBMM i\u00e7t\u00fcz\u00fc\u011f\u00fc bile b\u00f6yle bir yasak \u00f6ng\u00f6rmemi\u015f. Yasaklar ancak Anayasa&#39;n\u0131n \u00e2mir h\u00fckm\u00fcne g\u00f6re kanunla konulabilir. Ama Anayasa Mahkemesi DEFAKTO bir karar vererek, Anayasay\u0131 ve kuvvetler ayr\u0131l\u0131\u011f\u0131 prensibini kale almayarak yasak koyuyor ve bu mesnetsiz yasak uygulan\u0131yor. <\/p>\n<p> Bu m\u00fcnasebetle <strong>Atat\u00fcrk&#39;\u00fcn, TESETT\u00dcR HAKKINDA s\u00f6yledi\u011fi s\u00f6zlerini <\/strong>onun nutkundan aynen alarak, kamuoyumuza bir kere daha arzetmekte yarar g\u00f6r\u00fcyorum: <\/p>\n<p> &quot;- Y\u00e2 ne oldu\u011fu bilinmeyen, \u00e7ok kapal\u0131 ve \u00e7ok karanl\u0131k bir d\u0131\u015f \u00f6rt\u00fcnme bi\u00e7imi g\u00f6steren bir k\u0131yafet; veyahut Avrupa&#39;n\u0131n en serbest balolar\u0131nda bile giyilmeyecek k\u0131yafetlerle, asla tasvip edilmeyecek kadar a\u00e7\u0131k bir elbise!.  <\/p>\n<p> <strong>Bizim dinimiz kad\u0131n\u0131 <\/strong>o tefritten, bu ifrattan da tenzih eder.<strong> &quot;O \u015fekiller dinimizin muktezas\u0131 DE\u011e\u0130LD\u0130R&quot;.<\/strong> Dinimizin tavsiye etti\u011fi tesett\u00fcr, hem hayata hem fazilete uygundur.&quot; <\/p>\n<p> &quot;Tarz\u0131 telebb\u00fcs\u00fcm\u00fcz\u00fc ifr\u00e2ta vard\u0131ranlar (k\u0131yafet tarz\u0131m\u0131z\u0131 yozla\u015ft\u0131ranlar) <strong>k\u0131y\u00e2fetlerinde aynen Avrupa <\/strong>kad\u0131nlar\u0131n\u0131 taklid edenler, d\u00fc\u015f\u00fcnmelidir ki; her milletin, kendine mahsus \u00e2d\u00e2t\u0131, kendine mahsus an&#39;anesi, kendine g\u00f6re mill\u00ee hususiyetleri vard\u0131r. Hi\u00e7bir millet aynen di\u011fer bir milletin mukallidi olmamal\u0131d\u0131r. \u00c7\u00fcnk\u00fc b\u00f6yle bir millet ne taklit etti\u011fi milletin ayn\u0131 olabilir ne kendi milliyeti dahilinde kalabilir.
